Call To Order The meeting was called to order at 7:05 AM. II. Roll Call Present: Co-Chairs Hornig and Hunt, Members Brown, Burke, Koon, and Siekman; Staff Liaison Hawkinson; Consultant Clapp-Smith Absent: Member Kitui III. Approval Of Meeting Agenda Member Siekman moved, seconded by Member Brown to approve the Agenda. Motion carried. IV. Approval Of Meeting Minutes from April 1, 2020 Co-Chair Hornig moved, seconded by Member Koon to approve the minutes. Motion carried. V. Discussion Items a. Administrative Structure: Staff Hawkinson confirmed that the Task Force Members were able to find shared documents and ‘homework” materials. 1) All documents that are homework for task force members will be placed in the folder titled “Working Documents” in the Google drive. 2) Whenever staff, consultants or task force members email each other about a document in the Google drive, they shall provide a URL link to the document. 3) Whenever new documents are put in the Google drive folder by staff or consultants, they will send an email to the Task Force with the URL to the document. 4) All documents should include the date they were first created and the latest date on which they were modified. b. Roles and Responsibilities: 1) Task Force report should identify strategies for implementation of city housing policies and goals (as primarily, but not completely, identified in the 2018 Comp Plan). 2) The task force will prioritize the range of issues to be addressed (based on Comp Plan emphasis and task force judgement) and focus on those. 3) Task Force shall identify high need areas for data and guidance (prioritize need to know items) and focus future research and effort on those. 4) Staff Hawkinson can provide guidance on what level of detail is appropriate for the report, versus being something that staff and elected officials will decide on a case by case basis. 5) Task Force Report should include inventory of available tools and how they can be used. 6) Task Force Report could identify priority recommendations from the longer list in the report. c. Align Key Issues with Comprehensive Plan Topics: The Task Force members discussed the table that was prepared. There was discussion on whether their role was to implement the Comprehensive Plan or work independently of the Comp Plan. They discussed transitioning from identifying the need to finding solutions. d. Initial Preparation for Joint Meeting with the City Council: Co Chair Dan Hunt will speak on behalf of the Task Force. Questions for the City Council will be agreed upon at the April 22 Task Force meeting. The Task Force’s goal for the joint meeting is to get an understanding from the City Council on their expectations and goal. VI. Adjournment The meeting concluded at approximately 8:50 AM. Key Issue 3 –Community Drivers -had the least overlap, since these issues focus on systems related to housing, as opposed to housing specific strategies. These context items can be addressed in the framing narrative of the housing report.
