Call to Order The meeting was called to order at 7:00 AM. II. Roll Call Present: Co-Chairs Hornig and Hunt, Members Brown, Burke, Kitui, Koon, and Siekman; Staff Liaison Hawkinson; Consultant Clapp-Smith III. Approval of Meeting Agenda Co-Chair Hunt suggested moving item E, the discussion pertaining to the joint meeting with the City Council, to position A. Consultant Clapp-Smith recommended that some time be left at the end of the meeting to revisit the joint meeting topic as the other agenda items may inform the Task Force on how they would like to proceed with preparing for the joint meeting. Co-Chair Hunt moved, seconded by Member Siekman to approve the Agenda as amended. Motion carried. IV. Approval of Meeting Minutes from April 8, 2020 Co-Chair Hunt moved, seconded by Member Brown to approve the minutes. Motion carried. V. Discussion Items a. Planning for Joint Meeting with the City Council: The Task Force discussed what should be presented and what questions should be asked. Initially they planned to have multiple questions prepared for the Council, but later some Task Force members believe that a brief presentation of the work that has been completed and the direction the Task Force is heading should take the majority of time with the remaining being gathering feedback from the City Council. It was suggested that the presentation’s framework should focus on the four Key Issues. Discussion ensued on whether Issue three should remain “Community Drivers” or should changes to “Regulatory Requirements and Zoning.” This question was tabled with no agreement reached. Co-Chairs Hunt and Hornig together with Member Siekman will review the draft PowerPoint and list of questions for the Council Members and make changes according to the discussion. b. Framework for the Final Report: Consultant Clapp-Smith presented a draft framework for the final report. • Cover Page • Acknowledgements • Executive Summary • Vision, Values and Principals (WHY) • Current State of Housing in Edina (WHY) • Discuss housing market and public/private roles • Housing demand, supply and gaps • Priorities for Future Housing in Edina (WHAT) • Implementation / Action Plan (HOW, WHO, WHERE, WHEN) • Framework for Annual Review of Housing Plan Implementation • Appendices One suggestion was that there be less emphasis on “strong neighborhoods.” Additional categories to add could include climate change, racial equity, and addressing economic disparity. Overall the framework was well received. c. Correlation and Gaps When Comparing Chapter 4 of the Comprehensive Plan and Task Force Work Plan: Consultant Clapp-Smith presented an amended Task Force Key Issues table. She added a column to showing the alignment between the Key Issues and where they are presented in Chapter 4 of the Comprehensive Plan. She then showed a table of the Chapter 4 topics with an added column on where each of the items was represented in the Key Issues, as well as where there were gaps. The biggest area with gaps was in the area of Zoning and Land Use. Discussion ensued on whether that becomes its own Key Issue or is combined with is combined with Key Issue 4 – City Resources. Some members believe it should be separate, other think the issues should be combined. There was no consensus. There was the least overlap between Key Issue 3 – Community Drivers and Chapter 4. Community Drivers focus on systems related to housing, as opposed to housing specific strategies. Consultant Clapp-Smith suggested she request the Consulting Team to look at zoning and regulation that effect housing and report back. Member Brown stated that they would add “Tenant Rights” to Key Issue 2. d. Creating a Public Engagement Plan: Consultant Clapp-Smith posed the question of who should be engaged and why. She presented a possible list that was discussed, which included: • Current residents • Future residents • Specific sub-groups to be impacted (for better or worse) • Businesses • Civic institutions and non-profits / foundations • Other? Task Force members suggested including open enrollment families, real estate agents, and the Chamber of Commerce. A key component is determining what and how engagement will inform the final report. The form of engagement could be varied. Although holding focus groups was raised, in the era of COVID-19 and the requirement for social distancing that may be difficult. Other forms include utilizing the Better Together webpage that can be interactive. Member Siekman proposed surveying residents using a statistically valid survey. It was suggested that 80% of the effort should focus on current residents. e. Next Steps • Continue to fill in ideas for engagement spreadsheet • Identify potential regulatory changes, particularly zoning, to advance housing priorities • Summarize input from developers regarding the ins of outs of housing project in Edina • Review items sent to Task Force for consideration about a week before the next Task Force meeting • Co-Chairs Hunt and Hornig and Member Siekman will report back to the Task Force their proposed outline for the joint meeting with the City Council.
