Call to Order The meeting was called to order at 7:00 AM. II. Roll Call Present: Co-Chairs Hornig and Hunt, Members Brown, Burke, Kitui, Koon, and Siekman; Staff Liaison Hawkinson; Consultant Clapp-Smith III. Approval of Meeting Agenda Consultant Clapp-Smith Proposed changes to the Agenda. The proposed items included a) Work Plan Reports; b) Review of Strategic Plan Elements; c) Review of Work Plan and Comprehensive Plan Inventory by Topics; d) Work Group Issue Areas and Consideration of Upcoming Work; e) Housing Stories; and f) Next Steps. Member Hornig moved, seconded by Member Brown to approve the Agenda as amended. Motion carried. IV. Approval of Meeting Minutes from May 13, 2020 Member Siekman moved, seconded by Member Brown to approve the minutes. Motion carried. V. Discussion Items a. Work Plan Updates: Key Issue 4 group met with Andy Hughes and Cecile Bedor from CommonBond Communities. The group found the meeting informative in determining gaps in their understanding of the development process and the City process. The biggest obstacles faced by developers is gaining site control that allows for a Purchase Agreement to be in place for 2-years and garnishing community support prior to funding applications. According to CommonBond staff Bloomington and St. Louis Park are more proactive in securing land with the intent to have it developed to meet specific housing goals. Woodbury has different zoning requirements for affordable housing. The Task Force discussed the tension between aspirational design criteria and what is financially feasible. Their next step will be to review the Maxfield Study and financing issues. The Key Issue 2 team has been reviewing Chapter 3 of the Comprehensive Plan; missing middle housing; and demographic information on open enrollment students. b. Review of Strategic Plan Elements: Consultant Clapp-Smith reviewed the strategic planning process and the steps needed to complete a plan. As a Task Force, the work completed thus far is limited in forming Objectives. c. Review of Work Plan and Comprehensive Plan Inventory by Topics/Work Plan Issue Area and Consideration of Upcoming Work: These two agenda items became combined in the conversation. Consultant Clapp-Smith presented a table showing how the Key Issues and Comprehensive Plan align. Consultant Clapp-Smith reiterated that Housing Strategy “Objectives” need to be more fully developed. These include types of housing, sizes, affordability and location. The Task force discussed using “Target Audience” rather than “Types of Housing.” The proponents expressed an interest in making sure that the service audience was clear, including seniors, people with disabilities, large families, and others. However, concern was expressed that there needs to be a focus on the bricks and mortar to avoid the perception of discrimination. For example “family” is a term that can be considered loaded in that household types have many configurations. The goals to address the needs of many different household needs can be address through the use of “Types of Housing.” Discussion ensued regarding the terms “Affordability” and “Attainable,” with the latter being more comprehensive regardless of income. Consultant Clapp-Smith suggested that Task Force Members spend time during the next two weeks reviewing the t Consultant able and seeing if there is an area they want to focus on as individuals. The area may fall outside the Key Issue group they initially joined. d. Housing Stories: Although an Objective is to define needed “Housing Types” rather than “Target Audience” The Task Force members discussed the concept of adding vignettes of people living in various types of housing in Edina to bring the human aspect to the brick and mortar. e. HOUSING QUALITY & DESIGN: Continue to support high quality design of residences and residential neighborhoods in a way that furthers sustainability, character, and livability, and maintains long term investment. 4.
