Call to Order The meeting was called to order at approximately 7:04 AM. II. Roll Call Present: Co-Chairs Hornig and Hunt, Members Brown, Burke, Kitui, Koon, and Siekman; Staff Liaison Hawkinson and Staff Karim; Consultant Clapp-Smith III. Approval of Meeting Agenda Member Brown moved to approve an amended Agenda to include: A discussion regarding adding information about COVID and racial tension following the George Floyd murder as context for the report, and revisiting the schedule. Member Burke seconded. Motion carried. IV. Approval of Meeting Minutes from October 14, 2020 Member Koon moved, seconded by Member Brown to approve the minutes as presented. Motion carried. V. Discussion Items 1. Schedule: Concern was expressed as to whether the Task Force is prepared to finalize the report prior to the scheduled presentation to the Human Right and Relations and Planning Commissions on November 17. Staff Hawkinson explained that those are hard deadlines as the final report must be presented to the HRA on December 10 and the City Council on December 15 – the last meeting of this year. The reason being is it was this Council that formed the Task Force, so it needs to be this Council that receives the report. There will be a new City Council in January. 2. Additional Contextual Information: Member Koon suggested that COVID and the fall-out and racial tensions following the George Floyd murder be added as context for this report. When the Task Force started and the Maxfield report was completed, COVID had not yet hit. There may be ramifications in the housing market that are not yet known. With regards to the protests following the murder, there are many scholars and others who believe there is a direct correlation between limited access to safe and healthy neighborhoods and schools and racial disparities. These two items may get worked into the introduction. 3. Report Content: There continues to be lively discussion on the information and presentation of the report content. The primary theme was that the Task Force has no intent of dramatically changing the nature of Edina with the predominance of single family housing neighborhoods. VI. Adjournment The meeting concluded at approximately 9:05 AM.
