Housing Strategy Task Force
City of Edina, Minnesota
VIRTUAL MEETING
The Housing Strategy Task Force meeting will be held using Webex software and
recorded. The meeting will be streamed live on the City’s YouTube channel,
YouTube.com/EdinaTV. The recording will be available on the City's website the
next day. The public also can call 415-655-0001, Access code 133 997 5561 to listen
into the meeting via phone. There is no community comment at the meeting.

October 28
I. Call to Order
The meeting was called to order at approximately 7:04 AM.
II. Roll Call
Present: Co-Chairs Hornig and Hunt, Members Brown, Burke, Kitui, Koon, and Siekman;
Staff Liaison Hawkinson and Consultant Clapp-Smith
III. Approval of Meeting Agenda
Member Hunt moved, seconded by Member Brown to approve the Agenda as presented.
Motion carried.
IV. Approval of Meeting Minutes from October 21, 2020
Member Koon moved, seconded by Member Kitui to approve the minutes as presented.
Motion carried.
V. Discussion Items
The Task Force engaged in a lively discussion regarding the distinction of the Met Council’s
affordable Housing “goal” versus “need” and why that number changed over time. Co-Chair
Hornig volunteered to address this issue in the report including a general discussion of how
this goal could be met.
Considering the quickly approaching deadline, the Task Force agreed to meet the following
morning.

The meeting was called to order at approximately 7:03 AM.
I. Roll Call
Present: Co-Chairs Hornig and Hunt, Members Brown, Burke, Kitui, Koon, and Siekman;
Staff Liaison Hawkinson and Consultant Clapp-Smith
II. Approval of Meeting Agenda
Co-Chair Hunt presented a verbal agenda to review and approve the Executive Summary.
Member Kitui moved, seconded by Member Koon to accept the Agenda as presented.
III. Discussion Items
The Task Force review the Executive Summary as amended by Co-Chairs Hunt and Hornig,
with supplemental edits by Members Koon and Brown. Members Siekman and Burke’s edits
were not submitted to staff and not reflected in the draft. Co-Chair Hunt said he would
incorporated their changes and recirculated.
Through the “Fist to Five” process the prosed language regarding MUSA and its effects on
housing process will not be included in the Executive Summary. Instead as a compromise it
will be included in the body of the report.
IV. Adjournment
The meeting concluded at approximately 8:00 AM, although some members unofficially
continued the conversation until 9:00.
