Energy & Environment Commission Meeting Minutes
December 11, 2025, 7:00 PM

1. Call to Order
Chair Lukens called the meeting to order at 7:02 p.m. then shared the procedure for community comment.
2. Roll Call
Answering roll call were Chair Lukens; Commissioners LaCasse, Martinez-Salgado, Tessman, and Schima; and
student commissioner Lassig.
Student commissioner Tyshow arrived at 7:06 p.m. Vice-Chair Haugen arrived at 7:22 p.m.
Absent was Commissioner Bartholomew.
3. Approval of Meeting Agenda
Tessman made a motion, seconded by Martinez-Salgado, to Approve Meeting Agenda. Motion carried.
4. Approval of Meeting Minutes
4.1. Approval of Meeting Minutes, October 9, 2025
Martinez-Salgado made a motion, seconded by LaCasse, to Approve Meeting Minutes. Motion carried.
5. Special Recognitions and Presentations
5.1. Transportation Commission Presentation
Chris Brown, Transportation Commission Vice-Chair, presented the commission's report related to bike and
pedestrian infrastructure. EEC will draft an Advisory Communication in support of the Transportation
Commission's recommendation to Council.
5.2. Artificial Intelligence (AI) and Sustainability
Sustainability Manager Bayer and Sustainability Specialist Gabb presented on artificial intelligence (AI) and
associated environmental impacts.
6. Community Comment
No community comment was received.
7. Reports/Recommendations
7.1. Work Plan Item #1: Climate Action Plan Prioritization
EEC discussed the Advisory Communication, making one addition to the "background" section of the
document. Haugen motioned, seconded by Lukens, to Approve the Advisory Communication. Motion
carried.
7.2. Work Plan Item #5: Extreme Heat
EEC provided comments on the staff report. EEC has the option of drafting an Advisory Communication on
this topic at a later date.

9.1. Introduction of GreenCorps Members
Staff liaison Bayer introduced Edian's GreenCorps Members, Gabriella Rossow and Meaghan Hager-
Garman.
9.2. Meetings By Interactive Technology Policy
Staff liaison Bayer reminded EEC of the policy, which is effective January 2026.
10. Adjournment
Tessman made a motion, seconded by Martinez-Salgado, to Adjourn. Motion carried. Meeting adjourned at 8:36
p.m.
