1. Call to Order
Chair Wright called the meeting to order at 6:00 p.m.
2. Roll Call
Answering roll call: Commissioners Bildsten, Bruhschwein, Lukens, Rosen, Vandelist, Wright
Late: Commissioners Davidson, Olson
Absent: Commissioners Lewis, Bracken, Lassig
Staff present: Transportation Planner Andrew Scipioni
3. Approval of Meeting Agenda
Motion was made by Commissioner Bildsten and seconded by Commissioner Bruhschwein to approve
the agenda. All voted aye. Motion carried.
Commissioner Olson arrived at 6:02.
4. Approval of Meeting Minutes
Motion was made by Commissioner Bildsten and seconded by Commissioner Vandelist to approve the
March 28, 2025 meeting minutes. All voted aye. Motion carried.
5. Community Comment
Lisa Smith testified about the City’s six-hour parking ordinance, arguing that it is being weaponized against
people who need to park for longer periods of time for work. Smith stated that it is a waste of police
resources to enforce the ordinance and suggested that the City change it.
Bill Egan, 5237 Wooddale Ave, testified about the Wooddale Ave bike lane project. Egan opposed removal of
on-street parking, stating that it would create a burden for residents, St. Stephens Church and the Edina
Country Club.
Randy Howe, 5213 Wooddale Ave, testified about the Wooddale Ave bike lane project. Howe opposed
removal of on-street parking, noting that many driveways on Wooddale Ave are narrow and cannot
accommodate many vehicles.
Darrell Krieger, 5241 Wooddale Ave, testified about the Wooddale Ave bike lane project. Krieger opposed
removal of on-street parking, noting that cars have not been a problem for them as a cyclist. Krieger noted
that on-street parking is used by 4th of July parade attendees every year and construction vehicles.
Commissioner Davidson arrived at 6:21.

6. Special Presentations
6.1. Draft Safe and Equitable Mobility Action Plan
Liaison Scipioni and Tim Burkhardt from Alliant Engineering presented the draft Safe and Equitable
Mobility Action Plan for review and comment.
7. Reports/Recommendations
7.1. Traffic Safety Report of March 24, 2026
The Commission reviewed and commented on the recommendations of the Traffic Safety Committee.
7.2. 2026/2027 Work Plan Updates
1. Safe and Equitable Mobility Action Plan Participation – Commission reviewed draft plan.
2. Traffic Safety Standards – No update.
3. Innovative Traffic Calming Solutions – Gathering a library of ideas from other cities around the
world.
8. Staff Comments – Received.
8.1. 2026 Meeting Dates
The Commission’s next regular meeting is Thursday, May 28 at 6pm at Edina City Hall.
9. Chair and Member Comments – Received.
10. Adjournment
Motion was made by Commissioner Rosen and seconded by Commissioner Davidson to adjourn the
April 16, 2026 regular meeting at 8:05p.m. All voted aye. Motion carried.
