Information/Background: See attached staff report. Commission comments will be included in the staff report presented to City Council in July. Staff Presentation Page 3 of 33 City of Edina • 4801 W. 50th St. • Edina, MN 55424 Information / Background: The Engineering Department received 208 traffic safety requests in 2025. Requests are received by phone, mail, email and through the City’s website. 238 requests were reviewed and completed in 2025, an increase of 91 requests from 2024; this includes 94 requests received before 2025. Each request may require data collection and analysis by the Traffic Safety Coordinator prior to review by the Traffic Safety Committee. Requests are assigned to one of five categories; Traffic Calming, Parking and Signage, Intersection Control, Pedestrian Safety or Other (see Figure 1). Figure 1. Traffic Safety Requests Reviewed in 2025 After requests are reviewed by the Committee, they are categorized as A (recommended action), B (recommended denial/no change) or C (recommend further study) items in traffic safety reports. Many requests are handled solely by the Traffic Safety Coordinator; these are generally requests for increased police enforcement or for matters governed by existing City policies (crosswalks, signage, traffic signals, etc.). These are categorized as D items. Table 1 shows the full breakdown of requests reviewed in 2025. Parking and Signage received the highest number of approvals (11), followed by Pedestrian Safety (6), Other (5) and Traffic Calming (4). Figure 2 shows the 2025 traffic safety requests by month received. Requests were highest in June and September, due to shifting traffic patterns at the end and beginning of school year and detouring concerns with France Avenue closures from Metro Transit E Line construction. Figure 3 shows the number of requests received by month, which illustrates most requests are received in the spring and summer months and taper off as winter approaches. Figure 3. Table 2 shows the number of requests received from each quadrant of the City and the most requested category. The Commission also reviews and comments on plans to enhance non-motorized and mass transit opportunities in the city. In addition, the Commission evaluates methods for traffic calming and other speed and volume mitigation measures and recommends their implementation when appropriate. Recognizing Edina's cold, snowy environment, the research will specifically explore seasonal adaptations for traffic calming, drawing inspiration from cities like Helsinki, Finland. This includes examining approaches such as temporary summer street transformations to prioritize active transportation, and winter-specific strategies like tailored snow removal practices that inherently encourage slower speeds or dedicated winter cycling infrastructure maintenance. The goal is to identify measures that effectively improve safety for all road users (pedestrians, bicyclists, motorists), reduce cut- through traffic in residential areas, and contribute to Edina's "Living Streets" principles and greenhouse gas reduction goals. The Commission will then propose potential pilot projects for specific areas within Edina, focusing on high-risk locations or areas with documented safety concerns, considering both warm and cold weather applications.
