City Hosts Monthly Online Discussion
The City’s next discussion is now ready to take
feedback on www.SpeakUpEdina.org. The
discussion, which focuses on residential bee
keeping, is available until April 30.
In the discussion, the City will ask whether
or not residents support bee keeping. In
addition, the City may ask where on a property
residents think hives should be kept, whether
or not permitting should be required, how
to handle complaints and how to address
potential health hazards, such as bee-related
allergies.
In March, the City gathered feedback on
organized garbage hauling. Questions posed
ranged from whether or not individuals
support organized garbage hauling, what
concerns residents would have if such a system
were adopted, what the benefi ts are, and how
much residents think is a fair cost. Feedback
from the March discussion will be presented to
the City Council later in April.

Edina’s New City Building Offi cial
is Ready for the Challenge
David Fisher started this month as the
new Chief Building Offi cial for the City of
Edina. He comes to Edina after working in
several cities around the metro, including
Brooklyn Park, Champlin, Brooklyn
Center and Maplewood. Even after a
career of working in such varied cities,
Fisher isn’t expecting his new role to be
a walk in the park.
“It’s the bigger homes that are very unique. I look forward
to the challenge … big homes on not-so-big lots,” said
Fisher.
City Manager Scott Neal agrees that Edina could offer
new challenges, but is more than confi dent that Fisher is
the man for the job.
“Being the Chief Building Offi cial in Edina is a challenging job
for a lot of reasons,” said Neal. “There is a lot of development
going on. Most development here is coordinated
professionally with architects and that brings some
complexity. One of the things we really liked about Dave is
that he’s not just a code enforcer. He’s a problem solver.”
Fisher received associate degrees from Anoka Ramsey
Community College and North Hennepin Community
College in Building Inspection Technology. He later
went on to pursue a four-year organizational behavior and
communications degree from Concordia University. He
quickly climbed the ranks and has served as Building Offi cial
for a total of 26 years in Brooklyn Center and Maplewood.
Fisher’s leadership in the industry has been noted by the
awards he’s received and the positions he’s held. He was
appointed by the governor to serve as a public member
on the Minnesota Board of Architecture, Engineering,
Land Surveying, Landscape Architecture, Geoscience
and Interior Design. In addition, he and the Maplewood
Building Department were given an award by the
Association of Minnesota Building Offi cials (AMBO) for
their dedication to code development and education of
building inspectors.
“Dave has been heavily involved in nearly every facet
of promoting building safety, including serving as chair
of AMBO and now chairing its Code Development
Committee,” said Doug Determan, Chair of AMBO.
“Through his commitment to this industry, Dave has
helped to foster a culture of active and engaged code
professionals amongst his peers. We’re excited to see him
in this next chapter at the City of Edina.”
The City of Edina Building Inspections Division of the
Fire-Rescue & Inspections Department manages a heavy
workload. In 2013, the division completed more than
18,400 inspections and was responsible for nearly $3.512
million in revenue. As Chief Building Offi cial, Fisher will
manage a staff of eight inspectors and two staff, work with
design professionals, oversee commercial planning and
inspections and meet with local businesses.
“It’s a win-win for me, for both [myself and the City
of Edina],” said Fisher. “I can bring some new ideas
and give a positive infl uence to the department and
for the future.”

Police ‘Focus In’ on Failure to Display
Headlights During April
As a part of the 2014 “Focus In”
campaign, Edina patrol offi cers will
focus police efforts on failure to display
headlights during the month of April.
“April marks the beginning of spring
rain and road spray that often masks
vehicles,” said Sgt. Scott Kuyper, who oversees the “Focus
In” campaign. “State law requires all vehicles to display their
headlights anytime visibility is impaired by weather, smoke,
fog or other conditions that may render people or vehicles
indiscernible on the roads.”
Education will include a warning to those who violate the
statutes or codes. In extenuating circumstances, a citation
may be issued. Last April, 68 verbal or written warnings were
given out for failure to display headlights.
Each month, patrol offi cers will focus police efforts on a
specifi c statutory violation in order to educate the public
and gain compliance. The violations the Police Department
will “Focus In” on this year have seasonal relevance, affect
the quality of life in Edina or pose safety risks to residents.
This year, Police have already focused on obstructed vision,
failure to signal and unsafe equipment. For the following
months, police will “Focus In” on bike safety, use of phone/
texting while driving, curfew violations, pedestrian safety,
child and seatbelt safety, distracted driving, speed in school
zones, night and snow parking, and the “move over” law.
All statutes will be enforced year-round, but additional
attention is paid to the focus of the month.

FAA Will Not Implement RNAV Departure
Routes At MSP At This Time
The City of Edina is celebrating a February decision by the
Federal Aviation Administration (FAA) to not implement
Area Navigation (RNAV) departure routes at Minneapolis-St.
Paul International Airport (MSP) at this time, but recognizes
there is still work to be done in addressing aviation noise.
The Metropolitan Airports Commission (MAC) received a
letter in late February from the FAA indicating that they will
not, at this time, implement certain departure routes at MSP
that were of concern to many Edina residents.
RNAV technology is being implemented across the
country, enabling aircraft to consistently fl y specifi c routes,
enhancing safety and effi ciency while reducing fuel burn
and emissions. RNAV is a key part of the federal NextGen
program for addressing congestion and improving safety
and effi ciency in the national airspace.
In September 2012, the FAA proposed a plan to implement
RNAV procedures on all runways at MSP. MAC board
members heard from many area residents concerned about
potential noise impacts under the proposed departure
routes. Based on those concerns, the board voted to
support only partial implementation of the FAA plan,
withholding support for RNAV departures off runways 30L
and 30R, over the heavily populated areas north and west of
MSP, such as Edina.
The letter received by the MAC indicates the FAA is
concerned that implementing RNAV departures on some
runways and not others could create “unacceptable
safety risks.” Therefore, the FAA will not implement RNAV
departures from any runways at MSP right now.
The FAA will, however, move forward with the approved
RNAV arrival procedures on a timeline still to be
determined. Currently, arriving aircraft perform a stepped
descent, reducing altitude and plateauing a number of
times before landing. Under RNAV arrival procedures,
aircraft remain at a higher altitude longer and, once they
begin descending, continue to do so with the engines in
an idle confi guration until landing. Staying higher longer
with the engines at an idle setting reduces noise impacts
and emissions. Arriving aircraft have to line up with runway
headings whether or not they use RNAV, so fl ight paths will
not change under an RNAV approach process.
The FAA letter provides no timeline for revisiting the issue
of RNAV departures at MSP.
MAC has recommended to the FAA that any future effort
by the FAA to implement RNAV departures at MSP involve
a robust FAA outreach program to affected communities,
early coordination with community leaders, investment of
adequate resources to address local expectations, and
authorization for local air traffi c control representatives to
lead resource allocation and community outreach efforts.
MAC’s Noise Oversight Commission (NOC) supports the
FAA actions, but has requested that its parent body support
additional provisions and communicate those to the FAA.
The City of Edina approved a resolution supporting NOC’s
provisions, which include:
• The FAA RNAV Standard Terminal Automation
Replacement (STAR) procedures should incorporate
Optimized Profi le Descents for all runways at MSP.
• Prior to the commencement of any future RNAV
Standard Instrument Departure (SID) design and
implementation efforts at MSP, the FAA must present
to the NOC and the MAC a case study of the successful
implementation of RNAV at an airport with similar
challenges to those existing at MSP, which includes
the airport’s location adjacent to densely populated
residential areas. The case study should detail how
the FAA’s proposed design and implementation plan
for MSP builds on the proven successes at the other
similarly- situated airport.
• Any future FAA RNAV SID design and implementation
plans must, in addition to the above, be structured in a
way that incorporates the provisions communicated in [a
letter to the FAA from MAC Executive Director and CEO
Jeff Hamiel] regarding future FAA community outreach
efforts related to RNAV implementation at MSP.
• The NOC acknowledges the FAA will need adequate
time to prepare the requested case study and
community outreach plan, and as such, the FAA’s future
implementation of RNAV SID could be delayed until said
study and outreach plan are fi nalized.

Planting for Pollinators

In order to increase awareness about colony collapse
disorder (CCD), the City of Edina Energy & Envi-
ronment Commission (EEC), in partnership with the
Edina Parks & Recreation Department and the EEC’s
Local Food Task Force, will hold “Planting for Pollina-
tors” at 10 a.m. Saturday, April 19.
Elaine Evans, a Ph.D. candidate in the University of
Minnesota Bee Lab and the U’s foremost expert on
planting for pollinators, will speak about what kinds
of fl owers residents can plant to attract pollinators.
The talk will also discuss which common non-native
plants to avoid and how to design your yard to attract
native bees by providing nesting areas.
