The Council will meet at 6 p.m. Tuesday, Dec. 11, to consider the proposed Men- delssohn A Neighborhood, Normandale Neighborhood, Braemar Hills B Neighbor- hood, St. Patrick’s Lane, Gleason Circle and Lake Edina Neighborhood street reconstruction projects. A public hearing will be held on each of the projects. Council approves work at indoor park The Council approved the infill of the grotto at Edinbor- ough Park. In July, the City Council sup- ported a number of recom- mendations to make the park operate more efficient- ly. One of the recommenda- tions was to fill in the grotto to provide handicapped ac- cessibility and create more space for the public to enjoy. The Council approved exca- vation and concrete work in line with the recommenda- tion. The stairs and pond in the lower grotto will be elimi- nated and the exposed ag- gregate flooring will be ex- tended on the same level as the main lower level walk- way. A four-foot plant bed will be retained along the outer stone wall. This area will allow staff to showcase local art and offer classes and demonstrations for kids and adults. Since trees have been removed, two corner plant beds will be filled in to provide additional birthday party space and an addition- al private place for the pub- lic to sit, eat and enjoy the facility. One of the plant beds is adjacent to the con- cession stand and the other is located in the most popu- lar birthday party site on the upper level of the Park, over- looking Adventure Peak. The tree rings will be filled with exposed aggregate to match existing flooring. In a sepa- rate project, the waterfall will be renovated for a more updated look and improved water flow. Total cost of the project is $95,059. Work is expected to be complete this fall. Council grants preliminary approval for medical office building The City Council gave the green light for construction of a new medical office building on a site across from Fairview Southdale Hospital. Mount Development is pro- posing to tear down the ex- isting office buildings at 4005 W. 65th St. and 6500 France Ave. to build a new five-story, 62-foot tall, 102,478-square-foot medi- cal office and retail building with an attached four- or five-level parking ramp. That proposal was to be denied by the City Council. The developer withdrew the request prior to the City Council taking final action in order to rework the plans. The site plan and building are generally similar to the previous plan. However, the revised plan now proposes a single phase five-story building with the mechani- cal equipment to be located inside the building and on the ground along the south lot line. The overall height would not exceed the height of the mechanical equip- ment on the roof of the pre- viously proposed four-story building. The parking ramp would be attached, rather than detached as previously envisioned. Access to the site would remain from 65th Street, with a secondary right out on France. The City Council was satis- fied with preliminary plans for the project and approved a Comprehensive Plan amendment, preliminary rezoning and preliminary development plan. Mount Development is ex- pected to file applications for final rezoning and devel- opment plan approval later this fall.
