recycling, air and water
quality recommendations
The Council will soon consid-
er a number of measures
recommended by the Energy
& Environment Commission.
At a work session prior to its
regular meeting, the Council
met with members of the
commission to hear their
recommendations. Among
them are:
Add recycling bins at all
City parks and pair them
with trash cans for great-
er use.
Establish a policy stating
that only compostable
tableware will be used,
bottled water reduced
and organic composting
implemented at City facil-
ities.
Revisit the Park Mainte-
nance Department’s turf
management practices.
Replace the wood-
burning fireplaces at the
Hughes Pavilion at Cen-
tennial Lakes Park with
gas fireplaces.
Erect “no engine idling”
signs around the commu-
nity, particularly near
schools and restaurants.
Ban coal tar, marketed
as a means to protect
and beautify underlying
pavement, but can leach
into water.
The Council will discuss each
of the recommendations at
meetings this fall.
The Council also directed the
Planning Commission to
again discuss the section of
the zoning ordinance relating
to drive-throughs. Commis-
sion members believe that
drive-throughs, which lead to
greater emissions, should not
be allowed in certain zoning
districts.
Council approves West 70th
Street landscaping
The Council awarded the bid
for the West 70th Street land-
scaping project, to be in-
stalled next spring, to Cedar
Ridge Landscaping.
West 70th Street east of Min-
nesota Highway 100 is cur-
rently being reconstructed.
Residents along the roadway
weighed in on landscaping
related to the project, which
includes planting in the medi-

also includes adding infill
boulevard trees where no
boulevard or front yard trees
exist today.
Daylilies will be planted in the
boulevard area between West
Shore Drive and Wooddale
Avenue. Adjacent property
owners will be required to
maintain the daylilies after
the three-year maintenance
period.
A number of residents with
homes between Highway 100
and West Shore Drive are
also interested in receiving
planting material, which they
would plant and maintain
within the boulevard area of

agreement for City Council to
approve in order to add this
cost to their special assess-
ment, similar to the turn-
around agreements that the
City is offering to residents
along West 70th Street.
Council Members asked that
City staff consider adding the
daylilies to the area in front
of Arneson Acres Park on
West 70th Street to provide
a consistent look and feel
along the street.
The estimated cost for the
landscaping portion of the
project was $202,614.50.
Cedar Ridge Landscaping’s
bid for the project was
$115,001.
City to seek consultant for
Art Center study
The Council directed staff to
work with the Art Center
Board to draft a Request for
Proposals to study the organ-
ization, operations, finances
and building of the Art Cen-
ter.
Consultants were recently
hired for similar studies of
Braemar Golf Course and
Edinborough Park. The Na-
tional Golf Foundation was
chosen for the golf course
study and completed its
work, presenting its findings
to the Park Board and City
Council on Aug. 30. The Edin-
borough Park study is under
way.
The Art Center Board and
City Council will select a con-
sultant for the project after
