budgets and plans At a work session prior to its
regular meeting, the Council
reviewed the operating budg-
ets, capital improvement re-
quests and business plans of
Braemar Arena, Braemar Golf
Course and the Edina Art Cen-
ter.
Council Members gave manag-
ers of the facilities a handful of
ideas to consider as they re-
viewed the business plans,
which were formally received
at their regular meeting. The
new Braemar Arena Manager
was directed to begin selling
dasher board advertising in
one arena and work with the
Edina Hockey Association to
transition operation of the
concessions stand back to the
City. The Golf Course Manager
was directed to continue work-
ing on plans for capital im-
provements, including recon-
figuration of the driving range
and construction of cart paths.
The interim Art Center Director
was asked to reexamine pro-
gramming at the facility.
The Council is expected to
review the City’s tax levy and
General Fund budget in No-
vember and will hold a public
hearing on the final budget
Dec. 6.
Council accepts national

Council with America’s Prom-
ise Alliance’s “100 Best Com-
munities for Young People”
award.
Edina achieved national recog-
nition earlier this month as
one of America’s Promise Alli-
ance’s “100 Best Communi-
ties for Young People” for the
second year in a row for its
initiatives to help young peo-
ple, including support of Edina
A Better Chance Foundation,
Edina High School May Term
and Tri-City Health Partners.
The competition recognizes
communities across the coun-
try that focus on reducing high
school dropout rates and
providing service and support
to their youth.
Edina will receive a $2,500
grant, signage identifying the
community as one of the na-
tion’s 100 Best Communities
for Young People and access
to America’s Promise Alli-
ance’s community develop-
ment resources.
Council green lights
expansion of South View The Council approved an ex-
pansion of a local middle
school.
Edina Public Schools plan to
build a 5,600-square-foot, two-
story addition to South View
Middle School, 4725 South
View Lane. The addition will
include a new kitchen for the
cafeteria and various class-
room space. The building addi-
tion would be setback 117
feet from the front property
line along Concord Avenue, to
match the existing setback of
the school.
The Council unanimously ap-
proved a Conditional Use Per-
mit required for the project.

proved. The Council approved

The Council also approved
special assessments for
maintenance in two of Edina’s
business districts. The 50th &
France maintenance assess-
ment decreased from 78.26
cents per square foot in 2010
to 62.03 cents in 2011 due to
completion of some
streetscape improvements in
the area. Staff continues to
work with the property owners
in the area to develop a pro-
posal for a master plan for
streetscapes and parking
ramp improvements, which
might be presented to the
Council in December.
The Grandview maintenance
assessment decreased from
5.08 cents in 2010 to 3.21
cents in 2011 due to fewer
plant replacements.
