Chair Wright called the meeting to order at 6:00 p.m.

Motion was made by Commissioner Bildsten and seconded by Commissioner Bruhschwein to approve
the agenda. All voted aye. Motion carried.
Commissioner Olson arrived at 6:02.
4. Approval of Meeting Minutes
Motion was made by Commissioner Bildsten and seconded by Commissioner Vandelist to approve the
March 28, 2025 meeting minutes. All voted aye. Motion carried.
5. Community Comment
Lisa Smith testified about the City’s six-hour parking ordinance, arguing that it is being weaponized against
people who need to park for longer periods of time for work. Smith stated that it is a waste of police
resources to enforce the ordinance and suggested that the City change it.
Bill Egan, 5237 Wooddale Ave, testified about the Wooddale Ave bike lane project. Egan opposed removal of
on-street parking, stating that it would create a burden for residents, St. Stephens Church and the Edina
Country Club.
Randy Howe, 5213 Wooddale Ave, testified about the Wooddale Ave bike lane project. Howe opposed
removal of on-street parking, noting that many driveways on Wooddale Ave are narrow and cannot
accommodate many vehicles.
Darrell Krieger, 5241 Wooddale Ave, testified about the Wooddale Ave bike lane project. Krieger opposed
removal of on-street parking, noting that cars have not been a problem for them as a cyclist. Krieger noted
that on-street parking is used by 4th of July parade attendees every year and construction vehicles.

Mobility Action Plan for review and comment.

Information / Background:
The Engineering Department received 208 traffic safety requests in 2025. Requests are received by
phone, mail, email and through the City’s website. 238 requests were reviewed and completed in 2025,
an increase of 91 requests from 2024; this includes 94 requests received before 2025. Each request may
require data collection and analysis by the Traffic Safety Coordinator prior to review by the Traffic
Safety Committee. Requests are assigned to one of five categories; Traffic Calming, Parking and Signage,
Intersection Control, Pedestrian Safety or Other (see Figure 1).

After requests are reviewed by the Committee, they are categorized as A (recommended action), B
(recommended denial/no change) or C (recommend further study) items in traffic safety reports. Many
requests are handled solely by the Traffic Safety Coordinator; these are generally requests for increased
police enforcement or for matters governed by existing City policies (crosswalks, signage, traffic signals,
etc.). These are categorized as D items. Table 1 shows the full breakdown of requests reviewed in 2025.

In total, the Committee recommended action of 26 requests (A items) and denial of 23 (B items). 108
requests were handled by the Traffic Safety Coordinator (D items). Parking and Signage received the
highest number of approvals (11), followed by Pedestrian Safety (6), Other (5) and Traffic Calming (4).
Figure 2 shows the 2025 traffic safety requests by month received. Requests were highest in June and
September, due to shifting traffic patterns at the end and beginning of school year and detouring
concerns with France Avenue closures from Metro Transit E Line construction.

Figures 3 and 4 demonstrate trends from 2021 to 2025. Figure 3 shows the number of requests
received by month, which illustrates most requests are received in the spring and summer months and
taper off as winter approaches.

Figure 4 shows requests submitted by category. All categories continue their five-year trend with only
Parking & Signage decreasing.

Each request is geolocated so staff can monitor trends and track multiple requests made at the same
locations. Table 2 shows the number of requests received from each quadrant of the City and the most
requested category. Figures 5 – 8 show the locations of each traffic safety request by quadrant.

Information/Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on April 28. The Traffic Safety
Coordinator, Engineering/Public Works Director, Police Sargeant and Traffic Safety Specialist were in attendance for this
meeting.
On each of the items, persons involved have been contacted and the staff recommendation has been discussed with
them. They were informed that if they disagree with the recommendation or have additional facts to present, they can
submit correspondence to the Transportation Commission and/or to City Council prior to the May 5 meeting.
Section A: Items on which the Traffic Safety Committee recommends action
A1. Stop Sign request at W 55th St and Brookview Ave
Description Received traffic safety request and petition from
neighborhood to replace east/west Yield controls to stop
controls.

Description Resident on Pinewood is requesting parking restrictions
to prevent clinic workers from parking on Pinewood.

Miscellaneous Clinic policy restricts workers from parking in parking lot.
Workers have parked in ‘hammer-head’ exceeding 6-hour
City ordinance. Police responded for enforcement.
Staff recommends an end of road ‘9-button’ sign and parking
restriction at end of Pinewood to allow turnarounds.
Section D: Other traffic safety items handled
D1. A complaint of speeds on W 66th St between Valley View Rd and HWY 100. The portable speed display sign was
placed to raise awareness of speeds. Collected data is shared with the EPD for targeted enforcement.
D2. Complaints of driver speeds on Benton Ave near Johnson Dr. The temporary speed display sign was used to raise
driver awareness.
D3. A resident requested a speed limit sign for Eden Ave west of Arcadia Ave. A speed limit sign was installed by Public
Works.
D4. A developer at 5115 Eden Ave requested temporary three-hour parking restrictions on Arcadia Ave to allow
parking for patrons at the Hilltop restaurant. Temporary restriction signs were installed by Public Works.
D5. A complaint of pedestrian signals not working properly at Valley View Rd and Wooddale Ave. Staff reviewed the
signals and were operating properly.
D6. Complaints regarding traffic signals along Hennepin County roads. Hennepin County staff was notified and fixed the
issues.
D7. A resident was concerned with visibility of westbound drivers on Vernon Ave near Interlachen Court apartment
complex. Visibility was reviewed and no crashes were reported at the location. No action is warranted.
D8. A resident requested traffic signals on Vernon Ave at W 53rd St stating inadequate gaps to turn left onto eastbound
Vernon. Traffic signals do not meet warrants, but this was sent to Hennepin County for review.
D9. A resident requested a crosswalk at the northern corner of Grandview Square connecting to the sidewalk towards
Eden Ave. Peak crosses were 13 in one hour with 250 vehicles. Crosswalks do not meet warrants, no action.

2026-2027 Work Plan
The Commission advises the City Council on matters relating to the operation of the Cityʼs local street system.
The Commission also reviews and comments on plans to enhance non-motorized and mass transit
opportunities in the city. In addition, the Commission evaluates methods for traffic calming and other speed
and volume mitigation measures and recommends their implementation when appropriate.

Continued SEMAP Task Force Participation
The Commission will continue to appoint Commissioners to
represent the Transportation Commission's perspectives in the
Safe and Equitable Mobility Action Plan (SEMAP) working
group. This ongoing participation ensures that the Commission
provides continuous input as SEMAP progresses, merging the
Cityʼs current transportation-related plans (e.g., Safe Routes to
School, Living Streets, Pedestrian and Bicycle Master Plan) into
one streamlined action plan.

Traffic Safety Standards/Warrants Review and Playbook for
decision making and resident communication
The Commission will conduct a critical review of existing design
standards and decision-making processes (e.g. for traffic
control devices like 2-way vs. 4-way stops) to ensure they
effectively meet the lived experience needs of residents and
contribute to a safer transportation network. Emphasis on local

Innovative Traffic Calming Solutions and "Toward Zero
Deaths" Pilots Program (with Seasonal Adaptations)
Expanding on previous research into quick-build solutions, the
Commission will investigate a broader range of innovative and
context-sensitive traffic calming measures and roadway design
strategies from other municipalities, with a strong emphasis on
solutions that align with the "Toward Zero Deaths" (TZD)
initiative. Recognizing Edina's cold, snowy environment, the
research will specifically explore seasonal adaptations for traffic
calming, drawing inspiration from cities like Helsinki, Finland.
This includes examining approaches such as temporary
summer street transformations to prioritize active
transportation, and winter-specific strategies like tailored snow
removal practices that inherently encourage slower speeds or
dedicated winter cycling infrastructure maintenance. The goal
is to identify measures that effectively improve safety for all
road users (pedestrians, bicyclists, motorists), reduce cut-
through traffic in residential areas, and contribute to Edina's
"Living Streets" principles and greenhouse gas reduction goals.
The Commission will then propose potential pilot projects for
specific areas within Edina, focusing on high-risk locations or
areas with documented safety concerns, considering both
warm and cold weather applications.
