The City’s goal is to provide residents with water that surpasses both state and federal requirements for safety and quality. This year’s report shows Edina water surpasses regulatory standards on all counts. Morningside Neighborhood residents who receive their water from the City of Minneapolis will find information detailing the quality of Minneapolis’ water in the report, too. Read the detailed report at EdinaMN.gov/WaterReport. 2 Citywide Water Meter Replacement Program Continues The City is replacing water meters in phases over several years. Each year, a different group of meters is scheduled for replacement. Installations began earlier this year and are expected to continue through 2029. There is no separate charge for the new meter. The cost is covered by the City’s Utility Fund, so it will not appear on your bill. Meters that have been replaced in the last five years are not included in the replacement plan. This year, about 5,000 properties are included. If your property is part of this year’s group, you will receive a letter from the City with instructions to schedule your appointment. Notifications will be mailed on a rolling basis throughout the year. Learn more at EdinaMN.gov/MeterReplacement. What to Expect Watch Your Mail You will receive a letter from the City when it’s your property’s turn for meter replacement. Schedule Your Appointment Use the instructions in the letter to schedule your appointment. Verified scheduling and contact information is posted at EdinaMN.gov/MeterReplacement. Please do not attempt to schedule unless you have received a letter asking you to do so. Prepare for Installation Confirm that your water shutoff valves on your incoming water service are working properly and can be fully shut off. The technician will need access to the water meter inside your home or business, so please make sure the area around the meter is clear and accessible. 3. 4. 1. 2. Get the Meter Replaced During the appointment, a technician will replace your water meter and install an externally mounted antenna as part of this upgrade. An adult 18 years or older must be present for the entire appointment. Most installations take about one hour, and your water will be shut off briefly during that time. Who Is Doing the Work The City has contracted with Ferguson Waterworks and RMR Services. Technicians performing installations will: Wear uniforms and arrive in marked vehicles Have completed background checks Be employees of RMR Services Wear City-issued vendor ID badges 2 3 How do I apply for a block party? Go to EdinaMN.gov/BlockParty for the application. It must be submitted at least five business days before your event. Block parties are allowed on low-volume residential streets, dead-end streets or cul-de-sacs. An entire block must be blocked off; partially blocking a street (such as in front of a few houses) is not allowed. This is to avoid traffic issues on the street being blocked. Block parties are allowed only twice per calendar year per block, not counting Night to Unite events. Streets may not be barricaded for longer than six hours or past 10 p.m. There is no fee for a block party. There is a pothole on my street. When will it be fixed? Potholes are repaired during the summer blacktop season. Service requests submitted by residents on the Edina311 app or via EdinaMN.gov/Edina311 help us identify areas in need of a repair. If you notice a pothole, please report it on the app, online or call Public Works at 952-826-0376. Frequently Asked Questions I need a dumpster on my property. What are my options? There are two options for placement: 1. Place on private property (driveway or yard). With this option, you can leave the items 24 hours a day until the project is done. 2. Place in a designated “Street Parking” lane. This is allowed for a maximum of 12 daytime hours before it needs to be removed. No exceptions. Refuse containers placed illegally will be ticketed and removed at the owner’s expense. You may not block a lane of traffic, bike lane or bus lane, and there is no permit allowing you to do so. If you live in an area with a homeowner’s association, you should check their rules as well. For more information, contact the Planning Division at 952-826-0369. There’s a tree or tree limb in contact with a power line. Who do I call to handle that? The City does not clear trees from power lines. Contact Xcel Energy for safe removal. Visit XcelEnergy.com/trees for information about tree pruning and other vegetation management. After a storm, who picks up the tree branches and other debris in my yard? The City does not pick up and does not have room to accept tree branches or yard waste. If you have yard waste service, place the branches and other vegetation in your bin. Or contact a contractor or your garbage hauler about removal. Do not put yard waste or storm debris in your organics bin. In winter, if a plow hits and damages my mailbox, who is responsible for fixing it? If you believe your mailbox was damaged during snow removal, report the damage at EdinaMN.gov/MailboxRepair. Public Works will review the information submitted. If the City determines the mailbox was directly struck by City snowplow equipment, the City may either replace the mailbox with a standard- size, non-decorative metal mailbox and replace the support post, if necessary, or reimburse the cost of repair parts up to $100 with a submitted receipt. Originally built in the early 1960s, the existing bridge must be replaced because of its age, condition and accessibility limitations. The replacement bridge will include access ramps on both sides of the highway to improve access for people walking, biking and rolling to and from Rosland Park. It will also be built with greater clearance above the highway to help prevent vehicle strikes like those that occurred in 2022. The approximately $8 million project is expected to be completed in summer 2027. Once construction begins, the current pedestrian bridge will close for the duration of the project. Rosland Park amenities, including the Edina Aquatic Center, will operate as normal during construction. Traffic impacts to Highway 62 are expected to be minimal, though a few overnight closures and occasional lane closures may occur during construction. Then, he realized the problem wasn’t as simple. “A lot of the oaks I first noticed are 100-plus-year-old trees that should need no watering, no monitoring and no outside help,” he said. “That’s what started to pique my interest.” When he noticed a characteristic pattern of branch tips dying first, he realized he was dealing with a pest that already had a storied history: the two-lined chestnut borer. The two-lined chestnut borer was responsible for the death of millions of chestnut trees in the late 19th and early 20th centuries. Overholt had never seen an infestation of the bug before, since its host is all but wiped out in this part of the country. Now, the insect has adapted to attack a whole new type of tree. Two-lined chestnut borers are drawn to trees in distress. The two-year drought from the summers of 2021 and 2023 weakened Edina’s oak trees enough for the borers to enter a tree from the top branches, where the bark is the thinnest. From there, they infest the “circulatory system” of the tree, or the routes water takes moving through the tree. So far, Overholt is treating over 100 infected trees at Rosland Park with an injection that kills the insects and saves the tree. As more trees on City property are found to have the disease, they will also receive this injection treatment. Two- lined chestnut borers have spread widely across the metro area to trees on both public and private property, and all of the thousands of oaks in Edina are susceptible. How can you tell if your oak is suffering from two-lined chestnut borers and not the commonly found oak wilt? First, check what kind of oak tree you have. Oak wilt primarily affects red oaks, so dead leaves on that variety can more commonly be attributed to oak wilt. If you have a white oak that looks sick, the chance of two-lined chestnut borers is higher. Then, check the leaves. Oak wilt causes “green islands” on leaves, where the edges of the leaves wilt but the center closest to the stem remains green. Trees suffering from two-lined chestnut borer will have completely dead leaves or branches, especially at the top of the tree, a condition known as dieback. Spring is a good time to keep an eye out for these dead leaves since healthy trees should be developing lots of leaves during this time. If you think your tree has two-lined chestnut borer, call an arborist to talk through treatment options to make sure your oak stays strong and sturdy. If you catch the disease early enough, the tree can be treated with the same injection method the City is using. If left untreated, the tree worsens and eventually dies. You can also take action to help lessen the risk of two-lined chestnut borers infecting your tree. For instance, avoid tree trimming during critical times of the year. Trimming creates “wounds,” or open spots in the bark that leave the tree vulnerable. “The bugs are attracted to open wounds. When you trim your tree, that’s an open wound,” explained Overholt. “That’s how they get in there. Don’t prune your oaks in April, May, June—all summer, if you can avoid it. Vehicles on roads interfere with plowing, which slows road clearing and can lead to delays for emergency vehicles if they must take another route. This number can vary from year to year depending on the amount of snowfall during the winter season. What is the fine for this offense? The fine for each of the violations of the parking ordinances is $30. If a vehicle is towed, there are significantly more fees for the towing, storage and retrieval. How early before a snowstorm should I move my vehicle? If you don’t want your vehicle possibly sprayed with anti-icing solutions, it’s best to move it off streets anytime a snowstorm is forecast. Public Works treats streets before snowstorms, when possible, to make snow removal faster and easier. The spray can inadvertently drift to vehicles parked on the street. Why can’t trash and recycling cans be on the street or sidewalk, especially in summer? Blocking a sidewalk, even partially, can prevent or impede those who walk with a cane, walker, use a wheelchair or other mobility device. It violates the law. As for streets, trash or recycling cans interfere with street sweepers in the warmer months. In winter, they can be hard for plow drivers to see and can get clipped by the plow wing, Goergen said. That tends to scatter them – and all their contents – all over the road. The resident is responsible for picking up the trash or recycling that gets spread and replacing the can if needed with their hauler.
