CALL TO ORDER Chair Hovland called the meeting to order at 7:31 a.m. then explained the processes created for public comment. II. ROLLCALL Answering rollcall were Chair Hovland, Commissioners Agnew, Jackson, and Risser. Absent: Commissioner Pierce. III. PLEDGE OF ALLEGIANCE IV. MEETING AGENDA APPROVED — AS PRESENTED Motion by Commissioner Jackson, seconded by Commissioner Agnew, approving the meeting agenda as presented. Ayes: Agnew, Jackson, Risser, and Hovland. Motion carried. V. COMMUNITY COMMENT No one appeared. V.A. EXECUTIVE DIRECTOR'S RESPONSE TO COMMUNITY COMMENTS Executive Director Neal responded that there were no past Community Comments. VI. ADOPTION OF CONSENT AGENDA AS PRESENTED Motion by Commissioner Jackson, seconded by Commissioner Agnew, approving the consent agenda as presented: VI.A. Draft Minutes of Regular Meeting of February 19, 2026 Vi.B. Edina Housing Foundation Appointments Ayes: Agnew, Jackson, Risser, and Hovland Motion carried. VII. REPORTS AND RECOMMENDATIONS VII.A. AMEND VEAP GRANT AGREEMENT FOR EMERGENCY RENTAL ASSISTANCE — APPROVED Affordable Housing Development Manager Hawkinson read a statement in full regarding the need for emergency rental assistance due to the impact Operation Metro Surge on residents in Edina. Manager Hawkinson noted that staff recommends funding $300,000 for emergency rental assistance and approving all necessary agreements and related documents to implement and administer the program using the 2026 LANA funds. The Board asked questions regarding the funding level, the rental assistant fund level, and the use of Fire Station #2. Kari Thompson, VEAP, stated that they have secured 600 volunteers from this community who have come together to help their neighbors. Mrs. Thompson noted that they have helped 61 households so far, and they have about $8,000 left to help with rental assistance.
