Manager position
At a work session prior to its regu-
lar meeting, the Edina City Council
named Dean R. Lotter and Scott
H. Neal finalists for the position of
City Manager and invited them to
interviews.
Twenty-nine people applied for the
position of City Manager, previ-
ously held by Gordon Hughes, who
retired July 30 after 36 years of
service to the community. The
Council hired PDI Ninth House to
lead the search and interview
process. Six semi-finalists were
interviewed by panels of City staff
and community members. Four of
them were interviewed by a panel
of area city managers and admin-
istrators. At its meeting Aug. 3, the
Council recommended that the
four of them continue on in the
process and complete testing
conducted by PDI. Since that time,
two applicants voluntarily withdrew
from the process.
At the work session, the Council
reviewed the testing report from
PDI and agreed to name the two
remaining candidates finalists.
Lotter is currently the City Manager
of New Brighton, a position he has
held since 2007. Prior to that time,
Lotter served as City Administrator
of the Minnesota cities of Minnet-
rista, Janesville and Sherburn. He
completed his bachelor’s degree
from the University of Wisconsin --
Stevens Point and his master’s
degree in urban studies from Man-
kato State University.
Neal has served as City Manager
of Eden Prairie since 2002. He
was previously the City Administra-
tor of Northfield. He also has held
the positions of City Administrator
for the communities of Mt. Pleas-
ant, Iowa, and Norris, Tenn. Neal
received his bachelor’s and mas-
ter’s degrees in public administra-
tion from Iowa State University.
Council to consider change to
liquor law
The Council agreed to consider
issuing additional non-profit organi-
zations temporary on-sale intoxi-
cating liquor licenses.
The Church of St. Patrick re-
quested that the Council amend
the City’s liquor code to allow the
church to sell liquor at its annual
fundraiser. Under the current law,
only the Edina Chamber of Com-
merce, 50th & France Business &
Professional Association, Edina
Community Foundation and the
City may obtain temporary on-sale
intoxicating liquor licenses.
Council members indicated their
general support for such a change
and directed staff to prepare more
information on the issue for review
at its Sept. 7 meeting. If the Council
continues to be interested in mak-
ing an amendment, a public hear-
ing will be held later in the month.
‘Time Piece,’ ‘Minnesota Eco
Turtle’ donated to City
The Council accepted donations of
public art for permanent place-
ment on the Edina Promenade.
Dee Kennedy donated money for
the purchase of “Time Piece,” a
steel, aluminum, cedar and rock
sculpture by St. Paul’s Dean
Holzman. Members of the Public
Art Committee donated money for
the purchase of “Minnesota Eco

The Public Art Committee’s goal is
to designate as many as half of
the 10 Edina Promenade plazas
for permanent sculpture, with the
remaining plazas to display rotat-
ing pieces on loan annually.
Council supports ‘Taste of
Creativity’
The Council approved the Edina
Art Center’s plans for “Taste of
Creativity,” a fundraiser planned
for 4 to 7:30 p.m. Nov. 4.
The event will feature a silent auc-
tion, artists’ demonstrations, gift
sales, hors d’oeuvres and live
music.
Proceeds from Taste of Creativity
will benefit the Art Center, Fairview
Auxiliary and the Edina Public Art
Committee, which share a mis-
sion to enhance individual and
community development through
arts and healthcare. The Edina Art
Center has long been involved in
promoting arts in healthcare, mak-
ing a commitment to positive
distractions and transformative
healing experiences though art
enrichment outreach programs.
The Art Center is an active mem-
ber of the Midwest Arts in Health-
care Network.
The Taste of Creativity will be held
at the Edina Art Center. Tickets go
on sale at 9 a.m. Sept. 1 at the
Edina Art Center and online.
