Mangan Company in con- nection with sewer and water service at my residence 4518 Browndale Avenue. 1,Vhen I built my house I installed both sewer and water pipes . to connect with city mains at the curb. lvIy connections were ample size, copper for the i�rater! and cast iron with cemented joints for the sewer. Recently I have had trouble with both because of inadequate water pressure and stoppage of the sewer. I hired Mr. Albert Schultz (R. J. Mangan Company) to inves- tigate the situation and take necessary steps to correct my trouble. It was foundthat all of the trouble was from my curb connection with the main on.the sewer and from my connection with the city main all the way to the large main on Browndale for the water. My neighbor, Mr. William Steinke, 1520 Browndale, had been- having the same trouble and upon learning - that the -fault lay with the city installation from the Browndale Avenue main, we took the advice of Mr. Schultz an d proceeded to replace it.so- that both1kr. Steinke and myself would have suitable water . pipe connec- tions with the city main. I attach a copy of letter written by Mr. Schultz to Mr. Steinke under date of December 14, explaining the worn -out condition of the water line and the necessity for replacement. We felt that with the street already torn up and the work partially completed, it would be wise to do a one hundred per cent Job on these water connections, and then present the matter to you gentlemen knowing that you -would understand our situation and do the f air thing with us about sharing the cost. I am perfectly satisfied to stand the entire cost of replacing the cityts roo.t - choked soil pipe sewer connec- tion. As'for the city water connection, I feel that it is the duty of the Village to provide adequate connections for this service and that my water rents justly entitle me to.this type of connection.- On the other hand, I felt that lit was so important to me to have the right kind of service connections that I could not afford to delay and await the village's action in this matter particularly after we had made a start with the excavation and the connections. In discussions with TJr. Schultz and IL'Ir. Steinke we have come to- the conclu- sion that a fair disposition of this matter would be to have the Village bear one third of the cost of replacing this worn -out water main.. This is for the street work only and is in noway private work on my property. It could be argued that the Village was liable for the entire main and should Edina Village Council — 2 — 1/12/50 bear the cost of replacement. �On the other hand,. the Village could take the positiori.that there was still some use in the old pipes, and we were not entitled to replacement until depletion was completed. It is my hope thatyouu,will. see a fair adjustment somewhere between these two positions, and I would like to suggest that the Village bear one third-of my cost on the replacement of the street main from Browndale to my residence. Mangan Company covering the installation of a new copper water line from the main at the South East corner of Browndale Avenue to my home at 4520 Browndale Avenue, which, as you know, is on the so- called stub end of Bridge Street. This bill has been separated into that portion which involves the installation from a point in the middle of Bridge Street in front of my home to my house, and the cost of installation from the middle of Bridge Street in front of my house to the main on Browndale Avenue -- the amount for which you will see is $485.45. As my neighbor, Mr. John Campbell, has written you on this same subject, it is my belief that the village should bear some responsibility for the renewal of a line which became necessary because of the corroded condition of the main which runs down Bridge Street and which,. of course, made our service totally inadequate. I have a portion of the lead pipe which was taken off at the point where it came off the main which your engineer has probably seen and which will give you some idea as to the restricted service which I have been receiving. While I feel that the village has responsibility in maintaining the main from -which the service from my residence was taken, nevertheless the conditions under which the full replacement was made in conjunction with Mr. Campbell at the time the work was. done 1'eads me to believe that the village should absorb at least a fair share of the total cost involved. In discussing the matter with Mr. Campbell and taking all circumstances into consideration I believe that I am justified in asking the village to pay at least one third of the $ 485. 45 cost to which I have been subjected; and I hope that you will decide to reimburse me' accordingly. Model SC- SOT -2" Badger Heavy Duty Disc Meters Badger models SC -SOT and SC -X are designed and built for heavy duty service, and are avail- able with either gear trains operating in oil or gear trains operating in water. They are fully described and illustrated in this bulletin. The available sizes are 1%" to 6" inclusive. The cut open illustrations show the interior working parts of the assembled meters, which are identified as companion meters, inasmuch as all parts are interchangeable. Badger Ileavy Duty Disc Meters have the largest capacities size for size, with the least absorption of pressure, of meters of this type. They are especially sensitive and accurate on small streams and on all streams up to the maximum capacity. Disc and Disc Chamber The disc is of the 3 piece design made of the very best grade of vulcanized rubber. The chamber is of the 2 piece snap joint de- sign, fitting into the lower housing. Its special design permits lifting the chamber easily from the housing, regardless of years of service. Heavy Duty Gear Train The gear trains are of the heavy duty bridged design and are available for operating in oil or in water. The 3 ", 4 ", and 6" sizes are designed with a crown plate in the upper housing which pro- vides easy removal of the gear train units for inspection. The gear spindles and pinions are of the best grade of bronze, extra heavy, and will supply long years of continued service at a mini- mum of maintenance cost. THE WATER OF THE WORLD Housings Housings are generously designed, permitting a free circulation of water round the measuring chamber, reducing the possibilities of corrosion and damage by water hammer or by abnormal strain. They are made of the highest grade of bronze. Inserts Badger Disc Inserts are designed to restrict the flow at excess pressure, thereby avoiding the overloading or racing of the meter beyond its normal rated capacity, a safeguard against in- accuracy in registration. The disc inserted in the outlet spud of the meter housing prolongs the life of the meter and assures efficient service. The two disc inserts supplied with the meter make it possible to correct the pressures at 75 lbs. and 100 lbs. approximately. Accessibility Accessibility and simplicity have always been outstanding features of Badger Meters. Access to the working parts of the Model SC-SOT or SC -X is accomplished by removing the main flange bolts, releasing the lower half of the hous- ing, and the screen and disc chamber assembly now are easily lifted, from the detached lower half. The gear train is easily accessible by removing the crown plate, in the 3 ", 4 ", and 6" sizes by re- moving the crown plate flange screws. Workmanship All Badger Meters are manufactured well with- in the specifications adopted by the American Water Works Association, of the best material available and of the highest grade of workman- ship it is possible to secure. In design, they incor- porate the features essential to maintain the highest degree of efficiency by establishing the proper balance and co- ordination between the several units in general assembly, thereby supply- ing the demands of the trade with the highest grade of water meters: dependably accurate, sensitive and durable. Self Locking Fog Top SeIF- Locking Fog Tops The Badger Self- Locking Anti -Fog register cover is a scientific development, the design be- ing fully protected by patents. When the upper lid is closed the glass cover is forced down on the special gasket, providing an air tight seal between the glass cover and the hood. When the register glass becomes dirty, cloudy or fogged, simply lift the upper lid which releases the pressure on the glass cover, allowing it to be opened for cleaning —an easy operation and a time saver. Badger Meters are regularly furnished with standard register hood, shown on the meter. The self - locking fog top is optional at additional cost. Meter Registers Badger Meter Registers are correct in design and construction, being rubber bushed through- out, insuring long life and low maintenance cost. The registers are nickel plated, thus guarding against corrosion and sticking. Badger Meters are furnished with either circu- lar reading or straight reading registers as desired. Cross Section View Badger Compound Meter The Badger compound meter is a combi- nation of the Badger disc meter and the Badger turbine meter, offering advantages of each type and meeting efficiently the require- ments of accurate registration on very small flows as well as large flows of water under varying pressures. Designed for services supplying office buildings, hotels, manufactur- ing plants and any other services ranging from the smallest leak up to the full capacity of the pipe line. The water flowing through the meter is regulated by a balanced compounding valve, which directs the small streams through the disc meter and the large streams through the turbine meter, thereby creating an efficient and serviceable unit to accurately measure all rates of flow from minimum to maximum. Disc Meter Section The disc meter section is composed of the well known Badger disc meter with built -in gear train, either of the open or oil- enclosed type. Incorporated in the disc meter section is the compounding valve, which is located on the inlet side of the meter amply protected by a strainer. BADGER METERS MEASURE AZORNAIMMA THE WATER 0 F THE WORLD I: Badger Compounding Valve The compounding valve is so designed and constructed that it is rapid and positive in action and absorbs only an insignificant amount of effective pressure. The "crossover" point is regulated by rate of flow and not by pressure variance. Designed in our engineer- ing department, it is fully protected by patents. Waterworks engineers pronounce the de- sign and construction of this valve outstand- ing in the meter industry. Turbine Meter Section The turbine. meter section is located on the outlet side of the meter. The heavy duty gear train can be furnished either in the open or oil- enclosed type. The double vane pro- peller is mounted on a vertical spindle which revolves on an adjustable jewel bearing. The water is divided into two equal parts, enter- ing the measuring chamber from above and below, and after actuating the propeller it reunites and passes through the outlet port. This eliminates lateral or vertical thrust on the working parts, always maintaining the propeller in perfect balance. Housing The housing is made of the highest grade of material, giving maximum tensile strength to guard against bulging and distortion. The covers containing the disc, chamber, train gears and registers are made of the highest grade bronze, precision machined for inter- changeability. The removal of these covers discloses the valve cage and turbine cage, both of which can be easily lifted from the meter. The housing is provided with a con- venient hand plate for flushing and a test tee for `'in the line" testing. ESTABLISHED 1892 To Help Make Water Works Profitable: The founding of Buffalo Meter Co. in 1892 arose from a definite need for a water meter of very simple design which would function with all- the accuracy and long life that could be expected, but which would also be moderate in first cost and inex- pensive to maintain. The disc type meter was chosen as best meeting these requirements in preference to the oscillating, rotary, current or reciprocating types, all of which were then available. For more than half a century the results have well justified this fundamental policy. Engineering and development work has been concentrated on improving further the accuracy and simplifying the design of the disc type meter. The original conical disc construction was long ago changed to the present improved flat disc. Advances since then have included the pretested frost bottom, enclosed - bearing gears, chromium shell gear train, frost - separable gears and anti -hot water reinforced disc. The distinctive design of these features has en- abled them to be patented, reserving their advan- tages for Buffalo Meter users. Other developments pioneered by this company include the extra thick disc, the all -metal corrosion - resistant straight read- ing register, the visible location of change gears, and others. Only one quality and one type of meters are built by Buffalo Meter Co. Through thus concen- trating and simplifying factory production, costs are kept at the lowest point consistent with quality, to enable the meters to pay the largest possible dividends to the purchaser. A %" meter should earn $250.00 to $500.00 revenue in its lifetime de- pending on water rates and usage. The accuracy of average stock American Water Meters substantially surpasses the minimum regis- tration requirements of the Standard Specifications for displacement type cold water meters issued by the American Water Works Association. Contribut- ing to this are the following exclusive features of j design and manufacture: The measuring disc is as much as one -third thicker than usual for each size of meter. This extra thickness creates a more perfect liquid seal against slippage between the disc and measuring chamber, thereby compelling superior accuracy of measure- ment. The hard rubber disc has a specific gravity so nearly like that of water that the added thi does not make the meter sluggish. Each meter is individually calibrated for accu- racy by measuring at various rates of flow the quantity of water delivered per revolution of the meter drive shaft, then selecting the change gears which will give the best registration. After attach- ing the change gears and register, final check tests are also made. Although more than one set of change gears might permit registration within the standard tolerances, this method of testing auto- matically assures that each meter will be fitted with the best set of gears, to register as perfectly as possible. While striving for maximum accuracy, the meters are carefully kept practical for average water works use. They are as resistant as possible to difficulties encountered in service such as small amounts of foreign matter in the water. This result is obtained by proper clearances in the moving parts for satis- factory operation over the usual temperature range, by the enclosed bearings of the gear train and by the sand cap which covers the upper bearing of the disc ball in most sizes. They are not unduly affected by the tendency of ordinary water to deposit a film on the interior meter surfaces. While American Meters are precision instruments they are kept practical for steady trouble -free service. Solid Casing Meters Sizes: be padlocked against unauthorized tampering. x % inch 1 inch 2% inch x % inch 1% inch 3 inch inch 1% inch 4 inch x 1 inch 2 inch 6 inch American Solid Casing Water Meters are used wherever the meters are not subject to freezing. In warm climates they are preferred to the frost bot- tom type because of the unusually strong casings. They are sometimes called "split case" meters. Works in all sizes are our extra - simple reinforced flat disc design, as shown in the sectional views. However, in the 4" and 6" sizes there is in the center of the top casing a top- casing cover plate'shown in the illustration of the 4" meter above. The inter- mediate gear train is mounted on the under side of this, allowing the gears to be removed from the meter and other working parts inspected without taking the heavy main casings apart. The register box is protected by a cast bronze dome which can 4 The exclusive design of American Meters in large sizes gives them accuracy at slow rates of flows which is close to that required for compound meters, and there is no loss of accuracy at intermediate flows because there is no changeover from one meter to another. Large size American meters will therefore usually earn greater revenue than similar size compound meters, as the more perfect regis- tration at normal flows more than offsets any supe- riority of compound meters at excessively slow rates of flow. Connections on 1 -inch and smaller sizes are ex- ternal threads for standard couplings. The 1% -inch, 1% -inch and 2 -inch sizes have internal threads, unless external threads with couplings are specified. 2% -inch and larger sizes are flanged, with gal- vanized companion flanges included with each meter. Lengths and connections of all sizes follow the American Waterworks Association Standard Specifications. American Frost Bottom Water Meters contain the same works as solid casing meters, but have our exclusive frost bottom, patented in 1921 and 1938. It is a special quality cast iron bottom, coated with pure zinc by hot - dip - galvanizing and then machined to a predetermined thinness at the ring where the chamber is seated in it. Should the meter freeze, this reduced annular section breaks all the way around, as illustrated. The frost bottom breaks at 500 -550 lbs. per square inch pressure. This is assured by the design which causes it to break by tension, not by shearing of projecting lugs. Breaking pressure is pretested at the factory, and is not dependent in any way on the tightness with which the flange bolts are drawn up. There are six or more flange bolts, depending on size of meter, to assure holding the two halves of the casing tightly together against leaks. Bolts are normally cadmium - plated high tensile steel, but may upon request be bronze. When the frost bottom does break, all interior parts, including thegears, separate and move with the ice to avoid damage. We originated the construction which enables the gears so to separate and Buffalo -made meters are the only ones which afford complete frost protec- tion to all working parts in both water- lubri- cated and oil- enclosed gear train models. The bottom does not drop out when broken, but is kept from falling by the flange bolt heads. Replacement of the frost bottom is inex- pensive. New bottoms are customarily in- stalled with the meter right -side up, which is not natural or easy in any other meter. Each new frost bottom provides a new machined seat for the disc chamber, insuring perfect align- ment of working parts. The galvanizing forms a liner inside the iron bottom, and no bare iron is ex- posed to the flow of water. 5 '19 �! Unequalled Simplicity The most distinctive feature of all American Water Meters is their extreme simplicity of design and assembly. Upon opening the meter at the bolted flange, all parts are immediately visible and acces- sible as shown in the illustration —the internal gears may be lifted from their bearings, the disc chamber taken from its seat and opened, the strainer slipped out or the register tried by turning the gear inside the top casing. There are no parts to stick or wedge inside the casing, so that hammering the casing is not necessary to loosen the chamber or gear train. This unequalled simplicity results in several im- portant advantages. The meter is more free from repairs because complicated construction has been avoided. Should cleaning or repairs be necessary, this can be done by a relatively inexperienced per- son. Cost of repairs is lower because fewer parts are needed. Repair time is reduced. Small waterworks use only incidental part -time services of one man. Larger waterworks find that a man can service more Buffalo-made meters per day. The effect of sand or other foreign matter in the water is minimized in American Meters by having the water pass downward through the working parts rather than upward. This enables the meter to flush itself free of most foreign matter which would other- wise cause partial clogging. American Water Meters thus have the combina- tion of fewest moving parts, unequalled simplicity of assembly, ease of repairs and freedom from clog- ging. Combined with finest materials and workman- ship, this gives them the constancy in service which one expects of the finest water meters. and Accessibility of Works .oe u „a 1 The disc and its chamber are the parts that do the actual measuring. The water enters the chamber through the port in the top half, passes around the disc ball, and discharges through the port in the bottom half. The passage of a volume of water sufficient to fill the chamber causes the disc to make a complete cycle of movement, sweeping in and out of every part of the chamber and displacing the contents of the chamber. This movement is trans- mitted by the disc pin to the gears and registered on the dial. Disc dimensions in each size meter have been calculated to provide the best combination of accurate measurement with longest meter life. The disc is made of hard rubber, which is non- _ 4 Disc and Disc Chamber corroding, durable and buoyant. It is strongly rein- forced by a light- weight perforated metal plate, molded into the rubber. The disc is carefully bal- anced by the perforations in the reinforcing plate, which vary in size. This design, together with the two successive diamond -tool machinings given each disc, enables it to run on test for millions of gallons of clean water without appreciable wear. In most sizes including the % inch, the disc is thicker than standard. This creates a more perfect seal around the edge against slippage and so compels the meter to run with greater accuracy than other- wise obtainable. Each half of the disc chamber is also machined twice to standards so precise that the corresponding parts are completely interchangeable. Replacements do not have to be ordered in pairs. The halves of 1" and smaller chambers snap to- gether without screws and are secured in place by %' k-N' bolting the outside meter casings together. The ,*,,same chambers are used in frost bottom and solid casing meters of corresponding size. 1 Protected Intermediate Gear Train In American meters the intermediate gear train is unusually simple but is always protected against wear or corrosion. The construction is unique and every feature has been patented. There are two types, the water - lubricated chromium shell gear train and the oil- enclosed gear train. In the chromium -shell gear train the gears are made of cast bronze finely machined. The pinion is key seated all around into the hole in the gear and riveted so the parts cannot slip or come apart as illustrated. After assembly the gears are coated with a glass -hard outer shell of pure chromium over the machined bronze core. The chromium sur- face resists wear and is unaffected by chemicals or minerals found in water. The weight of the gears is carried on bearings resting on the upper ends of long rigid monel metal 8 pivots. This prevents the gears from wearing ver- tically out of mesh. The enclosed bearings are lubri- cated by clean water drawn up into them by capil- lary attraction, which reduces friction, increases the accuracy, yet the gear train remains sanitary and cannot possibly contaminate the water. Each gear can be replaced separately. The gear pivots, gear driver and disc control roller are all mounted on a simple removable gear plate. This plate sets on to the disc chamber so is in correct working align- ment with the disc pin and also forms a sand cap over the upper disc bearing. The driver shaft bush- ing is renewable. The chromium shell gear train is thus made al- most wear - proof, corrosion -proof and fully sanitary without reducing the size of the gears or complicat- ing the construction. -_� The oil- enclosed gear train is optional equipment in American meters of %" to 2 ", 4" and 6" sizes. It may be used instead of the chromium shell type when very hard or corrosive water is being meas- ured, or when minerals in the water tend to deposit an excessive coating on the inner surfaces of a meter. Only three gears are used in this patented unit. The ' sectional illustration shows a %" meter oil - enclosed gear train with oil -proof hard rubber bush- ings extending the entire length ' of each bearing and supporting the pinion shafts at the top and bot- tom. A resilient impregnated felt gasket which bears against the top casing of the meter seals the oil in its chamber and takes up any unevenness in jthe inner surface of the top casing. The gasket does not deteriorate with time. Lubricant is a water- 'proof semi -fluid graphite grease. Oil - Enclosed Gear Train American meters fitted with this gear train as- semble right -side up, avoiding spilling of oil or dif- ficulty of assembly. The smooth running of the gears can be seen and tested with the gear unit, completely assembled and mounted on the measur- ing chamber. This is an exclusive feature. Should - a meter having this gear train freeze, the patented construction allows all parts, including the gears, to separate and move with the ice. This design, originated in our meters, prevents wrecking the gear train should the meter freeze. The oil- enclosed gear train is completely inter- changeable with the chromium shell gear train or the old style plain bronze gears in used meters of %" to 2" size, so old meters can be converted with- out the purchase of any parts other than the new gear train. Registers and Dial Faces American water meters may be furnished with either round reading or straight reading registers. They are interchangeable and are ordered in almost equal numbers. Both have register faces indicating cubic feet, U. S. gallons, Imperial gallons or metric measurements at the customer's option. On the straight reading register the figures de- noting the meter reading are exposed through a slot in the register face, allowing quick easy readings with the least liability of mistake. This register is made entirely of metal; is heat -proof with no parts that will crack or warp. The register face is silver white with black letters. The metal figure rollers are tinned white with black figures deeply cut into the surface so the figures do not fade or become illegible. The bearings of inactive figure rollers and notch pinions are kept in free working condition by a slow rotation of their bearing shafts. ��FIrA L O tv _ Ift W e round reading register illustrated above, is pfremely simple mechanically and has the advan- tage of continuous movement of all working parts while the meter is in operation. The register face is white porcelain with black figures burned in. The test hand does not overlap the registering hands, thereby avoiding the difficulty of reading that some- times occurs if such construction is used. Registers are regularly our all- metal, heat -proof construction j with metal bushings which give longest length of life under average circumstances. Rubber - bushed , registers are also offered when so specified. When meters are set in pits or on buried pipes, the register can be elevated for convenient reading by an extension. This can be attached to any meter and made any length up to six feet. Meters installed in basements are recommended to be fitted with straight reading registers to reduce liability of mistakes in reading. They have bought these meters through no inducement other than quality and moderate price. From this long list a few have been selected as typical —some large cities, some small ones. In Buffalo, New York, our home city, American meters are the standard. Practically all disc meters installed since 1921 are of this make. There are more than twice as many American meters in use as all other makes put together. Cleveland, Ohio, has approximately 65,000 American meters in service installed at various times since the Cleveland 100% metering program was started in 1902. Purchases of American meters have been made every year for the last several consecutive years. Milwaukee, Wisconsin, started using American meters and, their companion Niagara line in 1895 and have purchased them consistently during every year since that time. Approximately 20,000 are now installed with more being sold every month. Washington, D. C., obtains the greater part of its meter revenue through many thousands of Buffalo -made meters. They are practically the standard meters for %" and larger services in addition to several thousands of %" meters in use. At Cincinnati, Ohio, American meters demonstrated their suitability for dif- ficult service conditions before the present filtration facilities were installed. These meters played a large part in the 100% metering program of the city, and approx- imately 29,000 are now in use. " a In Toledo, Ohio, approximately 29,000 American meters are now installed. They liked by the Water Works Department for their low are upkeep cost, as proved by many recent contracts placed with Buffalo. Niagara Falls, New York, returned several years ago to the use of American meters after a period of purchasing elsewhere. Many thousands are in use and current contracts are being regularly placed with Buffalo. �. At Dayton, Ohio, the total of Buffalo -made meters in use is approximately i 20,000 with additions being made each year. Newark, New York, is typical of many smaller water works which have pur- chased meters on the basis of quality and economy. Newark has purchased Amer- ican and Niagara meters for more than forty -three years and now has approxi- mately 1,550 in service. r•• ;r
