'_ - Viilage Council Edina Village Bill Edina, Minn, Re. Petition-Distressed Area-54th and York. This distressed area was caused by the rerouting of Mdinnehaha Creek in 1932 by agreemen* between The Tillage of Pdina and the City of Minneapolis, The problem to the immediatie property owners and the Village of Edina is a depressed area 5 feet deep and approximately 50 feet wide East and VJest and 120 feet North and South starting at 54th Street and what would be York Ave, South, lthis area collects considerable amouts of water {now approxi- mtely 3 feet deep). When there has been a heavy rain fall, and of oowse when Minnehaha Creek is running at a high level this area is effected, the water will stay in thfs. area for a considerable the after the creek has returned to a low level, Heavy moisture is in evidence Because Miis area is so low and was the old creek bed, with a turn of a shovel of dirt evenduring a dry period, It is imperative to fill &his &ow area bringing ground level higher than the bed of Himehaha creek; thus preventing seepage from the ground up, -2- This area is causing considerable problems and work for the %mediate property owners, including trash and rubbish along with weeds and mosquitoes etc., plus dead animals. The biggest concern for everyone is the danger to small child- ren, and a health problem from dscaying vegetation and' stagnant water. The odor is unbearable, This unsightly mea was caused by the rerouting of'llnnehaha Creek, and in addition to the above, there will undoubtably be some Engineering problems involved. c The adjoining property owners will appreciate careful and prompt consideration to this dangerous and undesirable problem, and will gladly cooperate in its elimination. The undersigned respectfully petition the elimination of this distressed and unhealthy situation, P. n distressed and unhealthy situation, P. A repor% to the Council was requested for June 25, we have made an engineering study to determine the feasibility of filling the lot7 area up to grade to allow the uater to drain north on to West Sh-bh Street and eventually to Ninnehaha Creek through ex5sting culverts at each end of the block on ?Test 54th Streetg 2, As'a result of this study we concbded tha-b the most economical and best solution to the problem iiould be for the Village -to vacate that por"ciori .of York Avenue lying North of the north line of Lok 6, Block 2 Seely's First Addition to I3awbhorne Park, The vacated street would then rever.l; to the abutting properky oimers0 An agreement should be made vith the property owners in vhich they agree that if and when the area is filled by the abutting property otmkrs, tha-t they have constructed and pay for a culvert leading from the 10~ area to Mimehaha Creek, To fill thls are8 vithouP, a culvert IJohld mean flooding of parts of the lots on the east side of York Avefiue. .. a0 LHV: kg .
