continues to operate on a
ItCash as you go" basis. While
many communities are
facing one financial crisis after another because of past borrowing against the
future, Edina continues on its policy of accumulating needed reserves.

These operating reserves are now indispensable to the adequate financing of
our rapidly growing village improvements. They enable the General Fund to take
care of village operations between tax collection periods, provide for temporary
financing of the special improvements until warrants are sold, and make advances
to the Permanent Improvement Revolving Fund for financing public works too small
to warrant the sale of bands. Without these reserves, the Village would have to
resort to extensive and expensive short -time borrowing to finance present and
future utility extensions,

Some idea of the rapid growth of Village services is readily apparent in a
comparison of Special Assessment construction. The estiriated cost of improve-
ments started in 194.6 is $256,500.00,. as compared with X25,556.61 for 1945.

The Planning Commission continues to supervise the development and planning
of all plats and sub- divisions throughout Edina. This work, directed by Chairman
E. W. Krafft and Consultant Arthur R. Nichols, is of incalculable value to the
orderly growth of our community. The members of the Commission include:

An over -all village study is being undertaken to anticipate village growth
and needs for the next 25 years. The Commission is surveying and ;napping out
proposed improvements for the guidance of present and futlW17e Councils, to pre-
serve open space and natural beauty spots, as well as provide for adequate parks
and playgrounds. This kind of advance planning will enable the village to avoid
some of the mistakes of the past, because of either hit -or -miss methods or no
planning.at all. To aid developers to .fit their plats into this master plan, a
comprehensive set of standards was proposed by the Commission and adopted by the
Council in 1916 to insure progressive community growth.
Our first -community playground project is now order way, Plans for the 50th
Street and idooddale Avenue Piemorial Park have been approved by both the Commnission
and the Council., Tree clearing and preliminary grading have been proceeding under
the supervision of the village public works crew. A'emorial. Committee Chairman,
Elmer Williams, informs the Council that P:iemorial Park improvements are tc be
financed by public subscription soon to be announced, and handled in cooperation
with the Village Office to qualify for tai deductions.,
Five additional playground projects have been recommended by the Planning
Commission. The Council has under consideration land acquisition and financing
of these future youth activity improvements.
Another major recommendation„ of the Planning Commission and the park Board
is the development of a large Edina Park, The Council deems this de-islopment of

such importance to the future of our community that 'e special coi:urittee is to
be appointed, with Mr. William Steinke of the Park Board, as Chairman, to study
plans for acquiring land, planning park improvement, and recommending the
method of financing. You will hear more about this as the work of the committee
progresses.
The Planning Commission cordially in�Ates all who are interested to attend
and participate in its planning sessions, held regularly on the first Tuesday of
every month; at the Village Hall at 7 :30 P.M.
SOTS T,, FACTS ABOUT YOUR TAXES
In our budget report to taxpayers last fall, our assessor, Alex Creighton,
explained that he had been instructed by the State Department of Taxation to
increase valuations throughout Edina by 100. After assessments had been levied
and filed with the County Auditor, the State again, arbitrarily and without
consultation, raised our valuations another 100, _making the total over -all
increase in valuations 20,640 -- from X3,613,394.00 to $4,359,500.00. New
improved property valuations accounted for b181842.00 of the increase, the
balance being the amount of valuation increase by order of the State.
As for increased village costs, we gave you a detailed budget analysis,
explaining further, that the increase of ti >9,929.32 for 1947 represented largely
wages for additional.needed personnel and cost -of- living wage adjustments for
all employes.
To. answer the many inquiries being received regarding higher taxes, it should
now be pointed out that while we Kept our village tax levy do.,m to only 9,640 more
than it was last year, the state, county, and school taxes ;dumped the total
increase to $70,771.03 -- 14.63% more for schools, 25.540 more for the state, and
54.980 more for, the county.
Here is a further comparison of these figures to show you exactly why your
tax statements are higher and where most of the increases are coming from„ ,

GARBAGE
The Council considered in 1946 the advisability of putting garbage collection
on a cash basis to the taxpayers served, but was unable to complete plans therefor
until after the close of the year. Since the garbage collection was started some
years ago the cost of the service has been included in the general expense budget
of the Village.. Inasmuch as this became a part of the general tax levy,
Ws
approximately one -third of the homes of Edina not being served were assuming a
part of the cost of those receiving service. This situation was manifestly.
unfair, particularly as this item is in the nature of personal services, compar-
ing with water, telephone, and other utilities, which should normally be paid by
the users.
The Council, therefore, took action to charge the cost to the users.
The unused portion of the budget for this item has-been transferred to
Reserves, to be used to reduce the 1948 budget,
The present system of disposing of garbage by feeding it to hogs on a farm
in the Village is both'insanitary and objectionable. The Village Council has
under way studies-working to the elimination of this situation, one means of
which may be the construction and installation of an incinerator. No doubt the
construction of an incinerator will be more expensive, but it is considered to
be the most satisfactory solution.
WATER SERVICES AND FACILITIES
For the information of the residents and taxpayers of the Village, there
follows a summary of the status of matters with the Country Club District
Service Company as to water rates, acquisition of facilities by the Village, and
other matters pertaining to the relations of the Service Company and the Village.
A year ago the Council initiated proceedings for a reduction of the water
rates charged by the Country Club District Service Company. The action of the
Council was appealed by the Company to the District Court, and the case is now
set for trial in the current Court session.
Some time ago the Company filed suit against the Village for hydrant rentals
of $22,000.00, on the same premises as in its prior suit several years ago which::.
was decided in favor of the Village. Our attorneys interposed demurrer which�lhas
been upheld by the Court. We hope this disposes of the matter, as there is no
justification for.the claims of the Company for hydrant rental.

With respect to-the facilities of the Country Club District Service Company ; -
so far as they represent facilities owned by that Company, the Council late in
1945,filed notice with the Company of its intention to proceed with action to
acquire such f acilitied under the terms'of the franchise. The appraisal board
appointed to determine values filed its report with the Council in October, 19160
and the Council advised the Company of its acceptance as to valuations of
facilities admittedly owned,by the Company. This has.been appealed by the
Company and is now awaiting hearing in the District Court. The,date for this
hearing has not yet been set.
The many favorable responses received to these brief reports on the state of
the village, encourages your Council to believe that we are bringing our village
government closer to you as a citizen and taxpayer. This we feel is vital to
the rapidly rising tempt of village affairs. A fully informed citizenry will
be better able to provide the interest and understanding necessary to the growth
and development of a Greater Edina..
