Dear Sirs:
I am writing to you on the advice of your City Engineer, Bob Dunn.
We have a very serious drainage problem on our property at 6328 Valley
View Road. We have met with Mr. Dunn a number of times on this problem,
and he informs us that this letter is needed to have you authorize him
to begin work on correcting the problem.
Our water problem is not just the result of the so- called "200 -year
rain" of August 30. Although the lower level of our home was flooded
on that occasion, we had experienced water in the garage and home on
two earlier occasions, one when the snow melted in the spring and the
other in a smaller rain on July 6.
The home is fairly new, having been finished in the past two years.
It was built in complete compliance with all of Edina's various codes,
was inspected, and put on the tax rolls.
Unfortunately, our yard is serving as the holding pond for much of the
neighborhood's water which never reaches the storm sewer system. After
meeting with.Mr. Dunn, we have discussed an earth - moving system which
would provide for dikes and a ponding area which would feed into the
sewer system. The one neighbor directly affected by this plan has
seen the idea and concurs with the proposed solution.
We literally live in fear of being flooded by each rainfall. We feel
it is.imperative that work begin on this.pl.an and that consideration
be given.to the condition and slope of Val ey View Road which is being
eroded by the heavy flow of water onto our property..

Subject: Pond Water Overflow Control for Cooper Addition & Brum's
Subdivision in Hilldale
Dear Mr. Hyde:
I am attaching ;herewith the original of a signed petition by ten
specifically effected residents as so indicated on the included
surveyors.section map with the names circled.
You will -note :I've .shown a routing of the overflow across our properties
(i.e. "Sweet`'s,'Reed's, and Schulze's) all of whom have verbally indi-
cated a willingness to give the necessary easements. In addition,
Mr..Schulze is requesting that a flume pickup arrangement be incorporated
into the system along the back of Reed's and Hibb's property'to accept
certain runoff water introduced onto his property by the grading and.
sodding of the Hibb',s. and Reed's property by the builder, Wayne Sanders.
This modified ground water flow has caused Mr. Schulze considerable extra
expense and tnconwenience in relandscaping and reconstructing his property
to try to prevent basement water seepage.
In addition, it should be.noted that all of us on the pond experience
annual costs of resodding our innundated yards due to pond water en-
croachments. Also, it is extremely hazardous to small children who might
walk into the shallow water on'our yards and shortly thereafter, step off our
rock or wood walls at the normal pond's edge into 4'deep. water and possibly
drown.
Both of these problems should have been rectified initially and incorporated
in the street cost assessment for Cooper Circle but better late than never.
Therefore, a study and a public hearing is urgently and respectfully
requested..
