OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
HELD AT CITY HALL
JANUARY 6, 2015
6:30 P.M.
Member Brindle made a motion seconded by Member Swenson to reconvene the work session as an
open meeting at 6:30 p.m.
Answering rollcall were Members Brindle, Staunton, Stewart, Swenson and Mayor Hovland.
Staff attending the meeting included: Ross Bintner, Environmental Engineer; Lindy Crawford, City
Management Fellow; Michael Frey, Art Center General Manager; Ann Kattreh, Park Director; Roger
Knutson, City Attorney; Karen Kurt, Assistant City Manager; Debra Mangen, City Clerk; Chad
Millner, City Engineer; and Scott Neal, City Manager; and Bill Neuendorf, Economic Development
Manager. Also attending was Kathryn Ryan and Greg Brown consultants from URS.
PROMENADE PLAN
Ross Bintner, Ms. Ryan and Mr. Brown presented the 90% plans for the Promenade Phase 4. It was
noted that phases of construction of the promenade have taken place since 2008, with the fourth
phase following the vision of the 2007 Edina Promenade Urban Design Plan that included special
water feature areas and public art. The 90% plans were guided by the Promenade Urban Design Plan
and in coordination with project stakeholders. Mr. Bintner reported that soil borings have shown
some contamination and a deep clay layer which led to abandonment of a water infiltration layer. He
noted that the pond and stream water features were still incorporated into this phase but have been
reduced in size and scope. It was noted that Phase 4 would also have a native habitat area that
mimics grasses of native landscape along with flowers such as rudbeckia and heather. The Council
and staff discussed the elements to be included in Phase 4 along with the need for an additional
$31,500 to fund public art that had not been included in the 2015 budget.
There being no further business, Mayor Hovland adjourned the meeting at 6:58 p.m.
