CALL TO ORDER
Chair Hovland called the HRA meeting to order at 10:51 P.M.
ROLLCALL
Answering rollcall were Commissioners Bennett, Brindle,Sprague,Swenson and Chair Hovland.
APPROVAL OF MEETING AGENDA
Motion made by Commissioner Swenson, seconded by Commissioner Sprague approving the Meeting Agenda.
Ayes: Bennett, Brindle, Sprague,Swenson, Hovland
Motion carried.
MINUTES OF THE REGULAR MEETING OF May 7,2013 APPROVED
Motion made by Commissioner Bennett and seconded by Commissioner Brindle approving the Minutes of the
Special Meeting of the Edina Housing and Redevelopment Authority for May 7,2013.
Ayes: Bennett, Brindle, Sprague,Swenson, Hovland
Motion carried.
ENGINEERING SERVICES FRANCE AVENUE PEDESTRIAN IMPROVEMENTS-CONSTRUCTION PHASE
Engineering Director Houle explained the WSB & Associates, Inc. proposal for the construction phase of the France
Avenue Pedestrian Crossing Improvement Project. The anticipated construction start date would be July 2013 with an
estimated construction cost of $285,460. Mr. Houle explained the WSB proposal included a robust communication
plan. During discussion it was noted that the communication plan would be approximately ten percent of the total
proposal. The items making up the WSB proposal were reviewed.
Commissioner Swenson made a motion, seconded by Commissioner Sprague to authorize the Executive Director to
enter into an agreement with WSB & Associates for Construction Phase Engineering Services for France Avenue
Pedestrian Crossing Improvements.

Motion carried.
RESOLUTION NO. 2013-07 ADOPTED SETTING JULY 16, 2013 AS THE HEARING DATE ON THE PROPOSED
MODIFICATION TO THE SOUTHEAST EDINA REDEVELOPMENT PLAN, AND THE PROPOSED ESTABLISHMENT OF THE
GRANDVIEW 2 TAX INCREMENT FINANCING DISTRICT,A REDEVELOPMENT DISTRICT.
Chair Hovland noted the proposed Resolution was required of the HRA to set a public hearing for July 16, 2013 to
consider: modification to the Southeast Edina Redevelopment Plan, and the proposed establishment of the Grandview
2 Tax Increment Financing District, a redevelopment district. He noted the same issue had just been acted on at the
earlier May 21, 2013 City Council meeting.
Motion of Commissioner Swenson seconded by Commissioner Bennett setting a public hearing for July 16, 2013 to
consider modification of the Southeast Edina Redevelopment District, and the proposed establishment of the
Grandview 2 Tax Increment Financing District,a redevelopment district.
Ayes: Bennett, Brindle,Sprague, Swenson, Hovland
Motion carried.
Chair Hovland declared the meeting adjourned at 10:54 p.m.
