ROLLCALL Answering rollcall were Commissioners Housh, Hulbert, Masica, Swenson and Chair Hovland. CONSENT AGENDA APPROVED Motion made by Commissioner Housh and seconded by Commissioner Hulbert approving the Consent Agenda for the Edina Housing and Redevelopment Authority as presented. Rollcall: Ayes: Housh, Hulbert, Masica, Swenson,Hovland Motion carried. *MINUTES OF THE REGULAR MEETING OF THE EDINA HOUSING AND REDEVELOPMENT AUTHORITY FOR MARCH 6, 2006, APPROVED Motion made by Commissioner Housh and seconded by Commissioner Hulbert approving the Minutes of the Regular Meeting of the Edina Housing and Redevelopment Authority for March 6, 2006, as presented. Motion carried on rollcall vote—five ayes. • PRELIMINARY DESIGN SERVICES — PROMENDADE APPROVED Director Hughes indicated during consideration of the receipt of the Southdale Area Land Use and Transportation Study, staff suggested the City proceed to prepare more detailed plans for the public right-of-way through the promenade area between Centennial Lakes and West 700, Street. Staff recommended it may be appropriate to retain the services of the firm that prepared the Centennial Lakes Park plans in order to provide continuity of design for the promenade. After the Southdale Area Land Use and Transportation Study was received, staff met with representatives of URS, a Minneapolis-based planning and engineering firm which were responsible for the Centennial Lakes design. As a result of the meeting, URS has submitted a proposal and work program for the promenade area, estimated at $49,590.00. The proposal details elements of their program which will result in more detailed plans for the promenade area. Mr. Hughes noted if the Council wished to proceed with the study as outlined in the URS proposal, staff would request permission to enter into a professional services agreement with them. The study would be financed via Tax Increment Financing; the proposed contract with URS would be with the Edina Housing and Redevelopment Authority. Commissioner Masica stated her appreciation of the detail of the report and questioned if more information was available on the public involvement. Mr. Hughes said he had stressed to URS that he did not want URS to prepare a plan and then the public participation would be to see the plan. Initially URS will inventory and put together base maps and drawings. Mr. Hughes • believes the City would be relied upon to correspond with residents. 1 Commissioner Swenson questioned the portion of the promenade that connects to York. Mr. Hughes pointed out the east and west green strip that traveled under York Avenue to Yorktown Park (the north side of the YMCA). Arijs Pakalns from URS noted at the meeting that particular piece would be included in the promenade. He suggested including design ideas for that portion as well. Ms. Swenson inquired whether the Centennial Lakes Centrum Building would be used for the public meetings on the promenade. Mr. Hughes said the Centrum Building would be a logical place to meet. Mr. Hughes reiterated if the Council authorized the path/design system program, URS would be available the week of April 17, 2006, for the first public meeting. Ms. Masica asked how much accrued funds were currently in this TIF District. Mr. Hughes elaborated that the district comprises both the Centennial Lakes Tax Increment District and the Edinborough Tax Increment District. They both were reaching the end of their legal life and have substantial funds remaining which could be used to implement some of the ideas in this plan. Ms. Masica asked if the 50th & France and Cahill TIF funds were included in these amounts. Mr. Hughes responded the 50th & France, Centennial Lakes and Edinborough were pooled together and could be used in the broader development district. He added the Cahill District was not part of this. Commissioner Hulbert added that she wanted to be sure that the biking community interest was included in the plan. She inquired whether the right-of-way was maintained for the promenade through the Galleria property. Mr. Hughes said this assignment relates to the area between 70th Street and Centennial Lakes. Commissioner Swenson reminded the Council that the option to move the transit area or let it remain where it currently existed was discussed with the Galleria owner. She added the question to the designer should be what was the best solution to cross 70th Street and where do you go once you have crossed the street. Commissioner Housh asked if the proposal's costs should be amended if the study became a reality. Mr. Hughes said the proposal as presented was an estimate. Commissioner Swenson made a motion authorizing the path/design system program contract for the preliminary design services of the promenade to URS. Commissioner Masica seconded the motion. Ayes: Housh, Hulbert, Masica, Swenson, Hovland Motion carried. There being no further business on the Edina Housing and Redevelo ent Authority Agenda, Chair Hovland declared the meeting adjourned.
