APPROVAL OF THE MARCH 12. 1991 MINUTES Pat Vagnoni MOVED TO APPROVE THE MARCH 12, 1991 MINUTES. Mac Thayer SECONDED THE MOTION. MINUTES APPROVED. II. BICYCLE PATHS (ONE WAY) Mr. Kojetin stated that for the past few years he has received phone calls regarding the bike paths at Lake Cornelia Park and Bredeson Park and because of these calls he would like to have the policy changed. The policy now indicates that bikes can go in two different directions. Mr. Kojetin would like the policy to read bikes can only go in one direction and it would be counter -clockwise. Bredeson Park has two separate paths in which one is a bike path and the other one is a walking path. Lake Cornelia only has one path shared by both walkers and bikers. When this path was originally established, the State of Minnesota offered grant monies if a path was to be used for bikes. Bredeson Park also used this money but later a separate path was made without this money. Mr. Kojetin felt that Lake Cornelia could continue using one path since it is eight feet wide. Walkers will be on the outside lane going in either direction and bikers will be on the inside lane going only counter -clockwise. Bredeson Park would remain as it is with two paths, but allow the bikers to go only in a counter -clockwise direction, on the bike path. Mr. Christianson stated that there should be an adequate number of signs, especially when this policy first goes into effect. Also, it would be wise to paint a line on the asphalt itself at Lake Cornelia Park. It was noted that some people bike extremely fast and Ms. Vagnoni asked if there was any way this could be patrolled. It was noted that this would be too hard to police and in addition not all bikes have speedometers. Mr. Kojetin noted that there is also a problem at Lewis Park and Walnut Ridge Park. Bikers are not supposed to be on the paths because there is an ordinance that states no bikes can be on the sidewalks. This, however, is not an enforced ordinance and signs will need to be posted if this needs to be enforced in the future. Bill Jenkins MOVED TO RECOMMEND A POLICY THAT BREDESON PARK AND LAKE CORNELIA PARK HAVE ONE-WAY COUNTER -CLOCKWISE BIKE PATHS. Mac Thayer SECONDED THE MOTION. MOTION CARRIED. III. CODIFICATION OF ORDINANCES (PARK ORDINANCES) Mr. Kojetin informed that Park Board that the City is going through all of the City Ordinances. There is a section on the parks that Mr. Kojetin would like the Park Board to read and recommend any changes within the following four actions: 1. Revise an existing ordinance 2. Eliminate an existing ordinance 3. Change enforcement of an existing ordinance 4. Add a new ordinance This topic will be on the agenda for the next few months so any changes the Park Board and staff would like to see can be discussed. The reason this is being done is to bring all of the ordinances up to date. These ordinances will be written by a private firm and attorneys. IV. BRAEMAR GOLF COURSE CAPITAL UPDATE Mr. Kojetin stated that the staff is working on a program that will outline the next three years of what will be done at the golf course in regards to improvements. Mr. Kojetin indicated they are working on refining the first draft and it will be brought to the Park Board at the May meeting. Mr. Kojetin also indicated that this is something he would like to do with all of the facilities, 'to have a more in depth working manual for improvements and repairs. This would follow the long range plan of the Jupiter and Beyond Report. V. RECREATION REPORT There are 132 adult softball teams registered for the 1991 adult softball season, which is over 2,200 players. Mr. Keprios indicated that the Adult Softball Program is up 23 teams from last year. He feels this is primarily due to the new Van Valkenburg Facility and because this year we are offering a new 11" - 12" Co-Rec League. Mr. Keprios also stated that on Thursday, April 11, he will have his adult softball manager's meeting. The players are getting anxious to start softball. Mr. Keprios informed the. Park Board that Earl F. Anderson won the bid for the Chowen Park Playground Equipment. The neighborhood has already picked out colors and is ecstatic about it. The equipment will be installed the end of May. Mr. Keprios also indicated that there will be new equipment going in at the 44th Street Park and Sherwood Park and he will be meeting with these neighbors to receive input with regard to playground equipment 2 style, quantity, location and color. Ms. Vagnoni asked Mr. Keprios how he reaches people in the neighborhoods? Mr. Keprios indicated that the community has ears. When people call, he will try to establish a committee within the neighborhood and then schedule meetings to receive input. Mr. Keprios reported that he is looking into the possibility of contracting with a Company called "Inspec" that specializes in the maintenance and construction of tennis courts. This company currently does the School District's tennis courts. This expert will look at all of the courts and give a five year budget including inflation costs. Mr. Montgomery asked if the Normandale court will be looked at and. Mr. Keprios stated that there is $24,000 in the capital plan to redo these courts. Mr. Keprios also reported that some kids burned one of the brand new nets at the Lewis Park tennis court. Mr. Keprios noted that they will be hiring an intern park police worker in cooperation with the Edina Police Department. This person will be making $5.00/hour and will be patrolling various parks including bike paths. VI. OTHER A. Beavers - Mr. Kojetin informed the Park Board that there has been a problem with beavers taking down over 200 trees in Bredesen Park. A licensed contractor was hired and has shot three of them and trapped two. There is still a possibility that one more beaver is left. B. Park Responsibility - Mr. Montgomery suggested that each board member check on one or two parks and make sure everything is going okay. He felt this would be a way each member could take some responsibility. C. City Clean -Up - Mr. Kojetin reported that the city crews are working on a total clean-up of the city, and it is hoped that by Friday everything will have been gone through at least once. The major highways, vacant lots and private property will not be done by the City. Mr. Kojetin is hoping that some groups and organizations will do these areas. D. Arbor Day - Mr. Kojetin pointed out that Friday, April 26 is Arbor Day and a special tree planting project will take place at Cornelia School in observance of Arbor Day. There will be about 50 trees planted in the park. The Edina Rotary Club has donated $3,000 and the PTA will probably raise about $4,000. This will be a big event and everyone is encouraged to attend and help out. E. May Park Board Meeting - The May Park Board meeting will meet at Centennial Lakes and begin with a tour of Centennial Lakes Park. VII. ADJOURNMENT Mac Thayer MOVED TO ADJOURN THE MEETING AT 8:00 P.M.
