Approval of Minutes of March 8, 1983 Meeting George Warner MOVED TO APPROVE THE MINUTES OF THE MARCH 8, 1983 MEETING. Virginia Shaw SECONDED. MOTION CARRIED. II. Golf Course Report Bob Kojetin reported that an architect has been retained to develop plans for enlargement and energy conservation for the Braemar Golf Course club house. John Valliere introduced Debbie Stout -Miller of the Sister Kenny Institute. Debbie stated that for the past five years, their group has been using Braemar for a handicapped league. She made a request for the greens fees to be reduced from $8 to $6 for a state-wide handicapped golf tournament this year. The event would be cosponsored by Sister Kenny Institute and Braemar Golf Course. George Warner asked if Braemar facilities were adequate for physically handicapped and Debbie replied that it has been used in the past and has been adequate. About 50-70 people are expected to participate and there would be men and women's 18 -hole, 9 -hole and par 3 divisions. George Warner MOVED THAT GREENS FEES BE REDUCED TO $6 FOR THE PROPOSED TOURNAMENT AND APPROVAL FOR THE PLANS BE GIVEN. Art Erdall SECONDED THE MOTION. MOTION CARRIED. John Valliere reported that as of the last week, revenue at the golf course was down about $11,700 from last year because of the inclement weather and late opening, however patron tickets are up. The new sewer system is connected to the city system and operating; some of the sodding work on the hill is yet to be completed. A new 13th tee was built last year and opened this year. P.M. Magazine did a show using Joe Gruepner and Braemar Golf Course on golf instructions. It is to be aired the evening of May 23. The men's club has donated money from their memorial fund for a mobile walkie- talkie to be used on the course. The cost would be approximately $2500-$3000. It was reported that about 253 had signed up for golf lessons. Bob Kojetin mentioned that because the dome was still up during some of the inclement weather this spring, the pro was able to hold lessons at the dome, which eliminated the -2 - need for any cancellations. There were some problems which will be worked on in the future. Bob indicated that the dome should be down by the end of next week. John Valliere commented that he was pleased with the year-end P & L state- ment. The maintenance expense was up $36,000 due mainly to increase in up -keep. The range showed an increase of about $11,000, primarily due to the increase in traffic. John also indicated that circulating fans were installed in the club house and half of the cost has already been recovered by the savings of energy. The Park Board commended John for a good job done. Wed., July 13 was tentatively set for the date for the Braemar Inspection Tour. We will send information out early confirming the date. III. Art Center Report Mr. Kojetin stated that Mike Mikkelson, a contractor from Northfield will begin working on the gas kiln at the art center some time this month. Then in July or August, the building will be built around it. The building will be about 16' x 12'; the kiln will be 8' square. The Art Center is also looking for money by donations to enclose the porch so it can be used all year as their store. Art in the Park will be held on September 10. IV. Recreation Report The gun range will be closed from November (Saturday after Thanksgiving) to March because of lack of use, which should make the P & L statement look better. It was noted that income on the P & L for the pool is up. The favorable weather in the summer of 1982 was the greatest factor. The pool will be open- ing Memorial week -end. Vandalism was again discussed as a major problem which causes a great expense for the park budget, such as broken hockey lights after the season. Rick Jacobson reported that preparations are being made for the summer registration of Park & Recreation Department activities. Registration is down for soccer, baseball and softball, largely due to the fact that there are fewer youngsters in the city. The hiring has been completed for summer employees. Many of last year's summer employees are back again this year. Bob Kojetin stated that an additional special maintenance crew of 12 employees were being hired for 6 weeks, 6 hours per day. They will all work together under one supervisor and work at the parks on clean-up and maintenance, repairing broken equipment, etc. Capital budget money is being used in the amount of $10,000 to fund the program. V_ Other Bob Kojetin stated that under the 1982 budget there had not been a motion made to transfer money from Cbpital Improvement to Dedicated Funds, although the board had discussed it at a meeting. Bill Lord MADE A MOTION TO APPROVE THE TRANSFER OF $60,000 FOR THE POOL PARK PICNIC SHELTER FROM THE CAPITAL IM- PROVEMENT BUDGET TO THE DEVELOPERS DEDICATED FUND FROM THE SOUTHEAST QUADRANT. Leonard Ring SECONDED THE MOTION. MOTION CARRIED. -3 - In 1983 approximately $50,000 will be used from the Developers Fund in the capital budget outlay. There is still approximately $200,000 left in the Dedicated Funds. This money will be earmarked for the development of the Bredesen path project. We pay 50% and the Watershed District pays the other 50% on the outside of the bicycle and walking path which is the park portion. All costs for the interior development will be paid by the Watershed District so there will be no money available in the dedicated funds in the future for repair and development in the parks. The race sponsored by the Minnesota Distance Running Association was held as previously discussed. There were close to 300 participants - 250 completed the race. This was a qualifying event for the Sr. Masters National race. The final financial report is not yet in. An evaluation will be made by park and recreation and the police department. Upcomingevents: 7:00 p.m., June 22, will be the dedication of Arneson Park Mall area. There will be a presentation on the Central -Edinburgh Park on May 21 at 8:00 p.m. at City Hall.
