EDINA PARK BOARD MEETING MINUTES
Tuesday, January 12, 1982

I. APPROVAL OF MINUTES FROM DECEMBER 8, 1981 MEETING
Don Wineberg MADE A MOTION that the Minutes be approved as submitted.
Bob Christianson SECONDED. CARRIED.
II. WALKING PATH REPORT
Members of the Park Board who met to walk the proposed path at Walnut
Ridge on Saturday, January 9, 1982 were Joan Lonsbury, Marilyn Wooldridge,
George Warner, Doug King, Bill Lord; staff - Bob Kojetin and Rick Jacobson;
and neighbors of the park - Donald Tadvick, John and Leslie Turner, and
Tom Katter. It was reported to have been a very enjoyable walk, in spite
of the extreme cold. There are no known objections from neighbors of the
new proposed walking path at Walnut Ridge.
Bob Kojetin reviewed the long range plan for walking paths in the city of
Edina, explaining that over the next few years it is hoped that the
Braemar Path will be connected to the Bloomington path system and the
Walnut Ridge Path will be connected to the Hopkins path system. Because
of several physical barriers and land ownership situations that presently
exist, it would be several years before the entire path system could be
completed, but the importance of doing sections at a time when feasible
was emphasized. The Walnut Ridge walking path would be a critical link
between Walnut Ridge Park and Bredesen Park.
Mr. Kojetin also mentioned that dredging of ponds for the walking path
could be done for about $5,000 if done now, however permits must first
be obtained from the DNR and the Nine Mile Watershed District. Permits
have been applied for from DNR and Watershed District and at this point
there are no objections and indications from them seem favorable at this
time to go ahead with the project.
Also, the Board members walked the Braemar Path approximately 100 yards
off the east cul de sac of Braemar Blvd. This path would require two
bridges over the Nine Mile Creek - one on the east and one on the west.
The exact locations of these bridges have not yet been determined. The
path was temporarily marked off by ribbons on the snowmobile trail to see

approximately how it would run across the south end. It was interesting
for the Park Board to note that the majority of the path is on high, wooded
ground and dry land, because it had been thought earlier that it was on
swampy land. A path could be cut through this winter for the main section
and then a more firm location of the two bridges and the kinds of bridges
will also have to be approved by the Nine Mile Watershed.
Bob Christianson MADE A MOTION to recommend to the City Council approval
of the proposed walking path at Walnut Ridge Park and for allocation of
funding for the walking path according to the budget item on the developers
fund of $10,000 toward the path. Don Wineberg SECONDED THE MOTION. CARRIED.
George Warner MADE A MOTION to amend the motion to include approval of the
proposed walking path at Braemar Park and allocate funding for it also in
accordance with the budget in the developers fund. It was SECONDED. CARRIED.
III. NEW PARK SIGN DESIGN
Bob Kojetin showed a few sketches of a display sign for the rock at Braemar
and for corresponding signs which could be used in all of the other parks
in the city. The cost of such signs had not yet been established, as the
actual materials recommended to be used in the signs has not yet been
determined.
IV. SNOWMOBILE REPORT
Rick Jacobson reported that he had talked to seven different agencies in
neighboring cities. Bloomington, St. Louis Park, Minneapolis, and Richfield
do not allow snowmobiles anywhere in their cities. Eden Prairie permits
snowmobiles on certain paths and lakes. Minnetonka allows them on lakes.
Hennepin Co. Park Reserve allows snowmobiles in certain areas, but not in
Hyland Park.
None of the Park Board members are aware of any problems with snowmobiles
which are presently allowed outside the perimeter road at Braemar during
certain hours. Therefore the park board felt no need to make any recom-
mendation for change at this time, but requests the staff to keep a close
watch at Braemar through the winter and continue to be informed if any
problems do arise, and bring them up at the February meeting.
V. FACILITY REPORT
Bob Kojetin recommended that at each one of the Park Board meetings the
manager of one of the revenue facilities give a report. This would be a
standing agenda item each month.
BRAEMAR ARENA - Larry Thayer, Manager of the Braemar Arena, was present
and handed out a written energy cost report for electric and gas usage
showing a cost comparison between 1980 and 1981. The new improvements
in the building have begun to show up with a very substantial savings
on expenses for energy. Larry also reported that the new Zamboni is
working very well and two advertisers have been secured to help cover the
cost of it. The two advertisers are First Southdale Bank and First Edina
National Bank. Each will contribute $750 per year for five years which
would be a total cost donation for advertising of $7500. The hockey
moms and the Edina Hockey Association will also be contributing toward
the cost of the Zamboni, the exact amount has not been determined at this
time.

VI. RECREATION REPORT
Rick Jacobson reported that all skating rinks are now open and operating.
There were many more applicants for the warming house attendant jobs this
year. The hours that the warming houses are open are Saturday 9 a.m.
to 9:30 p.m., Sunday 1 p.m. to 9:30 p.m., week days 4 p. m. to 9:30 p.m.
Gunnar Fast from Sweden was in town for the past four weeks and he helped
with bandy clinics and assisted in getting the bandy teams going again.
The adult bandy league doubled this year - there is a total of 14 teams
currently playing - 8 being in the blue division and six in the white
division. The youth bandy league consists of 4 teams. All bandy is
played at Lewis Park on weekends during the day because there are no
lights on the bandy rink.
Co-Rec Broomball i.s:a new program this year. It is underway with 8 teams
organized and playing their games week nights.
This year cross-country ski instructions are being offered at Braemar and
the Braemar Golf Course concession stand is open on weekends for coffee
and hot chocolate.
VII. OTHER
Bob Kojetin gave an update on the Van Valkenberg Park. The city will
receive $40,000 from the contractor. This will close out the contract
with Shafer Contracting Company that has been in operation for the
last three years. This will also close out the stock pile contract
with Hennepin County which includes the hauling of 4,000 yards of black
dirt for top soil, which is enough to approximately cover the whole area
after it has been graded for softball fields. A contract has also
been in progress to build a sediment pond, storm sewer, drains and a
hauling road into the site which has to be built before we can open up
the site for contracts for selling of the remaining gravel at the
park.
