I. APPROVAL OF MINUTES
Virginia Shaw MOVED that the Minutes of the February 9, 1982 board meeting
be approved. Mack Thayer SECONDED the motion. MOTION CARRIED.
II. SENIOR CITIZENS FACILITY REPORT - SUE WEIGLE
Sue Weigle reported on her various activities as director at the Senior Center.
Statistics were provided showing the usage of transportation, the number partici-
pating in the Senior Community activities and the number of those who used the
health services in the past year. (See attachments) Sue reported that the health
services have been cut back due to lack of funding. The drivers for the Senior's
bus drivers were trained for twelve hours along with drivers from Bloomington and
Richfield.
New programs which have been implemented include a bowling league, a golf league,
wood carving lessons, a chemical dependency program, training for use of cable TV
cameras (so the Srs. can have their own program), stained glass classes and a hearty
soup class. Plans are in the making to conduct a ceramic class.
The Rotary Club donated many needed items this past year, including a new radio for
the Sr. bus, 20 new chairs with arms, 12 new card tables, a 35 mm camera and bil-
liard equipment.
Sue pointed out that the greatest area of need in the community at this time for the
Seniors is for transportation to Dr. appointments or for medical treatments. The
Seniors are also working on a historical book about their club.
Sue also reported that she is now interviewing applicants for summer playground
workers. A total of 16 will be hired.
It was also reported by Ms. Weigel that the Edina Morningside players are rehears-
ing for their upcoming play "Did You Say Mink" to be presented March 21st.
The Historical Society will be taking over a room at Wooddale School in memory of
Kay Brown. One part of the room will be for storing display items and the other
side will be for a work room. The Society is currently working on updating col-
lection policies.

DOGS
The problem of dogs being walked at Bredesen Park and the owners not complying
with the ordinance to properly dispose of feces was presented. A record of
citations given in the past year was distributed. The board suggested that
more publicity be given to the existence of the ordinance and a directive be
given to the police department that citations be given when the ordinance is
violated, with a particular emphasis at Bredesen Park. The citation does
result in a fine to the violators.
IV. TREES
Bob Kojetin reported that the state is no longer going to be subsidizing the
Dutch Elm Disease program. The city in the past has been picking up storm
damaged branches and it was felt that this part of the tree program should
continue. It was suggested that the 50% subsidy program which has been operat-
ing in the past few years should probably be discontinued now that the state
has discontinued our subsidy. What we have been doing on the subsidy program
is that when a tree has been diagnosed as having Dutch Elm Disease on private
property, we would request the home owner to get two bids for removal of the
tree from a private contractor and submit these bids to the city which would
then pay 50% of the bill, not to exceed $100. This program cost the city
$29,000 in 1981, of which 25% is reimbursed by the state.
V. ATHLETIC GROUPS
Joan Lonsbury reported that she had received a letter from Bonnie Collins
regarding the Edina Hockey Association expressing a complaint about the
changing numbers of traveling teams. John Keprios reported that the Hockey
Board had discussed the letter and the problem of whether or not to reduce
the number of traveling teams in their meet1ng in March. The problem has not
been completely resolved yet, but will be considered again in the next board
meeting. Bill Lord will respond to the letter.
Bob Kojetin listed all the athletic associations in Edina and explained what
services the Park and Recreation office provides to the various groups. The
president or a representative from each of the athletic associations will be
invited to the April Park Board Meeting.
VI. RECREATION REPORT
Rick Jacobson reported that adult basketball play-off games are in progress,
and the winner goes on to the state tournament. He also reported that the
bandy season ended one day early due to the warm weather which thawe(I-the ice.
The championship game was unable to be played so the season ended with co -champs.
Soccer registration was held Saturday, March 6 and Wed. March 10.
The Braemar Ice Frolics will be held April 23 and 24th.
Baseball registration is scheduled for March 13th and 17th.

The new brochure will be in Edina homes in early April.
Applications are now being taken for summer employment. A total of 113 seasonal
jobs are available.
Bob Kojetin referred to a memo from him to administration about budget cuts. He
stated that because Garden Park had a temporary shelter and because of the avail-
ability of other skating rinks in nearby areas, he would recommend that Garden
Park not maintain a warming house next year if further cuts in the budget are
required.
Caren Beckley who served as Warming House Attendant Supervisor for 1981-82 re-
ported on the program. Attendance sheets were distributed showing approximate
usage of the rinks. It was pointed out however that these statistics are probably
very inaccurate because the attendants were sometimes negligent in completing
their reports. The recommendation of Ms. Beckley would be to have the supervisor
do spot checks and complete the attendance sheets rather than having the rink
attendants keep the record.
VI. OTHER
Joan Lonsbury announced the Volunteer reception which will be held at the Edina
Country Club on April 27. She encourage Park Board members to attend and will
provide a sign-up sheet again in the April meeting.
Joan Lonsbury reported that she and Leslie Turner met with Fran Hoffman, Bob
Kojetin, Rick Jacobson and Ken Rosland to discuss further developments in the
Walnut Ridge Path issue. The DNR has indicated that they have no jurisdiction
over that area of land, and no permit had been issued by them. A hearing will
be held in May or June for that portion of property to be declared a class of
wet land. This will result in a delay of about one year. The matter is on
the agenda for the April 19th Council meeting. It was suggested by the DNR
that we look into scheduling another hearing of property owners with due notifi-
cation to all owners, even though they didn't have jurisdiction.

adjourned at 9:20 p.m.
