HomeMy WebLinkAbout1978-06-13 Park Board MinutesEDINA PARK BOARD MINUTES June 13, 1978 Jack Rice called the meeting to order at 7:40 PM. Members Present: Jack Rice, Chairman, Joan Lonsbury, George Warner, Virginia Shaw Mary McDonald, Mack Thayer, Marilyn Wooldridge, Lester Wanninger Staff Present: Bob Kojetin, Rick Jacobson, John Keprios, Cecelia Smith, Ralph Campbell, Kathi Barkley. Visitors Present: Margie Basil, Garden Club representative. Jack Rice called the meeting to order at 7:40 PM. Mack Thayer and Marilyn Wooldridge were welcomed as new Park Board Members. I. Approval of Minutes for May 9th, 1978 meeting. On item number VI. second paragraph "(b)" to read "No dog shall be permitted to be off the premises of the owner at any time unless it is leashed, owner must also be carrying a means to remove defecation." Joan Lonsbury MOVED Approval of Minutes with stated corrections. Virginia Shaw SECONDED. CARRIED. II. There was more discussion on the dog problem. Bob Kojetin reported that the City Council discussed this problem at their last meeting. Joan Lonsbury requested that the minutes reflect that the Park Board discussed at length the dog problem and would encourage the City Council to take further steps on this problem. III. 44th Street Park Plan Bob Kojetin presented an Architect rendition of the 44th Street Park Plan. Discussion was centered around what are the needs of that particular neighborhood and what are the limits of that piece of land. General consensus of the Park Board was that the Park will be an arbor area, more passive than active. Most likely will meet the needs of of older and younger residents. The Park Board will tour this area during the August Park Board meeting to get a better idea of what is possible. A neighborhood meeting will be held and a committee will be formed to further this park plan and development. Park Board Minutes June 13, 1978 Page 2 IV. Morningside School (encloser) Edina School Board is selling Morningside Elementary School. Les Wanninger presented a time schedule for the possible sale of Morningside School. Virginia Shaw MOVED, that the Park Board state that is is decidedly interested in this property for park purposes. Mack Thayer SECONDED, CARRIED. Bob Kojetin will investigate the possible ways of financing with Jerry Dahlen and Ken Rosland. It was then proposed that the Park Board and City Council will meet on July 11th during the Braemar Inspection and discuss the Morningside School Property. V. Financial Proposals (encloser) Bob Kojetin presented a proposal on major improvement items needed at Braemar Golf Course and at the Braemar Arena. The items that are needed are as follows: A new Irrigation System, two compressors, dehumidifier and an energy saving system. Les Wanninger MOVED that the Park Board recommend to the City Council the purchase of the Irrigation System, Two compressors, dehumidifer and an energy saving system. George Warner SECONDED, CARRIED. Art Center Air Conditioning and Ventilation Bob Kojetin reported that the Art Center is in absolute need of a ventilation system because of the toxic smells in the center from the kiln and paints. It was decided to further investigate the needs and all the possibilities for the Art Center in regards to an Air Conditioning system and a Ventilation System. Bob Kojetin will further investigate the needs for the air conditioning and will report back to the Park Board his findings. VI. York Park Lot There are two lots that have become available in conjunction to the York Park in the flood plain area. It has been indicated that the owner is willing to sell the lots to the City of Edina. Mr. Kojetin proposed that a further investigation of the sale of these two lots with the owner. If the sale of those two lots can be made, Mr. Kojetin recommended the Park Board use the funds from Northeast section of dedication funds. VII. Recreation Report Mr Jacobson reported that: Registration was started on June 7th for the main summer activities and classes. Park Board Minutes June 13th, 1978 Page 3 VII. Recreation Report continued The pool opened on June 3rd, with 1,181 season ticket holders. Tennis reservations are new being taken for Edina West High School courts. On Monday June 19th all recreational activities will start. Mr. Jacobson reported that the Park Department had some problems with finding summer staff. There was some discussion about the pay scales for summer staff being low. Ralph Campbell reported that the July 4th fireworks display will start at 9:30 or so; the band will start at 8:00 PM. Art Center dedication was well done and thanks to all who helped make it such a fine experience Meet Adjourned 9:45 PM Kathi Barkley
