Mr. Kojetin brought the Park Board and the gur:sts un to date cn what r.as transpired
,ince the initial contact with ears. Kay Roe regarding hosting the U.°.G.A. ,Vomen's
Pu�,lic T.inks Tournarert. At our Park B,a-d mcetirg on August 8 a discussion was
held concerning this matter at which time it rias requested that the st2ff answer
a couple o° questions for the P-.rk 3oard. Two of these question^ were; could
there be any public playing on the course during the 7 days of the Tournament and
would the Braem^s men's and ,•ro-npr.'s club^ be interested in part iriFating in the
operation of the Tournament. The above information.. was gathered ani phone calls
were made to the Park !•oard members to obtain a vote for or against the Tcurnament.
The 9oard vote was 3 against and 2 for hosting the Tournament. The remainder of
the members were not available or were out .of town. This phone call information
was presented at the Council meetin7 by :'r. Rosland. The Co,rncil indicated. they
would like to have more information on the Tournament and suggested sending, it
back to the Park Board for further study and then bringing it bach to the Council
for. consideration.
Five major points were brought out by Chairman Jack Rice:
1. Cost of closing Course for the Tournament - $2000.00 per day ($14,000.00
for entire 7 days) pit's approximately $1000.00 in course preparation.
2. The city's responsibility to participate and support such activities.
3. Who is going to be responsible for or^ani.zin.r the Tournament?
4. Is it possible to make up the revenue lost by closing the Course.
5. Timing on irritation sy,tem. The Poard has recommended to the Council
an expenditure of $300 thousand dollars to have a new irrigation system
installed at the Course and there is concern about the Tournament
interfering; with this.
George W�,rner (,xpressed concern about the :work necessary to ready the course for the
Tourrament. Kay Roe indicated the course was in good condition and there would be

no need for any special preparation. The only people who might have to put forth
more effort would be the maintenance staff at the Course and John Valliere. The
work involved would not be that extensive, e.g., more mowing of the greens, etc
The rest of t:.e work would be done by volunteers with U.S.G.A. supervision. The
ladies present from the league2 offered their support and volunteered their service.3
in helping with the work. It was also indicated there would be support from the
M.G.A.
Other points mentioned that were contained in the contract were:
Days Course would be out of use: 14onday through Sunday. Public use of
Course possible before 10:00 a.m. on Monday and after 5:00 on Sunday. This
suggestion ,%ras vetoed by the Board; who decided the Course should remain
closed the entire 7 days.
Admissions: It u us the consesus not to charge .admiss.on for the Tournament since
the Course did not have the facilities for spectators and the cost would be
prohibitive.
Advertising: It was suggested by Mrs. Roe that the use of sponsors wound be
less costly and more workable than to use pubj,.i.c advertising. This would
also cut down on the revenue losses to the Course during the Tournament.
It would be the responsibility of the Committee Chairperson to set up the
spore.ors. This Chairperson would be a volunteer.
Public resentment due to the course beim, closed for 7 days was brought up.
Mr. Valliere felt as though most of the resentment would come from patron card
holders. He felt the general. public would understand and support the Tournar:ent.
The main point of contention was the conflict between the Tournament and the
installation of the new irrigation systom. It was generally* agreed by all that
the Course would be too torn up to hold a major Tournament if the irrigation system
were being installed at the same time. Since construction of the system is
scheduled to begin around April 15 and continue until June 25 it was decided this
would interfere with Tournament play. Since it was also decided that the Course
needed the system, the general consensus was that the irrigation system should be
postponed until the Fall of 1970 if the Bo^r� decided to hold the Tournament;
even though there would be an undeterml.nate r.ost increment.

George 'Narner made a motion to postpone installation of irritation system until
Fall of 1.979 and host the 1979 U.S.G.A. INDman's Public Links Tournament to be
h,, aurae-:ar Golf Ccurse contingent upon agreement on a contradt with the U.S.G.A.
MODIFICATION by Al Fischer - The irrigation system should be installed if the
work could be completed before the start of the Tournament.
The motion SECONDED by Joan Lonsbury. PASSED by a vote of 9 to 1.

Mr. Kojetin indicated that the improven,erts to the Cahill School and Grange Hall
had come in at $36,150.00; $8754.00 over the e:,timate. A contract was awarded
for .;28,096.00 at t :e last Council mr�eting. '.4r. Foster Dunwi.ddie has talked with
the State and Federal authorities on an additional grant of 50% or $4377.00 if
the City of Edina could match the other half. The Federal Grant ra3 not been
approved a: of yet but all ind4cr,tiors are that it will be accepted. At this time
Mr. Kojetin would like to request the Par:: Board use 1979 Capital Funds of $4377.00
to match the Federal Grant.
Virginia Shaw MADE A MOTION to use 1979 Capital Furds of $4377.00 to match the
Federal Grant.
