THE EDINA PARK BOARD
Tuesday, September 20th, 1977
EDINA GRANGE HALL
MEMBERS PRESENT: J. Rice, Chairperson; A. Fischer; J. Lonsbury; M. McDonald;
V. Shaw; and L. Wanninger
MEMBERS ABSENT: W. Lund; D. Pavek; and G. Warner
STAFF PRESENT: K. Rosland; B. Kojetin; R. Jacobson; R. Campbell, III; and
P. Benjamson
OTHERS PRESENT: Dorothy Anderson, League of Women Voters
It was announced that Mr. Rosland has been appointed Edina City Manager
at the Edina City Council Meeting of September 19th, 1977, and will begin in
that capacity on October 15th, 1977.
Mr. Rice mentioned that we are the only Edina city group giving an
opinion to the Edina School District. We are strictly an advisory board,
and so we want to clear our recommendations with the Mayor of Edina, but
we do want to prepare a statement of philosophy.
After considerable discussion, the Park Board decided to make recommenda-
tions, or statements, in the following areas:
Missions of the School District, as we see them —
We will advise, only, on the following missions: Physical Develop-
ment; The Individual in Society; and Esthetic Expression.
The relationship of the Edina School District and the Edina Park Board.
(We should define the function of the school programs and the functions
of the park programs.) The school programs should take care of the
academic skills, and the park programs should take care of the "team
training" (or social) and physical training.
Point out the overlapping areas of responsibility — is the Park Board
presently doing something the School Board is doing?
Tell what areas it is important for us to take care of and the areas
that it is important for them to take care of.
Key programs we could take over or help with.
In general, we should take care of most of the programs in the 8th grade
and younger group, and then manage the teams of lesser ability for the
older age groups.
The best teacher -coaches are being cut, so the park programs may have
the best coaches for the younger grades.

Point out where we should make cuts and where they should make cuts
in planning programs.
Senior Citizen busing.
To inform the School Board that the Edina Baseball Association, and
other associations, are volunteer groups.
We should take care of the exposure to the arts for K - 7th grade.
We are presently the only ones who teach sensitivity to others.
We encourage the School Board to continue their fine program in
the health area, such as hearing tests, etc.
That whenever the demand has been great for a program, both boards
have responded with appropriate programs.
We encourage the abandonment of programs that have outlived their
usefulness.
External circumstances that affect schools and the park programs —
such as the East - West friction (dividing line being Highway 100),
mostly regarding equal facilities in the schools and the parks.
Ways to save money by using the same hired professionals, such as:
auditors, lawyers, and a grants writer; plus, sharing computer time
for budgeting.
The youngsters from the low-income housing areas will be good for
the school programs, since they get money for "people present", but
the park programs will be hurt, since these people may not be able
to afford to be in our park programs.
We support very careful planning in making expenditures.
We should recommend they make sure to use their own consultants
to a greater degree when there is a difference in opinion between
school staff and teachers on the constructing of fields and/or
playgrounds, since they have excellent consultants of their own.
Mr. Fischer made a motion to adjourn the meeting. Mrs. McDonald seconded
the motion and the meeting was adjourned at 9:30 p.m.
