MINUTES
13 December 1977 Meeting
Jack Rice, Chairman, called the meeting to order at 7:36pm.
MEMBERS PRESENT: Jack Rice, Chairman; Al Fischer, Joan Lonsbury, Bill Lund
Mary McDonald, Don Pavek, Virginia Shaw, and Les Wannin-
ger, Jr.
STAFF PRESENT: Bob Kojetin, Rick Jacobson, and Ralph B. Campbell, III.
II. HISTORICAL SOCIETY PRESENTATION & III. OLD MILL SITE FINDINGS
Foster Dunwiddie-Director of the Edina Historical Society, Dick Busch -
Archaeologist and teacher at Edina East Upper Division, and Harold Sand -
Planner, presented procedures and findings from the archaeological dig
made this summer at the old Edina Mill site located at Browndale Avenue
and the Minnehaha Creek just north of W 50th Street.
Future plans for the site include an interpretation system to give the
old Mill (torn down in the 30's) "a more visible form and a more meaningful
interpretation", according to Mr. Dunwiddie. Mr. Dunwiddie further stated
that the Park Board will be consulted before any such work is begun.
The Park Board applauded the Historical Society, Mr. Sand, Mr. Busch, and
the Center for Community Action (who provided youngsters who performed the
labor for the dig), for a job well done. Full report on file.
I. APPROVAL OF MINUTES OF NOVEMBER 8TH, 1977

IV. S-77-21 BROOKVIEW HEIGHTS 5TH ADDITION Generally located E of Cahill
Road and Nine Mile Creek; W of
the M.N. & S. Railroad tracks;
and N of W 70th St. (an ex-
tension of Limerick Lane).
Don Pavek MOVED that the Park Board recommend that the City Council require
the proponent dedicate Outlot A which is 33.8% of the proposed development
for the reasons stated in the Planning Department report.

V. S-77-25 & Z-77-18 BRAEMAR HILLS 9TH ADDITION Generally located E of
Gleason Road extended
and N of W 78th St.
Al Fischer MOVED that the Park Board recommend that the City Council require
the proponent dedicate 17.0% land of the proposed development for the reasons
stated in the Planning Department report.

VI. S-77-26 EDINA INTERCHANGE 6TH ADDITION Generally located E of Metro
Blvd.; W of State Highway 100;
and N of Edina Industrial Blvd.
Don Pavek MOVED that the Park Board recommend that the City Council require
the proponent pay $10,000 (5% of the raw land value) in lieu of a land
dedication for the reasons stated in the Planning'Deaprtment report.
Bill Lund SECONDED. CARRIED.
VII. S-77-27 DEWEY HILL ADDITION
Generally located N of W 78th St.;
W of Braemar Park; and S of Dewey
Hill Road. Otherwise known as the
Schuster Property.
DISCUSSION: Park Department Director Bob Kojetin proposed a 5% cash
dedication in lieu of land. Although the former owner of
this property, Mr. Schuster, did dedicate an amount of land that adequately
met Edina's Parkland dedication requirements adjacent to Nine Mile Creek,
Mr. Kojetin noted that we are now dealing with a new owner proposing a
new plat. Mr. Kojetin further stated that in his recollection, Mr.
Schuster made his dedication for tax advantages only and did not specify
his land dedication for park or storm sewer holding purposes. In Mr.
Kojetin's opinion, this action did not constitute a parkland dedication.
Further discussion from other members of the Board generally supported
Mr. Kojetin's opinion that a new dedication be required of this new plat.
Jack Rice, Board Chairman, who has been in contact with the proponent,
suggested that the proponent might be willing to consider building a
park shelter building in William Wardwell Lewis Park (Dewey Hill Road
at Cahill Road). The shelter would be built according to Park Depart-
ment specifications. Mr. Kojetin estimated that a building of this
type which has been built in other.Edina parks, would cost approximately
$60,000 if built today.
Another point brought in discussion was that residents of the Dewey Hill
Addition will use City parks and other facilities. Braemar and William
Wardwell Lewis Park can be expected to receive the highest use from these
residents. Therefore, some parkland dedication should be made on be-
half of these residents by the proponent.
ACTION: Al Fischer MOVED that the Park Board recommend that the City Council
require a 5% cash dedication in lieu of land, or require a devel-
oper's agreement providing an alternative to the 5% dedication to be neg-
otiated with the Park Board and Park Department.

VIII. S-77-28 & Z-77-20 NORTHWESTERN BANK ADDITION Generally located
at Washington Avenue
and Valley View Road
Bill Lund MOVED the Park Board recommend that the City Council require
the proponent pay $4,000 (5% of the raw land value) in lieu of a land
dedication for the reasons stated in the Planning Department report.
Joan Lonsbury SECONDED. CARRIED.
IX. RECREATION REPORT
Rick Jacobson reported that:
- 40 warming house attendants have been hired and trained for this winter.
- Because we've had good ice -making weather, municipal rinks will be
open by 19 December for sure.
- New Programs: Cross-country ski racing and Cross-country ski competi-
tive racing clinics (Edina Girls' Athletic Association).
- Edina Girls' Athletic Association Hockey program will not be held this
winter due to small registration.
X. OTHER REPORTS
Joan Lonsbury gave an update of Edina Art Center financial supporters.
They are Bather, Ringrose, Wolsfeld, Inc.; Bermel-Smaby Realtors;
Carlton Screw Products; Laukka and Associates; Perkins Restaurants;
the Rice Company; and the S I C 0 Company (folding tables).
Les Wanninger reported that the Edina School Board will no longer schedule
athletic events on Wednesday nights thus avoiding conflicts with church
activities. The Park Board recommended that Edina churches be reminded
that their athletic events should also be scheduled on other nights to
avoid the same dilemma.
Jack Rice reported that he had received a letter advocating a ban of snow-
mobile use within the city limits. Rick Jacobson reported that, according
to a recent telephone survey he made, most surrounding municipalities do
not allow snowmobiling within their limits. Because no complaints have been
received from the neighbors adjacent to Braemar Golf Course, the Park Board
decided to continue to allow snowmobiling outside the perimeter road of
the golf course. The Park Board will, however, pass the letter along to .
the City Council.
