Dean. MEMBERS ABSENT: V Adami, and F. Winter. STAFF PRESENT: K. Rosland, S. Kojetin, R. Jacobson, M. hohr and B. Peterson. OTHERS PRESENT: Mrs. McGee and M. Isaac 1. Joan Lonsbmry roved that the minutes of January 8, 1974 be approved as written. Pat Turnbull seconded and the motion carried. it. 1974 RECOMMENDED FEES AND CHARGES b1scusslon was hold an the fees and charges for the recreation activities for the coming season. The fees for the Arena, Golf Course and Swimming Pool will be discussed at the March meeting. Mr. Rasland rev ivand the 1973 fees which showed most of the. recreation programs to be self sustaining except for playground, theater and creative dramatics. All programs that are an a teaching type of basis such as judo, horseback riding, archery, etc., are run at cost plus $i.00 which goes to the city. Fred Richards expressed concern over the profit being made on the tennis program. He suggested that since the City of Edina was not running these recreation programs for the purpose of raising money, we should bring the price down. However, it was explained to the Ward that the tennis classes, because of lack of facilities the classes are larger than the Park Dapartment would like to have, thus a profit on the tennis classes, Howsver, with the increased facilities this coming summer the class size would be reduced thus the profit margin would not be as great. Dis- cussion that foiiowed concluded that the cost should not be reduced at the present time. The recommended prices for 1974 are as follows: Scuba $10.00 Theater Classes 3.00 Adult Swim Instruction 6100 Girls' Softball MOD Swim Lessons 5-00 or 7.00 Synchronized Whimiing 5W or 7.00 Jr. Life Saving 5.00 or 7.00 Sr. Life Saving 5.00 or 7.00 DivIng 5.00 or 7.00 Beginning Competitive Swim 500 or TOO Swim Club 5.00 or 7.00 Summer Skating Wstruction 8.50 Playground 3.00 Creative Dramatics $ 3.00 Theater Classes 3.00 Club Softball 4.00 Girls' Softball MOD Horseback Riding 2W00 Tennis 7.00 Archery 10.00 Firearm Safety/Learn to Shoot 12.00 Day Camp 13-00 Judo 1050 Edina Park Board Minutes ..2.- February 19, 197A Discussion was amid u" too possiWity of not being able to bus the children to swimming instruction this year because of the gas shortage. If buses are not used, the price of instruction will be reduced $1.00; however, If buses are used, the price will have to be increased $1.00 to compensate for the Increase in costs. Joan Lonsbury recommended continuing the bus service if at all possible. Don Pavek moved that the Board accept the 1974 recommended fees and charges. Jack Rice seconded and the motion carried. BICENTENNIAL COMMISSION - HISTORICAL SOCIETY Ken Rosiand brought to the Board's attention a letter that had been recelved by the Council from the United States Conference of Mayors asking if the City wished to be designated as an "Official Bicentennial Community". The Council asked the Historbal Society to look into the situation. Ken Rosland stated that he was Chairman of the Historical Society subcommittee and their recommend- ation to the Historical Society and Historical Society's recommendation to the Council is as follows: 1. The Edina Historical Society recommend to the CIty QW61 to become a Bicentennial Community. Y That the Edina Historical Society will serve as a coordinating agency to Wsperse Information to all organizations interested in helping with the Bicentennial Celebration and projects and from this a Bicentennial Commission be set up and a Chairman appointed. This Bicentennial Commission to come from members of service clubs and interested organizations who will attend an organizational meeting. That ECCO be used as one of the avenues of reaching the various service clubs regarding the Bicentennial Community Programs. In order to participate, an appliczWon must be submitted to the State and then forwarded an to the National level. The Bicentennial Commission must be set up before March 15th and the application must be submitted in June. After further discussion regarding facts about what it takes to be me a Bicentennial Community, Joan Lonsbury moved that the Board support the Idea of the Bicentennial Commission. Pat Urnbull seconded and the motion was approved. 19Ken Resland introduced Mrs. McGee, the Garden Club representative, to the members of the Park Board. Edina Park Board minutes -3-- Fabroary any, 1974 Mr. Roslen4 opened the discussion by stating that the City has and has had for the past two years an ordloance by where developero must dedicate A of land or 5% raw land value in dollars to the City for open >pace for park and recreation facilities. Mr. Fred Richards expressed concern that tha Park Board had not had a voice in making some of these recommendations. in particular, the Schuster property, which is now under consideration, might not be what the Park Board would recommend. Ken Rosland stated that the Planning Director and Planning Coinmission has basically done their work In regards to park land dedication under our long range park plans. After some discussion Jack Rice moved that the Park Deparvi�nt staff confer with the Planning Director regarding Indian Meadows along with Mr. Dean, and one other Park Board representative. Also, that the Chairman of the Park Board appoint these same four people to look into the matter of proper procedure to follow so that the Park Board may make recommendatlons regarding Park Land Dedication. Pat Turnbull seconded and the motion was approved. Nan Rosland requested that Vice Chairman, Fred Richards, appoint Jack Rice to the above committee since Mr. Rice has had an extreme amount Of experience With deyelopments and developers® Jack Rice accepted the appointment. VI. RECREATION REPORT Ken Rosland discussed a meeting that Mayor VanVaNenburg Qs called with all the athletic association presidents on Thmrsday, February 21, 1974 at 7:30 Pm. It was the opinion of the Board members that the Park Board should be represented at the meeting. Pat Turnbull was asked to attend this meeting as the official Park Board representative, Ken Rosland stated that he had met with the SQ001 District personnel, Ron Brannon, and Anne Custer regarding summer programing coordination. It was the feeling that the City and School should coordinate all programing so programs are not duplicated. Also coordinate summer school with the recreation programs ,& a child that must go to summer school Oil not have to miss recreation programs Which he may wish to participate. The Community Education and summer school would like to pablish their programs in the City of Edina 's calendar brochure. in this way they would pay for the pages used and thus save the City taxpayar money In not having to print two separate brochures. The savings would amount to approximately $800-00 total for both tax supported agencies. 7he 1974-1975 year around brochure should be in the homes by the first part of April,, Jack Rice asind the status of the Edina Student Center. Rick Jacobson reported that the Sr. High night attendance had fallen off a bit; however, the Jr. High night was still very active with no major problems. The Rotary Club members, who presently are supervising the program, are hoping to obtain additional supervision help from other service organizabens.
