PARX BOARD MIRUTES
July 13, 1971
MEMBERS PRESERT: Messys. Ramsay, Carsoa, Diercks and Mrs. Shall
STAFF PRESENT: Messrs. Rosland, Kojetin, Jacobson and Miss Bruns

1. A quorum was not available so for action couN not be taken on the
. minutes.
The financial report for six months epded June 30, 197.1, showed revenue
at 197,466 and net income from operating depirtments at $10,947. Operating
expenses were $69,944, interest an heads and loan $15,810 and provision for
depreciation $3,990, leaving a net income of $20,697, a $6,586 decrease over
this time last year.
111. ARENA REPORT
The financial report for six months ended June 30, 1971, was presented
to the Board. Revenue at this time was $95,359 compared to $73,429 in 1970.
Total operating expenses for this same period amounted to $74,348. Net inoame
after six months of operation in 1971 was $5,147 compared to a loss ofs$1,136
in 1970.
Mr. Rosland reported he had met with En. Farley at his hone, 6013 Dublin
Circle. Dr. Farley and he walRed the approximate two acres that he would like
to donate to the Village. The acreage dropped down from behind Dr. Farley's
home to Tupa Drive. This avea is well wooded and is a nice piece of property.
Dr. Farley would like to donate it to tha Village with the understanding that
if it was ever not needed for park purposes it woWtd revert back to his amner-
ship. Mr. Rosland stated that he told Dr. Farley the Park Board would not be
interested in this property if it was to bee€ manicured park; however, as a tKo-
acre park reserve it might be accapthble.
After some discussion the Board members elected to walk the property before
making a final decision.
V. TUPA PARK
Mr. Resland stated the Village Council has renamed the Historical Park,
Tupa Park,, in memorr�a of Mr. Frank TY pa who recently passed away.

VI. OLD LIBRARY SITE
Mr. Rosland stated that the Village Attorney woUd like the Fark Board
to re�confirm their action, previously taken regarding the releasing of the .old
librar-j site and huffev strip as a park and also to confin-ii the CoUncils acUOFI
of 1°11ay 3, at which ti).ae the Council passed a resolution authorizing obtaining
a court order allowns..ng tine sale of the old library site and buffer strip as it
is unfit for park and I:U-ora--,7 purposes.
After much discussion no action was taken as a quorum was not present.
Mr. Kojetin reviewe * d with the Board the sLummer activities and special
events that were coming up with the various summer programs -
ter. Kojetin also stated the Brian Wippermann Memorial Gun Range was
formally dedicated June 30 and accepted for the Village of Edina by Mr.
Bob Diercks.
VIII. XUD 'LAKE
Mr. Rosland reported that lie had attended the Mine Mile Creek Watershed
Board of Managers meeting and had requested them to do a hyd Iogy study 16 -, iroy that
would be needed to see if the new plan of a nature pi,eser�re proposed by Brauer
and Associates could be a reality clue to floodiiwg conditions. The firm of
Barr and Associates, Hydraulic Engineers, for the Board of Managers, St-ated it
would cost $4200. After some d-iscussion by the Board of Managers they agreed
to pick up 2/3 of the cost if the Villqg-e of Edizia would pay the remaining 1/3.
At the last Village Council meeting -tile Counci ' 1 tabled the matter and
was not anxious to spend the $1400 at this time. The Park Board memlers ex-
pressed their desire to have this study t-iiade. Mr. Rosland stated that it would
be baric on the agenda at the next Cotalcil meeting.
XX. A petition which was received at, the July 12 Council meeting was ivferred
to the Park Board requesting tennis courts and horseshoe pits at Division Park.
At present, tennis courts are scheduled for 1975. Mr. Rosland stated that ,
horseshoe pits could he put in at - a minirami expense yet this year if the Board
would so desire.
No formal action was taken regarding the petition.
