�® Mr. Orinkley moved that the minutes of the February S, 1965
Edina Park Board meeting be approved as written. Vir. Diercks
seconded and the motion carried.

it was reported that the lrax,ering of 01 and #10 tee could be
done by Village crews as it: is too expensive to do .the a rk now by
bid. This work would be started about Septamber 15 When the Village
crews are slack and also causing less interference viitb the golfing
activities at Braemar. it: gas suggested that two teWorary tees.
be built in front of the will to eliminate the climb to the present
tees. There were some questions as to h a control could be maint-
ained with the use of two sets of tees. Several suggestions were
offered for controlling this problem but no action was takes.
Mr. Lewis moved it be recommended to the Council that the bids
be awarded to M. E. Kraft as f0llOws® gain 14 Green ($5,343.00);
stove 9 Tee 04,099.00); Level S OTeen ($3,075.00) for a total award
on the Breermr Golf 'Lmprovcments of $12,517.00. Mr. Diercks seconded
and the motion carried. no award was made on the bridge over #9
fairway.

Ift. DieTeks moved It be zecomiended to the Council that the
bid be awarded to H. E. -,raft for the Haigbts Park for a total
of $20,565.00. MT. Lewis seconded and the notion carried.
Mr. Rosland introduced to the Park Board 'Hr. Paul Flare Of
Brauer and Associates who has been working on tile Take Edina Park
plan. Mr. Rosland stated that this park has suddenly come into
focus because of the storm, :sewer project going into that area
this su=ner and the Engineering Department needs some of the park
acreage for a ponding area.
fir. yJare presented bis plan to the members and briefly
reviewed the plan. The plan provides for an open meadow and play
field, two -parking lots, tennis courts, a hockey rink and general
skating area, two slo-pitch softball fields (one to double as a
Little League baseball field), a baseball diamond with overlapping
football field, and a play area with equipment and shelter building.
A general discussion followed in which several questions were
raised regarding the park plan. it was pointed out that no formal
action was needed at the present time except approval of the ponding
area as shown on the plan so this could be used for development of
the storm sewer project. The members agreed to table the general
park plan until they could walk over the area this spring and look
at it more closely.
mr. Giebink moved for approval of the ponding area as shown
on the preliminary park plan submitted by Brauer and associates.
Mr. Lewis seconded and the motion carried.
Mr. xojetin reported Chat the E -H Ski Club, sponsored by the
Park. and Recreation Department, has taken its last ski trip; thus
closing the winter season fOT& the Park Department. It was also
reported that 61 volunteers were used, along with 40 paid workers,
to run the winter program. After some discussion, Mr. Lewis moved
for adop�ion of the following resolution:

WOREAs, the recreation program volunteers, during the winter
of 1964/65, made an uncomon contribution to the public good through
their unselfish, dedicated and tireless service to the Village Park
and Recreation Department;

TEM VILLAGE OF EDINA, That the winter recreation program volunteers
be recognized by this Board for their most heartfelt generosity.
1W. Crinhley seconded the resolution and the motion carried.
Mr. Ko jetin suggested tklat he felt a posey League should be
established in the Hockey Association for teaching the ;young boys
to skate and teach them beginning fundamentals of hockey. A
discussion followed in which the Board meibers felt that this would
be a worthwhile progrm and should be investigated for the 1965/66
program year.
F.T. Diercks reviewed with the park Boase menbers has report
dated March 8. 1965 (see attached. report).
A general discussion was held by the Board membeTS on the
recommendation by the Golf Committee for a change in Mr. Co spec° s
pro-Nanager arrangement with the Village of Edina.. XT. Couper
was hired on the basis of a flat salary with the Village gaining
the profit from the operat;Lon of the PTO Shop as opposed to
MT. CO6per operating the pro Shop for his own account. Basically,
Mr. Cooper is requesting that his arrangement be changed as such:
1. For the some 1,300 hours devoted to management only on
the basis of approximately 40 hours per week for ten
months, a basic salary of $4,500.00.
2. For golf professional services, a salary of $2,300.00.
3. pro to retain all: proffts from the pro sbop but pay the
salary for his assistant and other help in the pro shop,
storage area, etc.
4. Mr. Cooper agrees that if he exceeds a net of $10,000
from Braemar In 1965, he would pay the 'pillage 50% of
the excess for rents.
After much discussion, Mr. Lewis moved that Mr. Cooper's
proposed arrangement (as detailed in the attached report) be tried
for one year. ,Mr. Ci.e'bink seconded and the motion carried.
Discussion ensued concerning the reca endation Haat ladies
y play on. -Saturdays, $UtWays, and 'bol.idays after 1:00 P.M. 3t
was felt that this was too much of a restriction and WOW limit
the course too auch.
After much discussion, 'Nr. Djercks moved that on gaturldays,
Sundays and holidays Caen only be allowed until 12:00. P.N.' Mi:ted
foursomes allowed from 12:00 p,.m. on and women allowed from :1:00 P.M.
until closing. Mr. Crinkley seconded .and, the motion carried.

VI. ARTIFICIAL INCE FACILITY
Mr. Rosland reported to the Park Board haat Pyr. Nickolas had
contacted him Monday, March 15 and be will be in town Friday,
March 19 with a rough draft of his report. At that time be will
present dais.3rougb report to the Ice Committee for their study and
approval. By Tuesday, March 23 Mr. Nickolas will have the final
copy of his report ready. The Board members felt that as special
meeting should be called upon receipt of the completed report so
that the Board as a whole may study it and possibly come to a
decision because tiaras: is becoming an important factor.
Mr. Ro®land also reported that the Minneapolis Figure Skating
Club will be meeting with hiss this ween to discuss the possibility
of the Club -'using our artificial ice facility, if available.
Mr. Roeland stated that. the ower of Lot 11, Black .11,. Normaandaale
has contacted him regaardiaag the purchase of his property for $12,500.
It was pointed out that ai portion of this land is sander water and
this price was much too Haigh for a lot of this nature. ,also the Park
Department -already owns a complete,chain of Property around.west
Lake Cornelia and Lot 11, Block 1-2 is not needed four park in this
area.
Mr. Lewis mowed that Lot 11, Block 11, Normandaale not be purchased
at this time. Mr. Diercks seconded and the motion carried.

Mr. Stevens reported that lir. Lewis has accepted cha rmanebip
of the Permanent Shelter Building Committee with fir. Adams and
Mr. Jordan to work with Haim.: This committee will investi,ate the
kind of swelters to be built, costa, should toilets be provided, and
other related questions.
IE. TEEN CENTER
Mr. Eosland reported haat dances are being weld every Saturday
night either in the high school gym or is Dayton's Southdaale ,Auditorimn.
All thecae dances have been successful with the teenagers behaving
very well. t1r. Dick Nissen, as patrolman for the Village of Edina,
has been 'wired as manager for. the Teen Center can Saturday evenings.
