I. Mr. Giebink moved and Mr. Adams seconded that Section IV GOLF

April 13, 1964 Park Board ininutes be amended to read as follows:
Discussion ensued about the signature card and it was felt
by several men of the Park Ebard that the proposed relatively
high cost of the signature card could make it difficult to
close the course, reduce play if needed for protection of
the course during the 1064 season, and might welll discriminate
against many Edina residents unable or unwilling to pay the
proposed signature card fees. W. Giebink expressed the
opinion that the Paxk Board had an obliga'11-5-on to make the
municinal golf course available to all Edina residents on
a non-discriminatoxy basis. Mr. Pidams then moved that for
the 1964 season only, a signature card be sold for a nominal
lee (price to be left to the discretion of the Village officials,,
possibly $2.00-$5.00) and the green fees set fox the 18.-hola
,so-urse at $2.00 on weekdays and $2.50 on iweekends, and holidays
for a signature card holder) $3.00 on wieekdays and $3.50 on
weekends and holidays for a Pon -signature card holder: 2::Uole
cmc Urle at $1.00 on weekdays and $1.25 on weekends and holidays
for a signature card holder; $1.50 on weekdays and $1.75 on
weekends and holidays for a non-Ognatu-re card holder.

Mr. Adams wved that the minutes of the April 13, 1964 Edina
Park Board regular meeting be approved as amended and the minutes
of the special meeting of April 20, 1.964 be approved as written.
Mr. Giebink seconded and the motion carried.

Mr. Rosland reported to the Park Board that the registration for

dramatics and theate--r c3asses, golf and tennis instruction. This year
a tvack pxogram is being investigated and it is hoped it will be offered
and taught by a voluntleor fxo,a the Ed no High School. The go -314 lessons
will be taught this year at the Braemar Golf Course by H'---XXy Cooper.

Also adult activities tjill be promoted t--eith lessons in golf, tennis and
:qtr. Rosland invited the men of the Parlk -Pozrd to take a tour this
sum! -mer of our playgrounds and,. s,,,,Amming pool whle all the activities
are in session. The ruen wex-e interested in such a- toux;� but- will rot
make a definite tour date unt-il the next ragulaF mieeting in June.
111. GOLF CURSE
A. FEES AND CHARGES
Mr. Stevens presented to the Park Board a suninpry of all previously
presented material on fees and charges for the Braemaz, Golf Course.
Included in the report i,.ras a sunw.ary of operations, schedule of fees,
operating revenues, operating expenses, construction funds and operating
procedures* Mr. Stevens reported that this report has been presented
to the Council with the xecorazendation that it be adopted.
Ur. Cooper reviewed with the Board the operating policies including
vulch things as reservations, rain checks, special provisions for Edi ' na'
High School golf team, and junior rates -and privileges. NL. Diercks
raised the question of.bllowinq reservations to 4 e made six (6) days
in advance. He felt that many people do not know their schedule in
advance of six days anj therefore may not be able to get a reserved
time. Wr . Diercks suggested that the policy be changed to three days.
A discussion followed in Which'it was pointed out that Minneapolis uses
the policy of six days in advance quite successfully and cutting the
policy to three days might cause some problems. With these facts in
mind it was generally agreed that the policy should be left to six
days in advance.
A discussion vjas'geld on who should be able to make reservations.
There was a difference of opinion on Whether signature card holders
only should be able to make reservations or whether all Edina residents
should be given the opportunity to make reservations. The men of the
Board discussed all aspects in .regards to this problem on the matter
of reservations and several systems for tickets. After considerable
discussion it was the consensus of the men that the golfcourse
committee should meet with some of the morabers of the Council, Mayor
Bredesen, and Mr. Hyde, VIII.E-Age Manager to discuss these matters further.
Mr. Stevens asked Mr. Diercks, Chairman of the golf course committee,
to contact these people and set up a meeting.

D. R-ROGRESS REMRT
1 -.Ix. Rost -and stated that the golf course is Progress-ing quite
smoothly. Thex-e if.,as one pxoblem with the electTical whining in the
irrigation system but evexything has been cox.Tected and the lines
are now being tested. Mr. Stevens raised a question about the
trees at the course. He was concerned about some of the trees
dying. Ift. Rosland stated that about 10 of the trees have died and
are being removed. The rest of the IC'xees seem to have, a condition
called "Snowburn" but that he has been assured by Groguson's LTuxze-,,,y
that these trees will probably recover in a short time.
f -Aro Cooper discussed the progress on the clubhouse. He pointed
out that everything seerped to be progressing on schedule and looks
as though the contractor will meet his July I completion date.
Mr. Stevens raised the question in regards to fencing around the
goll' course to keep uni!4ianted vehicles of the playing course. After
some discussion as to vjhat- could be done, Mir. Stevens turned the
problen, over to VIr. Ada.ms to come up with recommendations for action.
