PARK BOARD MINUTES
OCTOBER 12, 1964
MEMBERS PRESENT: Messrs: Stevens, Crinkley, Jordan, Lewis, Diercks,
Robilliard and Jackson
STAFF PRESENT: Messrs. Mite, Hyde, Rosland, Kojetin, Bartz, Rannells,
Cooper and Miss Voss

I. Mr. Crinkley moved that the minutes of the August 14, 1964 Edina
Park Board meeting be approved as written. Mr. Lei7is seconded and the
motion carried.
II. PARKWOOD KNOLLS .
Kr. Rosland presented to the Park Board a revised plat of the
Carl Hansen development dealing with the park property south of*
Parkwood Knolls. Mr. Rosland stated that a plat had been accepted
at the August, 1964 meeting in which a pie -shaped piece of property
would be given to Carl Hansen in return for additional property
Along the east side of the park.
Since the Park Board approved the plat, it has been discovered
that there are some construction problems in the layout of some
streets and therefore a new plat had to be drawn-, On the revised
plat the lots adjoining the park property.have been lengthened and
chins moving Ca4fil..ac Drive north to alleviate 'engineering and
construction problems. This will give the Park Department more
property than tine. previous plat but will cut access to the park
from Cadillac Dtive down to 75 feet. However,. there is also access
on the west side cif 'the park on Londonderry Road.1k Mr. Rosland
pointed out that idle storm seder would have to be run through the
north edge of the park but would not interfer as'far as usage of
the park is concerned.
After some d:iscussion, Mr. Lewis moved to accept the revised
plat. Mr. Crinkley seconded and the motion carried.
Ili. GARDEN PARK

Mr. and Mrs. Robert Schafer, Mrs. F. J. Rose and Mr. Robert Cheney

stated that they were requesting that drainage of the subJect land

Z,jx. Rosland pointed out to the Park Board members the area in
question. lle stated that the problem lies in the fact that the storm
sewer drain is too high to handle run. off after a heavy rain. It w -'s
felt that this was an engineering problem bec; use this storm sewer is
Located on an ottlot and not in the park. Mr. Hite stated that lie
would be willing to to-ork with these people to eliminate this drainage
problem.
PURCHASE OF LOT -, CORE-NELIA PALRYK, WEST
lir. Rosland stated that the (rrnL er of Lot 5., Block 20 Norro.-ndalle
is wil ' ling to sell his property for $1'000. Mr. Rosland stated that
the park Department has been trying to pick up these lots as they
become avilable in the Cornelia Park West area. Mr. Hite reported
that only the rear 15 feet is under water and that the rest of the
lot is buildable.
Dr. Jackson moved that Lot 5, Block 20 Norruandale be purchased
for $1,000. Mr. Robilliard seconded and thee, motion carried.

Mr. Kojetin presented to the Park Board a Swimming Skills Comparison
Report comparing the wamber of those that passed a -ad failed from 1;aders
to senior life saving for the years 1962-1964. This report was requested
by the raen of the Board and after several questions in regard to the
report it -,.7zs accepted.
j,jr. j,,,Ojetjn also reported that we are now in our third week of
the Junior Football schedule. He stated that the registration has
increased over previous years and a new team had to be established
making nine lightweight teams and four heavyweight teams. Mr. Kojetin
stated that all the Guza safety classes have been cozpleted for this
fall with approximately 95 boys receiving certificates.

Mr. Robilliard, chair-mAn of th.e Hockey Committee, presented to
the Park Board members a me randum, dealing with a study of hockey and
other ice needs for the Village of Edina. The memo included a tabulation

of ear anized hockey, -witthka the Village for the 1963-64 season indicating,
the -various leagues, number of teams, number of players and the games
per week necessary to complete established schedules. The memo also
pointed out that the Village has seven hockey rinks with natural ice that
are unprotected from the elements and their ice is poor because of snow
and thawing around the edges from the sun's rays. It was suggested that
-these problems could be overcome by pro idi ag a roofed structure
defraying sun and sno-w and further permit the continued use of natural
ice. The memo estimated haat a structure of this type could be provided
at a cost of from $55,000 to $70,000, encompassing an area of 130' a. 200'
and providing a r:inic 85' x 185' with 15 feet for spectator space.
A general discussion followed in which the question was raised
whether this type of facility Irould meet the needs of the co inity.
The Board then request6d 11r. Rosla nd to check with com-unit-ies `ha-sr...19

cost of construction and other pertinent facts al ciut it. Mr. 5fe�aens
also asked the kockey Ca mittee to continue their` efforts an I thanked
them for the work they have done to date.
VII. G()LF COURSE
14r.. Hyde presented to the Park Board A memorandum concerning golf
leagues at Brae-mSr.. ale memo Point Deet ties fact haat there have been
fourteen requests.0r league play and most of the requests on f'i;le are
from business companies which are outside of Edinaa and which do .not claim
1.00'19 Edina-residgn.t membership. mr. Hyde pointed but that there are
-three groups that he and Ras. Cooper feel should be allowed to play.
They are the Edina Women's Golf Association, tie Howling Green Women's
Golf Association and the Edina Newcomer's Club. These leagues are
requesting Tuesday, Wednesday and Thursday pornings from 3:00 - 10:00
for tee -off times. The rates recommended are: 9es - $1.50'for a
patron and $2.00 for a aeon=patron; 18mh�, of - $2.00 for a patron and
$8.00 for a non -patron.
After some discussion Mr. Lewis moved that the Edina Women's.colf
Association, the Bowling Green Women's Golf Association and the Edina
Newcomer's Club be accepted for one year (1965) in League play.
Mr. Jordan seconded and the motion carried.
Mr. Cooper presented a memorandum to the Park Board concerning the
Braemar Golf Course.. The memo included a report on the golf course in
general., a list of suggested improvement projects on the course and a
list of suggested building projects in the pro shop and main. building.
Mr. Cooper's report was referred to the Golf Course Committee for further
study.
A set of financial sheets were presented that had been prepared on
the geslf course .by fir. Oal.en, the Finance Director. Mr: Uazlem's report
shored that as of September 30, 1964, $899,198.03 has been spent on
construction of the golf course. Fixed Assets as of September 30, 1964
listed a total of $37,287.07 including maintenance equipment, range
equipment, club house furniture, pro shop and concession Equipment.

Vne statement of Income and expease listed a total income of $43,942.45;
operational costs of $23,801.87 plus inter-ost on bonds of $19,800.00
total $43,601.87 thus making an operational lose of $43,601.87 for the
partial playing season of 1964. IlAs report is not final since it had
a cut off date of September 30 and operations are still continuing
through the month of October.
VIII. ICE FACILITIES WR BLA"KE ROAD
Mr. Stevens commented to the Board about as special meeting that
lie, Mr. Rosland and 'Ur. Diercks attended with residents living north
of Highway #169 and east of Blake Road in regards to park and ice
facilities. Va,.Stevens mentioned that these folks were interested
in working out something for the coming year in regard to ice facilities
as they are bordered by natural barriers and heavily traveled roads,
and other park property is -not easily accessible to them. He mentioned
to the Board that a committee of these residents were working with
Mr. Rosland to come up with some possible recommendations that the
Park Board could act on.
