1, Mr. Adams moved that the minutes of the 2iovember 9, 1964 Edina
Parti Hoard meetiing be appkoved as written. Mr. Gie-bink seconded and
the motion carried.
71. RECREATION .REPORT
Mt. Ro;jetin reported that the winter recreation program is well
underway. To dare appsoximstely 250 boys have registered for junior
Hockey. He stated that Saturday, December 12 vas the first slay of
registration for the skiing instruction wd girls figure skating. tie
have 291 registered in skiing and can vake only mine more registrations
and the classes will be filled. Also vie have 30 adults registered in
the adult instruction classes. We have 47 registered for girls figure
a) -.sting with approxi.-quitely 40 more expected the first clay of instruction.
Mr. Kojetia stated that last year the lessons were given at Pamela and
Nermandale Partys. 'no-eever, this year wo have eliminated Pamela and
added 52nd and Arden whieb has .-e larger rink..
Mac. Kojetin pointed out that speed skating instructions are being
g.Ive°n for the first time by Mr. Jerry Wager ast on the panda behind
his home near the Valley View Junior High School-
. Rosland pointed out to the Park Board the various rinks, lames,
and ponds that are maintained by the Park Department for skating. He
stated that the Park Deparment also is maintaining and staffing 11
watming.houses this year, wbieh is orae more than last year. Mr. Rosland
pointed out that the school administration now has given permission for
a free skating area by the Hien School hockey rinks and that an area
has been graded and flooded.

M'r. Rosland pointed out to thae Party Board gibers the area in
question. 1n a letter dated 14ovembea 23, 1964 from the Hennepin County
Highway Department, a proposed l� ynut of the diamond ramp interchange
for County State Aid Highway 13 wnd County Road 39 was submitted. The

Hr,. Rotland pointed out to the Board 4.07 acres located by the
Valley Vies entrance to Bram-fiar Idlien is Part Of the Harsh Estate.
This particular 4.07 acres -borders the cast-, side Of Valley Vier -7 RO-d
and the north side of c_.jr pbark boundary. zqr. Hite has been in contact
with fir. Ma;ckall.1 the attorney for, the Harsh Estate, in regards to a
sanitary sewer ease=nt- During these conversations, X -r- Hite
mentioned this particular. 4.47 acres and that tae Village might be

Hr. Ste vens reported to the Board on the joint Park Board -Council

of the project and the possible costs. Also pointed out was a 7 -year

dollars in the next seven ears. bir. Hite, who presented the plan to
the Counci.'l pointed out at the W-eting that tae reason for this Mud
Lake project coming to a head was the platting of febe Vert prQpertla
located at the easterly boundary of the pa:oposed lake area. After
such discussion at this joint racetin.8, tlae administrative staff was
asked to look into wbat the Bine-Mile Creek Watershed Board will
actually do for this project, to negotiate a firm coo ittment an the
price of the ° Jert property and to cbeck to see what is more expensive -
to build a road around this property or go througb it.
After cmpletiug his brief s a;y, Nr. Stevens asked Mr. mite
if any progress had been wade. lir. 111te stated that be has written
a letter to the dine -Bias Creek Watershed board asking them what their
Intens£oas are and also he is x;aiting for the condemation results
fr o the Highway Department uhich is condemning and buying property
In the Mud Enke area. He also reported that he is in contact frith
Mr. Wort iso 'regards to the cost of his property.
mr. Rosland reported that be has attended several meetings in
connection with the Edina Teen Center, Inc. He stated that Mr. Robert
Zuenzii, representing the higb-school rage members of The Colonial Church
of Edina as one sof their adult advisors, bas approached the Board of
Education for %regularly sebedt:led teen-age panties. Mr. Kuenzli is
proposing :`bat. a nonprofit corporation be formed under the Line of
Edina Teen Center, Inc., to prot:4de a regularly scheduled place of enter-
taiaa rat for the young people of diva -Morningside and of thechurch-
affiliated teen-age organizations in the villages. The corporation Trill
have a board of directors elected one each from the participating service
and religious organizations inEdina-XOrningsi.de, and will supervise
the activities of a student Teen Center Council, which will be elected
from the teenagers affiliated vita the school and churches of Edina-

the providing of insurance, the maintenance of fizancial accounts, payment
of salaries to coy-0poratiou employees, and similar matters.
It €,1as reported that to date the follo--jirag civic organizations and
churches have.indssated their willingness to particiPate or to consider
participation in the fs ation of tt.e corporation; The Lions Club,
The Optimists, The rotary, The High School pl'A, the village g0vernment
of Edina,, Colonial Church of Edina, Good Samaritan Methodist Church and
Church of Our Lady of Grace. the proposed schedule of operation is
every Saturday night between the hours of S and 12 P.M. and the proposed
location is the gymnasitim, system of Edina. High Sahoal. mr. Rosl.and
reported eh at the fust dance will be December 29 with subsequent dances
on jan'�ary 9, 3anuary 16, Jauaxy 23, February 6 and Feb nary 13. The
students will have an identification card and only those with these cards
will bre admitted. Any sof these people may kering a guest to the Teen
Center as a date. It was 1190 reported that this project has been
presented to the Council end they have voted to a°anderwrite the necessary
insurance for the Teen Center. After the first six stances, the Teen
Center will carefully evaluate its program and make recommendations as
to whether the program should be continued.
After much discussion as to the merits of this Teen Center,
)Vi . Cie'bink m. Ted that the °pazk Board coward Mr. Robert Kuenzli for
his efforts, give their %Yhole'hearted support in any possible way they
can and extend one of their gibers to the 'Keen Center Board if so
desired. Mr. Adams seconded and the motion carried.

that had p'raviously been submitted by the Hockey Building Committee.
W. Resi.-md .reported that he has written letters to Thief River Falls,
Cale rsi.ne, Roseau, War -road and Eaudette asking for i8fOrMatiGn concerning
their sheltered rinks.. Giebink raised the question of hoer a project
such as this uvula be financed. It was pointed out that there was
$$75,000 1ruovided in the seven-yoar program but anything beyond this could
have to be raised some other Way. Mr. Diercks commented that there was
to be a neeting with the Hayor and seveTal of the xesiderats interested

Mr. nite pointed out that 118ter se-avi" is being brought into the
Divir,iGu and Rutledge area under an assessment basis aaad therefore
$1,000 for water service at Division and Rutledge could be eliminated
from the capital iWeovements program. 11-°. Adams pointed out that only
one shelter building with toilet facilities should be built as a pilot
program and that the others should be held back until results Of the
first building crin be evaluated. Mj-4,. Rosland stated that this was the
understanding that be p:t.-eviously bad and that the building would be built
at Cc;untvjside Park. He explained that the 410,000 in the Capital
Improvements progrM, was g pveliT;jjnaVy estimate and that final Plans and
cost estimates would be submitted to the park Board before any building
Is done.
Mr. Diercks moved for approval of the 1965 Capital ImPrOlVeme-nts
progleM with the above noted m0dif icatiOns - Mr. &dams seconded and the
motion carried.

Mr. Diereks presented to the kark Board the report of the Yovember 15
meeting held zt BT-emMe with the Golf Course Committee and Mr. Cooper,
. Rannells and fir. Hyde. Most of the problems con, cerned the drainage
around 14 and 445 greens and the need for drinking viater on the course.
There were seven course revisia-,s presented by the staff at the meeting
and also the mention of lighting the driving range. Detail cost estimates
on all the above were to be.obtained and given to the Golf course Committee
prior to any action being taken.
IX. SGLU-IO14 TO RE-F&M JACKSON, � ND BEIPTOPAR PARK
. Rosland reported that Dr. Nickson, Chairman of the Park H'sming
Gomittee, has requested tat Jackson and Delmore Park be re -named
Gretchen S. Alden Park in memory of Gretchen S. Alden, who served the
Village far 21 years. This park was chosen because it is near Hopkins
where mss. Alden lived.
Ift. Giercks morved that the Council join with the Park Board in its
expression of tribute to the late Gretchen S. Alden by adopting the
foll(riing resolution:
WHERM, the ?ate Gretchen S. Alden, during her 21 yews of
employment uA th the Village of Seine, made an uncommon contribution
to the public good througb her unselfish, dedicated end tireless service
to the Village Government;

IWIMT, the Edina park Board does reccamend to the Edina Village
Council that the Public Park now know as Jackson and Pa re park be
re -n d CRETCM S. ALDEW PARK to memorialize for all time the
distinVaished public service of Gretchen S. Aiden and that a plaque be
erected in the Park in her honer.
Mr. Giebiuk seconded the motion and it unanimously carried.
