EDINA CITY HALL MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Chair, David Runyan, Rose Mary Utne, Len Olson MEMBERS ABSENT: Robert Hale, Chuck Ingwalson STAFF PRESENT: Kris Aaker Jackie Hoogenakker I. APPROVAL OF.THE MINUTES: II. NEW BUSINESS: B-92-31 Dr. and Mrs. John Cardle 4700 Wilford Way Edina, MN 55435 Request: A 10 foot front yard setback variance Ms. Aaker informed the Board the subject property is a vacant lot located north of Crosstown Highway, east of Wooddale Avenue and south of where Garrison Lane terminates into a cul-de-sac. The lot in question is deep, however much of the buildable area is occupied by wetland area. The proponents are hoping to construct a two story home with a 1166 square foot building foot print to be located less than the minimum front yard setback required as set by the existing average frontyard setbacks along the block. Ms. Aaker concluded the existing circumstances would suggest that the petitioned variance would maintain and preserve continuity along the block. Staff believes the proposed alternative is more desirable than locating the home closer to the lake. Staff recommends approval of the submitted variance. 1 Mrs. Cardle, proponent was present. Mr. Bill Bonner, architect representing Mrs. Cardle was present. Mr. Bonner explained in his opinion if the proposed house were to be constructed to the rear of the lot it would not "fit" the neighborhood as well as the presented plans. He noted there have been no objections from neighbors and they have indicated house placement farther from the pond areas is more desirable. Mrs. Cardle also noted the cul-de-sac cuts into the lot very severely and if the cut were not so deep there would be no need for a front yard setback variance. Mrs. Utne moved approval subject to plans presented. Mr. Olson seconded the motion. All voted aye; motion carried. II. OLD BUSINESS: B-92-18 Jim and Nancy Schaffhausen 4503 Golf Terrace Lot 2, Block 2, Hansen and Parks 19t Addition Request: An 8 foot rearyard setback variance Ms. Aaker reminded the Board the Schaffhausen's proposed an attached garage addition that required a 1504" rearyard setback variance. Since then, the proponents have revised their plans and have submitted a revised plan that seeks an 8' rearyard setback variance. The new design proposes a 2218" addition to the existing building. Mr. Kosmas, the architect was presenting the proponents. With graphics Mr. Kosmas explained the revised plan. He pointed out the depth has been increased to allow additional storage in the western portion of the building instead of storage in the south part of the building. This change has decreased the setback variance to 81. Mr. Kosmas said that again, he believes that this solution is superior to a proposal to construct a detached garage entirely within the rear yard. A detached garage is not consistent with what is found along Golf Terrace. Mr. Runyan agreed that a detached garage does not fit the neighborhood as well as an attached garage but anything constructed, attached or detached really punches into the "mall area" behind these houses. E Mr. Kosmas said he understands the concern of the board but stated the proponents desire to have the addition. The house was built in the 1920's and the proponents desire to have a 19901'.s home and garage. Mr. Schaffhausen pointed out to the board that the immediate neighbors prefer the attached garage that requires a variance versus the detached garage that does not require a variance. He concluded that he believes as stated by Mr. Kosmas that the attached proposal is superior to the detached garage alternative. Mrs. Utne stated that the proponents have reduced the rearyard setback and acknowledged that granting the variance may provide a more superior solution to the conforming solution of a detached garage. Continuing, Mrs. Utne added she agrees with Mr. Runyan, the open area to the rear of these homes will be impacted concluding she can support the request as presented stipulating that all materials must match the existing structure Mr. Olson moved approval for an 8' rearyard setback variance subject to the condition that the materials must match. Mrs. Utne seconded the motion. All voted aye; motion carried. III. ADJOURNMENT: The meeting was adjourned at 6:00 p.m. IAl 3
