HomeMy WebLinkAbout1994 04-07 Zoning Board of Appeals Meeting Minutes RegularMINUTES OF THE REGULAR MEETING OF THE EDINA ZONING BOARD OF APPEALS HELD ON THURSDAY, APRIL 7, 1994 5:30 P.M., MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Lee Johnson, Nan Faust, Ann Swenson MEMBERS ABSENT: Rose Mary Utne, Len Olson STAFF PRESENT: Kris Aaker, Jackie Hoogenakker I. APPROVAL OF THE MINUTES: Mrs. Faust moved approval of the December 2, 1993, meeting minutes. Mrs. Swenson seconded the motion. All voted aye; motion carried. II. NEW BUSINESS: B-94-12 Joseph & Kelly Jasper 4612 Lakeview Drive Lot 5, Block 4, Golf Terrace Heights Request: A four foot frontyard setback variance for a front entrance overhang with posts. Ms. Aaker informed the Board the subject property is located on the north side of Lakeview Drive, south of Golf Terrace and east of Lake Harvey. The property consists of a two story home built in 1948. The homeowner's are in the process of remodelling and adding onto their home which includes a third garage stall, a new front entry, family room and expanded kitchen. All aspects of their home remodeling conform to ordinance requirements with the exception of a new front entry. The new entry is proposed to encroach four feet into the established frontyard setback. Ms. Aaker explained the existing front stoop currently has no protection from the elements. The homeowners have indicated they are hoping to accomplish a covered front entry to protect visitors to some degree from the elements, and also to enhance the appearance of the front facade. Currently, the front face of the home has little relief with the exception of window placement. Ms. Aaker concluded lately it has become popular to "dress up" the front facades of homes as proposed by the applicant. The Zoning Board of Appeals has recently over the last year and one half heard a number of similar requests. Staff supports the request as submitted, provided matching materials are used in the addition. The proponent, Mr. Jasper was present. Mrs. Faust questioned Ms. Aaker if the front overhang can be extended. Ms. Aaker responded the front overhang can be extended to three feet. Mr. Johnson asked what the average frontyard setback of the block is. Ms. Aaker explained the average frontyard setback along this block is 41.3 feet. Mrs. Faust asked if neighbors have expressed an opinion. Mr. Jasper said to date no neighbors have objected to the proposal, and have expressed approval of the plans. Mr. Jasper added the front of the home needs to be "dressed up". Mrs. Swenson asked what materials would be used on the exterior. Mr. Jasper said wood shakes. Mrs. Swenson questioned if the columns would also be of wood. Mr. Jasper responded that the proposed columns would also be constructed of wood. Mrs. Swenson asked Mr. Jasper what roof materials would be used for the overhang. Mr. Jasper said the roof overhang would be shakes. Mrs. Swenson questioned if the gray can be matched. Mr. Jasper responded the gray of the shakes can be matched. Mrs. Faust moved variance approval subject to the use of matching materials, with the suggestion that the materials used for the overhang match the existing roof. Mrs. Swenson seconded the motion.
