HomeMy WebLinkAbout1997 04-03 Zoning Board of Appeals Meeting Minutes Regular (2)MINUTES OF THE REGULAR MEETING OF THE EDINA ZONING BOARD OF APPEALS HELD ON THURSDAY, MARCH 6, 1997 5:30 P.M., EDINA CITY HALL MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Mike Lewis, Chuck Ingwalson, William Skallerud MEMBERS ABSENT: Rose Mary Utne, David Runyan, Don Patton STAFF PRESENT: Kris Aaker, Jackie Hoogenakker 1. NEW BUSINESS: B-97-6 John and Francie Shrank 4602 Drexel Avenue Lot 2, Block 7, Country Club District Zoning: R-1 Request: A .2 foot sideyard setback variance to convert a garage to living space and a .785 foot north sideyard setback variance for a bay window Ms. Aaker informed the Board the subject property is located on the west side of Drexel Avenue south of Bridge Lane, consisting of a two story English Cottage style home. The house has an attached two car garage located behind the home and a detached single stall garage located in the south west corner of the lot. The homeowners are hoping to convert the existing rearyard attached two car garage into a family room and add onto their existing one car garage to accommodate two cars. Ms. Aaker explained the attached garage is located 4.8 feet from the north property boundary. The minimum setback is five feet. The garage is considered a legal non -conforming structure and may remain garage area without need for a variance. Conversion of the garage into a family room from passive storage to active living area would require a variance. The varance required for 2 '/2 inches, is due to an existing non -conforming setback and is very minimal in scale. Ms. Aaker asked Board Members to note the homeowners are also requesting a variance of .785' to accomplish a bay window on the north side of the house. The Zoning Ordinance allows for bay windows to encroach into sideyards up to within three feet of the sideyard, however, they may not extend to the floor. The proposed bay window is proposed to extend to the floor. Ms. Aaker concluded given the minimal scope of the variances staff supports the request as submitted. The proponents Mr. and Mrs. Shrank were present. Mr. Lewis questioned if with the addition lot coverage becomes an issue. Ms. Aaker said lot coverage is not an issue at present, but the proponents should be aware they will not be able to add onto their home in the future, or a lot coverage variance would be required. Mr. Lewis asked the proponents if they shared their plans with the immediate neighbors. Mrs. Shrank said they brought their plans over to their immediate neighbors for review, and no one indicated a problem with the proposal. Mr. Skallerud stated in his opinion the proposed addition in unobtrusive, and meets the hardship criteria. Concluding, Mr. Skallerud stated he supports staffs recommendation. Mr. Ingwalson asked Ms. Aaker if it is possible for the proponents to cantilever the bay window. Ms. Aaker explained the bay window is cantilevered, but it is cantilevered at floor level, so it is considered an encroachment into the sideyard setback area. Mr. Lewis moved variance approval subject to the plans presented, and the use of matching materials. Mr. Skallerud seconded the motion. All voted aye; motion carried. 11. ADIOURNMENT: The meeting adjourned at 5:50.
