HomeMy WebLinkAbout1997 10-02 Zoning Board of Appeals Meeting Minutes RegularMINUTES OF THE REGULAR MEETING OF THE EDINA ZONING BOARD OF APPEALS HELD ON THURSDAY, OCTOBER 2, 1997 5:30 P.M., MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Chair, Rose Mary Utne, Ann Swenson, Meg Mannix and John Lonsbury STAFF PRESENT: Kris Aaker and Jackie Hoogenakker I. APPROVAL OF THE MINUTES: The minutes of the August 7, 1997, meeting were filed as submitted II. NEW BUSINESS: B-97-51 Brian and Leslie Olsen 5117 Arden Avenue South Lot 9, Block 4, Brucewood Request: A 5 foot frontyard setback variance for a front overhang with posts Ms. Aaker informed the Board the subject property is located north of West 52"d Street and east of Arden Avenue consisting of a pie shaped lot with a one and one half story home with an attached two car garage. The homeowners have planned an extensive remodel of the home to include a new screened porch, a storage bay for the garage, dormers in the second floor, and a front stoop with columns and overhang. Ms. Aaker explained the property enjoys a wide curving continual frontage along Arden Avenue. The wide frontage exposes all of the front face of the home as well as some of the side walls of the home to Arden Avenue. Ms. Aaker pointed out the Ordinance indicates all new additions to a home must match the setback of neighboring properties or maintain the average frontyard setback that is occurring along the subject side of the block between intersections. The only addition to the home that extends beyond the existing front building wall is a front entry overhang with posts that will extend five feet four inches beyond the front face of the home. All other improvements are located behind the front building wall of the home. The architect has indicated that the average frontyard setback along the block is 47.1 feet, which would require a setback nearly half way through the home. The existing setback of the home is approximately 30 feet. The front entry overhang with posts will be located behind the existing front setback. Ms. Aaker concluded frontyard setbacks occurring along the block vary greatly, between 30-70 feet. Arden Avenue curves with the subject home actually facing southward orienting more towards West 52nd Street than Arden Avenue. All of the improvements including the front porch entry will still be located behind the existing closest corner of the home. Staff supports the request as submitted. The proponents, Mr. and Mrs. Olsen were present. Mrs. Swenson questioned the reason the front storage area isn't included in the setback requirement. Ms. Aaker stated that is a good point, adding in calculating the setback for the storage area in relation to the curve of the street the proposed front entryway only requires a frontyard setback variance, the storage area complies. Mr. Patton said he does not have a problem with the proposal as presented, but wants the proponents to know the front entryway cannot be enclosed. Mr. Patton moved variance approval subject to the plans presented and the condition the proposed front entryway remains unenclosed. Mrs. Swenson seconded the motion. All voted aye; motion carried. B-97-52 David and Sharon Crockett 5724 Beard Avenue South Lot 5, Block 1, Brookline Ist Addition Request: A 4 foot frontyard setback variance for a front entry overhang with posts Ms. Aaker informed the Board the subject property is located on the west side of Beard Avenue South consisting of a 1 Y2 story home with attached single stall garage. The home owners are hoping to install a front overhang with posts and railing over a new front stoop. Currently there is no overhang over the front doorway. The applicant has indicated that the fronts of all of the homes on the West side of Beard Avenue between 57th Street and 58th Street are equal distance from the street. The homeowners are hoping to extend a front porch overhang with posts four feet into the 35 foot front setback area. Ms. Aaker concluded the variance is minimal in scope and scale and would have little if any impact on neighboring properties. Staff is supportive of the request.. The proponents, Mr. and Mrs. Crockett were present. After a brief discussion Mrs. Swenson moved variance approval subject to the plans presented and the condition that the front entryway remain unenclosed. Mrs. Mannix seconded the motion.
