MINUTES OF THE SPECIAL
HEFTING OF THE EDINA PLANNING COMMISSION
HELD ON WEDNESDAY, MARCH 16TH, 1955, AT
7:30 P.M,, IN THE EDINA VILLAGE HALL.
Members Present: Edwin W. Krafft, Chairman., A1. Hiatt, Wm. W. Lewis, Lee Todd
Rudy Lofgren, Richard Jame; Bud Law, Planning Consultant
and Joseph Zikan, Acting Manager -Engineer.
1. Minutes of the meeting of March 2nd, 1955, were approved.
2. Hegring on the replatting of Blocks 1 through 19, except Block ll., in
Normandale Addition,, was called to order by Mr, Krafft, who asked that
someone represent the group desiring the replatting and that he limit his
talk to fifteen minutes, after which someone representing the opposing
group could do the same.
Mr, Don Anderson, 3624 Pillsbury Avenue, owner of several lots in Normandale
Addition, spoke first, stating that there are approximately 100 lots involved,
two of which have already been replatted and eight of which have been divided.
He presented a petition signed by 42 owners, 27 of whom live in Normandale
Addition, asking permission to replat, provided the fats in such replats
comply with and meet the requirements of the zoning ordinance of the Village,
dated October 22, 1951, He said there are about fifty homes in the area
now, forty-four of which are occupied by owners.
Mr. Bill McMahon, builder, who lives at 6201 Parnell Avenue, spoke next,
stating that he felt that the Planning Commission -had established a precedent
a few years ago when they allowed two people to replat by splitting lots in
half, making them 1211 by 1431. He stated that he has built nine or ten
houses in the area and that he was sure, if he took a poll of the people
living there, that he could bring in quite a few who would be willing to
continue with the platting into half lots,
Don Anderson again took the floor and stated that he proposed to cut the
lots into smaller frontage because of the tax burden which would be imposed
on them. He quoted sewer and water tax figures which he said would total
approximately $425 per year per lot for special taxes only.
Mr. Stan Thomas, 6200 Virginia Avenue, said he is not in favor of breaking
it up into smaller lots and consequently, smaller homes. He said he thought
there were about twenty-five people living on their own property in the area
and felt sure most of them feel the same way he does,
Mr. Krafft called for a vote of hands and of those people who live in the
area, eleven were in favor of replatting and seven were against replatting
into smaller lots.
Mr. Beryl White, 6200 Concord Avenue, was opposed to the replatting into
smaller lots and said he felt that the Planning Commission has an obligation
to those already living in the area to leave the lots at 120 foot frontage.
Mr. Clyde Parton, 6208 Concord Avenue, said he bought his house for the very
reason that it was on a l20 foot lot and will sell if it is replatted into
SO foot lots. He said he thought Mr. Anderson's figures apply to people who
chose to come in later and not to those who live there now.,

Ar. Jack Haverly, 4613 Concord Terrace,a contractor, said he subdivided
the area between `Ilood.dale end Concord Avenue at 58th Street. He thinks
120 foot sots are too large for the average persona
Mr. Clemens Petersony 6408 Ryan Avenue,.likes the area as it is and is
against breaking it up into smaller lots. He does not wish sewer and water,
Mr. Bill McMahon, 6201 Parnell, Avenue, Building Contractor, said he is not
in favor of replattinga He has built nine or ten houses in the area and said
he found no one who complained about the size of the lot. He says his taxes
are $329 and does not feel that they are excessive,
Mr, Frantz Klodt, 6208 Sherwood Avenue; Building Contractor, said he owns
three lots which he would like to subdivide and is in favor of replatting
into 80 foot lots, especially in open spaces, He said this acreage was
platted into 120 foot lots about twenty years ago and that people moving
out here now wanted smaller lots.
Mr. Wm. Krafft, 6501 Ncrmandale, bought three lots some years ago, replatted
them in 191+1, built a house and lives on one lot now and gold the other two,
Mr. Albert Huber, 6409 Parnell Avenue, bought three lots a oouple of years
ago and feels that they should have some consideration. He is in favor of
replatting because he says people won't buy such large lots,
Mr. Richard Soderberg, 6557 dormandale Road, lives on the South half of Lot
5, Block 16, which he bought in 1944. He does not wish to see any subdivi—
sion that would jeopardize his property. He thinks the subdividing should
be considered on an individual basis.
Mr. Chapman, who lives in Minneapolis, bought three full lots between Ryan
and Sherwood at 64th Street in 1928q He sold one of these to Rudy Lofgren
and later sold another lot but has tried without success to sell the third
one and feels that 80 foot lots are adequate and should give at least twenty
feet between homes,, He lives on a 68 foot lot on Cedar Lake and says he
does not feel crowded,,
Mr. J. Robert Swenson, 6425 Ryan Avenue, has no objection to the replatting
to 80 foot lots; however, he laves on a.120 foot lot and feels that they are
entitled to some consideration. He was more concerned about the size and
value of the houses to be built than with the size of the lots.
Mr. Parton again took the floor and said he felt it would devaluate the
property if it was subdivided into small lots.
Mrs. Koester, 6209 Sherwood avenue, owns 1 acre, is in favor of subdividing
and wants to sell the other half of her lot.
Mr. Gray, who bought his two 80 foot lots from Mr, Wm. Krafft, 6501 Normandale,
has no objection to the repl.attingo
Mrs. Lofgren stated that, since she had voiced her objections at the last
meeting and still felt the same, she did not feel it necessary to say any
more about it.
Mr. Krafft announced that the hearing was olcsed and that those concerned
could leave if they chose, (see Item 11).
3. Mrs. Code's Preliminary Plat of property between Valley View Road and West
60th Btreet was again considered. Mr. Law and Mr. Zikan recommended
approval on the strength of the hew Ordinance just passed by the Council
with reference to hardship cases. Motion was made, seconded and carried
to recommend approval.
4. Mr. Cardarelle presented the Preliminary Plat of Portercrest, also tabled
at the last regular meeting. Mr. Law and Mr. Zikan recommended approval
subject to developer including Code Avenue in the grading and graveling of
the plat.
Motion was made, seconded and carried to recommend approval of this as a
Preliminary Plat.
5. Mr. Cardarelle presented a Final Plat of James A. Roberts Estate, West of
Wilryan and between West 62nd and 63rd Streets. Approval was recommended
subject to proper signatures being obtained, bond for road construction
including Code Avenue and proper cross sections. Mr. Bogen said he would
build a road. Motion was made, seconded and carried to recommend approval
of this Final Plat,
6, Mr. Stow's letter requesting rezoning of an area South of West 70th and East
of the Railroad (the old Dan Patch R.R.) tracks was read, Mr, Stow said
this property is submarginal in character and a good part of it is not adapt-
able for residential development, therefore he would like it zoned commercial.
Recommendation was made to make a study of the entire area to be rezoned.
Motion was made, seconded and carried to refer this matter to Messrs. Law
and Zikan for .further study and recommendation, Mr, Lewis suggested that
this study include anything that has any relation to this area being con-
sidered.
7. Final Plat of Grandview Plateau, being a replat of smaller lots into larger
ones, was presented. Approval was recommended subject to an engineering
check. Motion was made, seconded and carried to approve this Plat subject
to the engineering check.
8. Final Plat of a Rearrangement of Lots 27 through 33, Block 7, Southdale
1st Addition, being Mr. Lampets Subdivision of seven lots into six, was
presented. Approval was recorrmended subject to an engineering check.
Motion was made, seconded and carried to approve on this basis,
9. Preliminary Plat of Walnut Ridge, Mr. Simeas development, was presented with
a recommendation that action be deferred pending submission of the topography,
land survey showing relationship to existing land lines and adjacent platted
property. Mr. Lewis moved to recommend that action on this plat be deferred,
Mr. Todd seconded, all in favor and motion carried.
10. Mr. Zikan showed Planning Commission a drawing of the proposed relocation of
County Road 18 between State Highway #169-212 and Nine Mile Creek to the
North. It was suggested that Planning Commission recommend to the Council
the alignment and right of way widths indicated on the County Highway Depart-
ment Plan referred to in their letter dated March 7th and covering the widen-
ing and relocation of County Highway 18 be approved. It was also suggested
that the Building Inspector be instructed to avoid issuing any building per-
mits that are in conflict with the right of way lanes as shown.
11. Discussion on the Hearing with regard to replatting of lots in Normandals
Addition was resumed, Mr, Krafft read two letters which had been received
from owners who were unable to attend the hearing.

Mr. Hiatt made a motion to recommend to the Council that they maintain the
120 foot frontage and reject the replat which shows the 851 x 1221 lots,
in order to respect the wishes of the people who have homes in Normandale
Addition. Normandale Addition, which is a very desirable part of the Vill—
age, should have a normal development and cutting the lots into 80 foot
frontage would create a detriment to the property owners. The cutting of
these lots into half, but still leaving a 120,foot front, should be taken
into consideration.
Mr. Todd seconded the motion. On vote, Messrs. Hiatt and Todd were in favor,
Mr. Lewis was opposed, Mr. Jamme was opposed, Mr. Krafft voted to maintain
the 120 foot frontage and Mr. Lofgren was in favor of it but preferred to
abstain from voting on the grounds that he lives in Normandale Addition.
Motion to deny the petition to rezone was carried.
Members were reminded to be ready to vote on the revised Platting Regulations
at the next regular meeting.
There being no further business to Some before the Planning Commission,
meeting adjourned at 10 P.M.
