HomeMy WebLinkAbout1955 04-06 Planning Commission Meeting Minutes RegularA P MINUTES OF THE REGULAR MEETING OF THE EDINA PLANNING CWJSSION HELD ON WEDNESDAY, AFRIL 6TH, AT 7:30 P.M. IN EDINA VILLAGE HALL. Members Present: Leonard Odell, Acting Chairman, Wm. W. Lewis, Rudy Lofgren, Richard Jamme; Bud Law, Planning Consultant, Joseph Zikan, Acting Manager—Engineer and Don Lofthus, Assistant Engineer. 1. Minutes of the meeting of March 16th, 1955, were approved, 2. Mr. Leonard Odell, acting as Chairman, read Mr., Hiatt's letter in regard to the Normandale development and it was placed on file, Mr. Odell then called for a voce of hands on the question of replatting and there were three against and seven in favor of replatting into smaller lots. He then asked that a spokesman for each group state their reasons and Bill McMahon representing the group opposing the replatting, said their man objections were that it would be establishing a precedent, that there has never been any potential for sewer and water out there and that they felt that if it were left as it is, it would develop just as fast as if it were split into 80 foot lots,, He said he thought Planning Comission should consider the matter thoroughly before recommending and also felt that if the'lots were split into irregular- size, ksome can't possibly be reduced), that the matter of taxes should be pro—rated and based on the number of houses in the area instead of on the front footage. Mr. Don Anderson spoke next and presented a few additional names on a petition requesting the replatting into smaller lots, He stated that of the 46 owners living in the area, 29 of them,. or 63 percent,,have signed the petition.- He said that the average house in the Normandale Addition was valued at $1.7,400 compared to the average house in Edina of $24,000, and that people who live in this type of home could not afford the taxes that would be imposed on them when sewer; water and other improvements are made. Mr. Addy of Addy Construction Company, who owns all of Block 9, Normandale Addition and some property in Block 18, also asked for consideration in replatting his proper'y into smaller lotso Mr. Roy Anderson, who lives in Normandale Addition on a 120 foot lot, is against replatting. Mr. Clyde Parton, who lives at 6208 Concord Avenue, is also against the replatting© Jack Haverly, a contractor, who lives on Concord Terrace between Concord and Virginia Avenues, is in favor and felt that the people who would be affected by sewer and water would be in favor of smaller lots,, Rudy Lofgren said that he would refrain from voting on the replatting, since he lives in the Normandale Addition and would be affected by it. Since three memoers of the Planning Commission were absent, -this left three' to vote on the question of replatting„ However, Mr. Hiattfs letter was considered as a vote for replatting and Mr, Krafft said he would favor it. Mr. Lewis made a motion that Planning Commission recommend to the Council that developers in the entire Normandale Addition be permitted to rep]at into smaller lots. Mr. Jamme seconded the motion, and motion carried. o • 2. Cont'd Mr. Anderson then asked for a vote on his plat and Mr. Lewis moved that Mr. Andersonts Preliminary Plat be accepted by the Planning Commission„ Mr. Jamme seconded and the motion carried. 3. Mr. Roy Peterson's Preliminary Plat of Bircherest 4th Addition, being property between Hansen Road and the Railroad right of way, just South of West 60th Street, was considered. Messrs. Law and Z.ken recommended approval. Mr* Lewis moved to accept this as a Preliminary Plat, Mr, Janine seconded, all in favor and motion carried. 4. Preliminary Plat of Mikulay's Addition, which is South of Valley View Road and West of Highway #100,, was presented. This was a substitute for the Plat that was considered at the January 5th meeting. Approval was recommend- ed. Motion was made, seconded and carried to recommend approval of this plat to the Village Council. 5. Roy Petersonts Preliminary Plat of Wymants property just North of Valley View Road and West of Wyman Avenue. Mr, Peterson explained that he is only interested in platting Lots 1, 2 and 3, Block l and Lots 1 through 5, Block 2, at this time. Approval was recommended subject to satisfactory street grades, a turnaround being provided and dedication of the North half of West 62nd Street. Motion was made; seconded and carried to accept this plat subject to the recommendation, 6f Mr. Simets Preliminary Plat of Walnut Ridge II Addition was presented and approval was recommended subject to a change in the lot sizes on the West side of Walnut Drive to provide a minimum width of 90 feet. Motion was made, seconded and carried to recommend approval subject to the legalizing of the lot sizes. 7. John S. Gullickson presented a Preliminary Plat, being Tract D of a Register- ed Land Survey. Approval was recommended subject to satisfactory street grade being provided, drainage easement to the South and Outlot A being dedicated to the Village. Motion was made by Mr. Jamme,, seconded by Mr. Lewis, to accept the Plat and recommend approval subject to drainage and that Outlot A be dedicated to the Village. All in favor, motion carried„ 8. Roy Peterson's Preliminary Plat of the Cornelius property, located South of 61st Street and East of France Avenue. Approval was recommended subject to satisfactory road profiles and an engineering check. Motion was made by Mr. Lewis, seconded and carried to approve this Plat subject to the ex- ceptions. 9. Sidney W. Thomast Preliminary Plat of the East half of Lot 40, Warden Acres, was presented by Mr. Zikan, who called attention to the fact that, while the lot has ample depth and area, it does not have sufficient frontage, and that the garage would be located just one foot from the new property line. Mr. Law cited the fact that Council requires a public hearing in all cases where the lot sizes are less than the minimum requirements. Mr. Lewis recommended that this be referred to the Council with the recommendation that garage be moved to allow five feet between the garage and the lot line. 10. Mr, Alois H, Geis, who lives at 4015 Wood End Drive, presented a Preliminary sketch of his property located just South of the turnaround at Wood End Drive. Inasmuch as Lot 2 has only 20 foot frontage on a public street, approval -was not recommended. He also told them that there was no reason why they could not go directly to the Council, however, if they wish. It was suggested that Mr, Geis bring in a Preliminary Plat which Mr. Zikan could recommend approval of before the next meeting, 11. Les Andersonrs Preliminary Plat of Meadow Wood Addition to Edina Highlands, which is West of Mirror Lakes and South of Ayrshire Boulevard. Approval was recommended subject to satisfactory road profiles. Mr. Lewis moved to recommend approval subject to the recommendation of the Engineer, Mr. Lofgren seconded, all in favor and motion carried. 32* Roy Petersonts Final Plat of Birchcrest III Addition was presented with a recommendation for approval subject to proper signatures, bond for graveling and an engineering check. Motion was made by Lofgren, seconded and carried to approve subject to the exceptions. 13. Final Plat of Lokents III Addition, located at 60th Street and Xerxes Avenue. This Preliminary Plat was approved at the March 2nd, 1955, meeting with the exception of those lots facing Xerxes Avenue which were less than the required width. Lot 1 on the Final Plat is shorn as 56 feet in width, which is less than the minimum required; however, it is noted that houses exist on narrow lots on both sides of Lot 1 and therefore approval was recommended on grounds of hardship. Mr. Lewis moved to accept and approve this Plat, motion was seconded, all in favor and carried. 149 The proposal of Mr. Chapman was presented to the Planning Commission for in- formation. This covered the Janda at the South end of the Village and just East of Normandale Road where apartment buildings, a motel, and a gas station are proposed. Mr. Stow is requesting rezoning on a strip of land East of the Railroad and South of West 70th Street. Mr. Law presented the portion of the study he is making of this area and Mr. Stow requested action on this study as soon as possible. No action taken at this time. 15. Final. Plat of Idylwood Second Addition, located just East of Blake Road and North of Highwood Addition. Approval was recommended subject to an engineer- ing check and proper signatures on the plat. Mr. Jamme moved to recommend approval subject to making Lot 4 an Outlot, proper signatures and an engineer ing check. Motion seconded, all in favor and carried. 16. Preliminary re -plat of Lots Us 12, 13 and 14, Paul Wind Christopher Addition, was presented with a recommendation for approval. Motion made, seconded and carried to approve this as a Preliminary. 17. Mr. Ernest 0. Swanson presented a sketch of his property with a proposed building to be used for a Cabinet and Woodworking shop, with a request for rezoning to allow a woodworking shop. Planning Commission recommended that Mr. Swanson make a further study of this before the next meeting. 18. Mr. Harmon Ogdahl of Town Realty presented a Preliminary Plat of property South of West 60th and West of York Avenue. The recommendation was that action be delayed pending submission of topography and road profiles, an easement for cul-de-sac at the South end of York Avenue and for reasons of circulation, to provide for the dedication of West 63rd Street along the South edge of the plat. Mr. Lofgren made a motion to accept this Preliminary Plat., Lewis seconded, all in favor and motion carried,
