IN ZDINA VILLAGE HALL. Members Presents Edwin W. Krafft, Chairman, A. H. Hiatt, Wm. VT. Lewis, Lee Todd, Leonard Odell, Rudy Lofgren and Richard Jamme; Bud Law, Planning Consultant, Warren C. Hyde, Village Manager and Joseph Zikan, Village Engineer. 1. Minutes of the meeting of April 6th, 1955, were approved. 2. Mrs. Codecs Final Plat, Codecs 1st Addition, located between West 60th Street and Valley View Road, just East of Highway #100, was presented for approval with a. recommendation from Messrs. Law and Zikan for approval subject to an engineering check. Motion was made, seconded and carried to approve on this basis. 3, Jack Haverly's Final Plat, a Replat of Block 10, Normandale Addition, located between 63rd and 64th Streets from Concord to Virginia Avenues, was presented. Approval was recommended subject to an engineering check, opening of West 63rd Street and graveling of the South half of West 63rd Street and the East half of Virginia Avenue, or a bond for the graveling. Motion was made, seconded and carried to recommend approval subject to the above exceptions. / 4. Request of Ernest 0. Swanson to rezone Lots 15 and 16, Block 1, Brookside Heights, to commercial, was read and considered. Mr. Zikan recommended rezoning to Community Store, subject to a proper sketch with all dimensions shown and proposed usage of Lot 15, also State Highway appr4'val. Mr. Lewis suggested that this property be rezoned Community Store in keeping with the pattern that has been set for this particular district and -made a motion to this effect. Motion was seconded and carried to recommend to the Council that this property be rezoned Community Store. 5. Mr. Lee Nein presented a preliminary sketch of his property at the corner of 60th and Bernard Place, being Lot 13, Block 1, Code's Highview Park., After discussion, it was suggested that as long as there is an easement being cork., sidered for the center of the block for a 60 foot street to go through, it would be advisable to divide the property exactly in half instead of the way it was proposed. Motion was made, seconded and carried to accept the pre— liminary sketch and refer it to Messrs. Law and Zikan for further study. 6. A plan for widening Trunk highway #100, prepared by the Minnesota State Highway Department, was studied and approval was recommended. Motion was made, seconded and carried to recommend favorably the width of Normandale, as shown on this drawing, South of West 70th Street and excluding any part of the clover leaf. All in favor, motion carried. 7. Mr. Rosenlund's Final, a Replat of Rosenlund's Addition, was presented by Mr. Zikan, who explained that there was a slight discrepancy in the original plat which necessitated the replat. All members being in favor of the correction, motion confirming the Final plat was made, seconded and carried. 8. Preliminary Plat of Roy Peterson s Bircherest V Addit ion, with reoommendat ion for approval, was submitted. Mr Lewis moved to accept and recommend approval, Mr. Lofgren seconded, all in favor and motion carried. " 9. Mr. Robert Olson presented a Preliminary Plat of his property at the North— east corner of West 70th Street and Normandale Road. It was suggested that Mr. Olson get in touch with the owner of the property adjoining his and work jointly with this owner in subdividing this tract to the best advantage of both. It was also recommended that Mr. Olson go to the State Highway Department and get a commitment from them before getting approval from the Planning Commission and the Village Council on his plat, No action taken. 10. Final Plat of Portercrest Addition,. Mrs, Porter's property located just South of Bircherest IV Addition, was presented. Approval was recommended subject to an engineering check and a bond for the graveling of the adjoin— ing streets. Motion was made, seconded and carried to approve on this basis. 11, Mrs Kadlac's Final Plat, Meret Ridge, located South of Valley View Road, just East of Indian Head Crest, was presented with a recommendation for approval subject to an engineering check and a bond for the graveling. Motion was made, seconded and carried to approve this plat in accordance with the recommendation. 12. Roy Peterson's Final Plat, Bircherest IV Addition, was presented with a recommendation for approval subject to an engineering check and a bond for the graveling. Motion was made, seconded and carried to recommend approval on this basis. 13. Revised Preliminary Plat of Marion Gardens, which was approved in its original form a year ago, was presented with recommendation for approval if the location of Sherwood Avenue is left where it was originally planned. The proposed street is 17 feet East of the location shown on the new plat. Motion was made, seconded and carried to approve this revised plat if lots are adjusted to conform with the legal requirements, i.e., corner lot 80 feet, all other lots 75.feet frontage. 14. Roy Peterson's Final Plat of Wyman's Southview Addition, located West of the Roberts Estate Plat, was presented with a recommendation for approval subject to an engineering check and a bond for the graveling. Motion was made, seconded and carried to approve on this basis. 15. Mr. Law presented a land study of the area South of West 70th Street in the vicinity of Normandale Road, 14 acres of which belong to Mr. Stow, Planning Commission had requested that Mr, Law make this study at a previous meeting. Mr. Stow asked that the 14 acres be zoned commercial at this time but after discussion, it was decided not to act on this matter until members have had time to go out and look over the property in question. No action taken. 16. Town Realty Company's Preliminary Plat of land South of West 60th and West of York Avenue was presented with a recommendation for approval subject to satisfactory road profiles, turnarounds, drainage being worked out and an engineering check, Motion was made, seconded and carried to recommend approval in accordance with the recommendations. 17. -Revised Preliminary Plat of Woodhill, dedicating an additional 7 feet for West 70th Street to provide for 80 feet of right of way and reducing the number of lots, was presented with a recommendation for approval subject to satisfactory road profiles and necessary drainage facilities being pro— vided, —2— y Sol! C 0,1 AO min 77. 71, oil• 17. cont Id It was suggested that letters be written to Mr. Olson and to Mr. Cardarelle, the Surveyor, stating that a right of way width of 80 feet for West 70th Street is planned and that this will necessitate an additional 7 foot dedi— cation for street purposes from Mr. Olson for West 70th Street. Motion was made, seconded and carried to recoranend approval of the revised Preliminary of Woodhill, subject to satisfactory'road profiles and the necessary drainage facilities being provided. 18, It was suggested that a combined meeting be held with the School Board and the Park Board so that a better u,~iderstanding of the individual problems of each can be worked out and coordination of the three be developed with regard to street widths and other work,, No date was set but all members were in favor and felt that this was a very constructive idea and should be followed through, with a letter to the School Board and the Park Board, inviting them to such a meeting. There being no further business to come before the meeting, motion for adjournment was made, seconded and carried and meeting adjourned at 9:45 P.M, Respectfully submitted, L. M.
