IN EDINA VILLAGE HALL. U us+, 1 x55 N % V\ \AAes Members Present: Edwin W. Krafft, Chairman, Leonard Odell, Rudy Lofgren and Richard Jamme; Bud Law, Planning Consultant, Joseph Zikan, Village Engineer and Warren C. Hyde, Village Manager. 1- Minutes of the meeting of July 6, 1955, were approved. 2- Mr. W. L. Taylor's letter and Preliminary Plat of land on the Southeast corner of Garrison Lane and Wooddale Avenue was presented by Mr. Law with recommenda-y tion for approval provided the East half of Wooddale Avenue is dedicated and the lots face West instead of the way shoran on the plat. Motion was made, seconded and carried to recommend approval on this basis. 3- Mr. Fred S. Child presented a Preliminary plat of his property, 5330 Inter- lachen Boulevard, being located at the intersection of Interlachen Boulevard and Vandervork. Motion made, seconded and carried to approve preliminary. Mr. Child also presented a replat of Lot 61, Rolling Green. Mr. Krafft suggested that we get an expression from the Rolling Green Association before acceptance of this plat. Mr. Odell moved that plat be accepted as a prelim- inary and request an expression from the Rolling Green Association as to their feelings in this matter. Motion seconded, all in favor and carried. 4a- Mr. Sime's Preliminary Plat of Walnut Ridge II Addition was presented with a recommendation that this plat be restudied by the developer to better fit the topography. Plat was accepted for study - no action taken. 5— Town Realty9s Edina Terrace Final Plat (South of 60th Street, West of York) was presented with a recommendation that the developer resubmit this as a Final showing Blocks 5, 6 and 7 as an outlot, due to the cross-town highway project. Mr. Rex Poppe and Mr. Harmon Ogdahl of Turn Realty were present and agreed to do this. Motion was then made, seconded and carried to recommend approval on this basis, Town Realty's First Edina Final Plat of property between Hansen Road, Dale Avenue and Grove Street was studied and accepted. Motion was made, seconded and carried to approve this plat subject to an engineering check. 6� Wal -Don Preliminary Plat, being the division of Lot 4, Block 12, Normandale Addition into two lots, was presented and approval recommended. Motion was made, seconded and carried to approve this plat. 7- Gilwood Addition Final Plat of property just West of Rolling Green was presented. Motion was made, seconded and carried to recommend approval subject to getting a favorable expression from the Rolling Green Association. 8- Southdale III Addition Preliminary Plat was presented with a recommendation for approval subject to storm sewer being constructed, subject to a turnaround on on Laguna Drive or the vacation of this street, and subject to the extension of Judson Lane to connect with Point Drive. Motion was made, seconded and carried to recommend approval on this basis. Motion was made,, seconded :r,..„_1 carried to approve subject to those lots not fronting on a public street b eing made outlots and subject to easements for same and an engineeri,lg chec.f., 10- Indian'head Crest Final Plat in Tzkeview Addition (Drs. Rice and Strickler) was presented with a reccrmeadat ion for approval subject to an outlet for the pond to Indian Head Lake vaith a 12 inch culvert, and subject to an engineering check. Motion was made, seconded and carried to recommend approval in accord- ance with.the-recommendation. 11- Hagen Brothers Preliminary Plat of part of Block 29, Mendelssohn Addition, was presented with a recommendation for approval subject to a 20 foot easement on the East side of Lot 1 for public utilities being provided. After discussion, it was suggested that in order to make larger lots which would conform to the surrounding property, Hagen Brothers re -submit their plat showing.two lots in -- stead of three, after which approval will be granted, 12=- Addy Addition Preliminary Plat of Block 9, Normandale Addition was presented with a recommendation for approval. Motion was made, seconded and carried to approve in accordance with the recommendation. 13— Miller"s Addition Final Plat of property West of HJooddale and South of Valley View was presented vrith recoTMm?andation for approval subject to bond for gravel- ing and an engineering check. Motion was m:?de, seconded and carried to approve subject to these conditions. 14 H. M. Johnsonas Preliminary Plat of property located North of Trunk Highway #169 and East of Edina Highlands was presented for study. No action taken. 15- Cusack and Carlson's Preliminary Plat and proposed office building on the McNellis property at 4532 Vernon Avenue (Lot 51, Auditor's Sub. #175), was presented. Mr. Starkey introduced Mr. Carlson, who stated that the building would be used as business offices by two national concerns, probably an insurance company and an oil firm. Mr. Hyde mentioned that, at the last Council meeting held July 25, 1955, there was a hearing on another piece of property in the same area and people living within 500 feet of it were violently opposed to it. Mr. Krafft suggested that Mr. Hyde bring this matter up at the next Council meeting and point out the various things hanging fire and get an expression from them before Planning Commission: pass judgment on it. Mr. Krafft said Planning Commission menbers -would be glary to meet with the -Council and discuss the matter with them, if they so desired. 16— Mr. Ed. C. Stow®s Preliminary Plat of Lake Edina Addition was again presented with a recommendation for approval provided the 15 feet additional requested by the State Highway Department is provided; that the roadway of 50 feet on the North is provided and that the East 30 feet of the most easterly roadway is provided. Mr. Stow was asked to re -plat in odder to allow a 50 foot roadway on the North and shoeing a 15 foot additional for State Highway easement and a 30 foot foad on the East. The Preliminary Plat was accepted on the above basis and provided that the drainage problem be worked out. Planning Commission Minutes - page 3 8-3-55 17- Mr. Robert Gavin, owner of the property just North of Mr. Stow's Lake Edina Addition, said he did not �opose to ::evclop his land at this time and there- fore would not give an easement for road purposes. 18- Mr. Albert Farmer Iwho owns the proporty on France Avenue just East of 62nd Street, asked permission to sell off mer, of his land and still leave his house where it is. He was asked to come bick with sore-thirkq, more definite at the next meeting. 19- Mr. L. L. Bourgeois Final 1-11at of 1L.'t.9 proj7slrty at 64th and Brookview Avenue was again presented with a recommendatill-n that action be doferred because it is with- in the area of the proposed cross-tt:vm location. No action taken. 20- Proposed re -plat of Peacedale Acref; on Valley View Road Extended was presented by Mr. Hyde for -"-.he V_illage, ieLth r. commendation for approval. Motion was made, secorded and carrl.,-,�d to recommend approval. V/1 21- Mr. Hyde read a letter from John 1'indhorst, Village Attorney, regarding Block 14, Browndale Park (beside the old Sticet car right of way), which was dedicated for park purposes,, Mr. Hy de mentioned that he thought, it vias a good idea to mnond the Ordinance, requiring at least 72 feet from tie lot line to the house, or in some cases., maybe 10 percent of the width of -he lot. Planning Commission suggested that Mr. Hyde work out something alor.1, this line with Mr. Law, 22- Mr. H. J. Mel4illan's Preliminar,­ Plat of prop. ­.,41 -y at 60th to V-.Llley View, East of Normandale, was submitted with recommendation for approval. Motion was made, seconded and carried to approve this Preliminary. 23- It was suggested that a lette­ be sent out to all new Developers, warning them about the possibility of their having to put in the impro-zreinents in the sub- divisions.
