Hyde, Village Manager & Joseph `Likan, Village Engineers I.- Minixtes of the mer-,t:i_r of "ovember 2,1955, were approved on motion, seconded and carried. 2m Final Plat of Ma.cMill.an's First Addition was presented with recommendation for approval subject to deeding Outlot 1 for highway purposes. Mr. Odell made a motion to roaom,,!a id approval on this basis, Lewis seconded, all in favor and motion carried. 3- Final Plat of J. R. Addy, a Replat of Block 9, Normandale, was presented for approval. but because o --r^ the location, it was recomirended that action be held for one month in order to check on the cross-town highway centerline. Mr. Lewis made a motion Lofgren seconded, and all in. Favor of this, suggested that Mr. Addy be notified. 4- Mr. Krafft read a.let�er signed by the owners of Lots 1, 2, 3, Block 1, Grand- view Heights, and Lots Els 9, 10 and 11, Block 7, Tingdale Brothers Brookside, and Lot A, Registered Land Survey #7,. requasting that they be rezoned commercial. After discussion, Mr. Odell rude a motion to recommend to the Council that this property be rezoned Cornunity Store as the ;property is within the area recommend- ed previously for this type of district. Mr. Lewis seconded, all in favor and motion carried, 5- Final Plat of Naas Lakeside Addition was presented with recommendation for approval subject to approval from the Post Office, in writing, of the street, name. Mr. Naas said he would still like to retain the name of Lakeside Lane, if possible, but would abide by the decision of the Post Office authorities, Motion was made, seconded and carried to recommend approval subject to written approval of a street no -me. 6- Herb. Bloomberg$s Preliminary Plat of Colonial Grove V Addition was presented with recommendation for approval subject to satisfactory street grade and storm sewer plans to be provided by and constructed by the developer. Mr. Bloomberg agreed to do this and motion was made, seconded and carried to recommend approval subject to the recommendation and approval of the engineering department. 7 & 8 - Arden Park II and Arden Park III Additions - W. T. Mareck's Final Plats. Mir. Odell , who lives on 44th Street across from this Addition, asked to be ex- cused from voting on this and permission to speak on behalf of some of his neighbors. Mr. Odell stated that he has no objections to the size of the lots or the way they are platted, but he felt that sidewallcs and curb and gutter should be provided in conformity with the other side of the street. He said he also felt that the cost of improving the additional ten feet of street West of Brown - dale Avenue should be charged to the developer. Mrs Krafft asked if the improve- ments were part of the plat and Mr. Odell said they were not but that he merely wanted to be sure that the developer be required to put in sidewalks, curb and gutter at the proper time. December 7, 1955, Planning Commission Minutes -y page 2 7 & 8 conted -Arden Park II and Arden Park III Additions Mr. Resop, representing the developer, said he didn't think there would be any problem and that if the Council ordered the improvements in, they would be willing to go along, It was noted that a copy of the deed restriction provided in Mr. VanVa]kenburgts letter to the Council provided that horses in this area would contain not lead than 1400 square feet of living area.. Mr. Krafft asked Planning Ca-mi8sion members if they wanted to recommend approval of this plat with the recon m=ndation that sidewalks, curb and gutter and boule- vards be put in. Lofgren seconded the rnotion, all in favor and motion carried. 9 Schouneman° s Preliminary of Silver Oaks Addition was pr ,9tanted wilth a recommenda- tion that it be disapprove. because of the steep grades, lack of drainage and general unsuitability due to topographic conditions. Mr. Scheuneman said he was building a house on this land now. Fe also stated that he is living in another house on this land now. Discussion was had as to why he was allowed to build a second house on acreage and the hiilding survey was produced, which indicated that the land on which the 3econi douse was built had no connection with the en- tire piece of land. Mr. McNally, surveyor for Mr. Scheuneman, stated that they .gob the permit for the house on the grounds that one house may be built on any two acre tract, and was told by members of the Planning Corrmni.ssion that this wad outlawed and that only one house was legal on any one tract of ground, Mr.Krafft e-xplained to Mr. Schouneman that they would do what they could to legalize the condition now existing. Mr. Hyde suggested that the members meet and look over this piece of ground before making any recommendations to the Council. Mr. Lewis then moved to table this plat, motion seconded, all in favor and carried, 10- Gunnar Johnson's Prelimisaai.7 P3zt'a Re-arra.ngemc_at of Rolling Green, was present- ed with recommendation for approval subject to changing the name of Annaway Drive which runs East and West and possibly the East-West part of Merilane, and subject to satisfactory drainage and overflow from the lakes on Lot 61 or any storm sewer necessary. Mr. Krafft read a letter received from Rolling Green Association approving the re -plat providing the houses to be built would conform to the exist- ing property. Mr. Odell moved to approve this plat with the recommendation that the drainage area be given consideration before Final Plat is approved. All in favor, motion carried. 11- George Lundblad#s request to rezone a portion of Highway #169 was brought up again and Mr., Krafft read the letter received in September, signed by Mr. Lundblad and Sig. Pearson. The minutes of the special meeting of the Planning Commission on October 8 were read and at that time the request was denied. Mr. Lundblad then asked why it was denied and what the objections were, stating that since it was in the general area of the Biltmore Motel, he felt that it was already in commer- cial area. The reasons for turning down his request were reviewed, after which Mr. Lewis moved to deny the request again, motion seconded and carried. U Letter from Boran Builders, Inc., with a request to rezone, was read and filed. Mr. Hyde reminded members that Mr. Walter H. Blucher, Planning Consultant from Chicago, would be in Edina on the 16th through the 18th of January, with a meeting on the evening of the 18th, There being no further business to come before the meeting, adjournment was had at 9:30 P.M.
