Members Present: Wm. W. Lewis, Leonard Odell, Rudy Lofgren, Richard Jame; Bud Law, Planning Consultant, Joseph Zikan, Village Engineer and Warren C. Hyde, Village Manager. 1- Minutes of the meeting of January k, 1956, 2- James Addy's Preliminary Plat. See minutes of February 2, 1955, item 11. 3- Mel Sagarts Final Plat. Recommend approval of Revised plat,, 4- Gunnar Johnson's Final Plat. (See petition for vacation of portion of Annaway Drive). recommend approval subject to satisfactory drainage and road profiles., 5- Victor Bertramson - Preliminary of Claudia Ridge. Recommend approval. 6- Rezoning Lots 1,2,3: Block 1, Grandview Heights and Lots 8,9.10 & u. Block 7. Brookside Addition. 7- Thomas Rode - petition to face house wrong way. Recommend approval subject to a hearing. 8- Halvorsen Plat - Preliminary of Eath Glen. Recommend preliminary be held for further study for a 90 day period. 9-. Petition for vacation of streets in West Minneapolis Heights. Recommend holding for additional information and plan of what is being proposed. 1.0- Petition for rezoning South of 70th between Cahill and the Railraad tracks. Recommend this request be withheld for a complete overall study of the area. 11- Replat of Lot 31, McCauley Heights lst Addition,, Final Plat. Recommend approval subject to an engineering check on a road grade not to exceed 7%. 12- H. R. Roseada.hl - Preliminary Plat - lana lying between. Tracy Avenue and the M. N. & S. Railway; and between Wardon Acres and. Oount_t5yside Addition, Recommend approval subject to satisfactory road. profiles and drainage. 13-, Xerxes Avenue Addition - Preliminary Plat. Recommend that plat be held to c coordinate with Miss Pierce who owns the property to the west so that the over- all area can be atrdied. 14- Wymans Southview 2nd Addition - Final Plat. Recommend approval subject to an engineering check. 15- Coffman's Preliminary Plat, south of West 70th Street and East of Arnesen property. Members Present: Wm. W. Lewis, Acting Chairman, Leonard Odell, Rudy Lofgren, Richard Jamme; Bud Law, Planning Consultant, Joseph Zikan, Village Engineer and Warren C. Hyde, Village Manager. 1- Minutes of the meeting of January 4, 1956, were approved by motion. 2- Mr. James Addy's Preliminary Plat was again presented. Mr. Nordell, who represented Mr. Addy, stated that inasmuch as the lots in this same area are all 50 feet wide, and Nir. Addy's are proposed to be 56 x 124, and all three lots are adaptable to houses with drive-in garages, he would appreciate a favorable recomn-endation. He said they propose to build $15,000 to "16,000 houses on them, which would be comparable to other property values in this neighborhood. Mr. Law at first thought it would be better to cut the lots into two instead of three (as suggested in the meeting of February 2,1955) but later agreed that by facing the houses on Rutledge as proposed, it would work out very well. Mr. Odell moved to recommend approval, making an exception of the minimum lot requirements, subject to a hearing. lir. Lofgren seconded, all in favor and carried. 3- Niel Sagar's Final Plat was discussed in view of the probability that the highway service drive would make it unnecessary to have a turnaround. It was suggested that Mr. Sagar be allowed to file his Final Plat as approved and that he not be required to file a bond for the grading and graveling at this time but bring in a petition for vacation of the turnaround later. Mr. Odell moved to approve on this basis, Mr. Jamme seconded, all in favor and motion carried. 4- Mr. Gunnar Johnson's Final Plat was presented for approval. Mr. Law stated that it was precisely in accord with the Preliminary. Petition for vaca- tion of a portion of Annaway Drive was filed, and it was noted that a por- tion of the street had been changed to Mait Lane and approved by the Post Office. Approval was recommended subject to satisfactory drainage and road profiles. Mr. Odell moved to approve subject to the recommendation require- ments, Lofgren seconded, all in favor and motion carried. 5- Victor Bertramson's Preliminary of Claudia Ridge was presented with recom- mendation for approval. Mr. Odell moved to recommend approval of this plat, Mr. Jamme seconded, all in favor and motion carried. 6- Four ladies living in the Grandview Heights and Tingdale Brothers Brookside Addition, who are requesting rezoning to commercial of their residential property, again asked for consideration. Mr. Hyde asked if they had any- thing specific in mind as to use now and they said no. Mr. Odell told these people that this property is all in the area of proposed planning for Community Store District. It was suggested that when they have some- thing specific in mind as to use of their property, they come before the Planning Commission again. Planning 7- Mr. Thomas Rodes pet.- i* = to face house on long way of lot at corner of 51st Street and William Avenue was presented with recommendation for approval subject to a hearing. Viot ion made, seconded and carried to recommend approval on this basis. g- Mr. Austin's Preliminary Plat of Eath Glen on Highway 5 at the South limit) of the Village, was presented and Air. Austin was present and explained what his intentions regarding present and future platting are. It was thought that in order to study this plat more thoroughly and view the land, action be postponed for ninety days. Matter was referred to Air. Hyde and the engineering staff, and Mr. Hyde asked Nir. Austin to call him for an appointment next week. 9- Petitions for vacation of streets in West Min,eapolis Heights were present- ed. hr. Erickson, representing Mr. Walter Carlson, withdrew the petition for vacation of VanBuren, Jackson, Aonroe and Jefferson Avenues at this time as Air. Carlson's option on the property had expired. In regard to the other petition to vacate Adams Avenue, Mr. Erickson said that, inasmuch as the portion of this street in Hopkins has been vacated, they are asking that it be vacated in order to get a clear title. This matter was also referred to Yx. Hyde for checking and report at the next meeting. 10- Petition for rezoning to industrial property South of 70th between Cahill and the A. N. & S. railway tracks, was presented, and Messrs. Davenport and McPherson, representing the railroad company, were present. Mr. Daven- port said that this property is all privately owned except the B. B. Nelsor property. Mr. Hyde suggested that this also be postponed in order to get the zoning ordinance revised first. No action taken. 11- Re -plat of Lot 3, McCauley Heights 1st Addition, a Final Plat, was present- ed with approval recommended subject to an engineering check on a road grade not to exceed 7,. Mr. Jamnre moved to recommend approval subject to the street grade being changed to conform to the recommendation, motion seconded, all in favor and carried. 12- H. R. Rosendahl's Preliminary Plat of land lying between Tracy Avenue and the M. N. & S. Railway and between Warden Acres and Countryside Addition, was presented. Mr. Odell moved to recommend approval subject to satisfac- tory road profiles and drainage. Motion seconded, all in favor and carr- ied. 13- Xerxes Avenue Addition, a Preliminary Plat, was presented with a recommen- dation that no action be taken until Miss Pearce, who owns property to the west, can be contacted and the over-all area studied. This was agree- able to Southdale Realty, the developer. IAr. Crabb of Southdale Realty asked, however, that if this was not accomplished by the next regular meeting of the Planning Commission, that his plat be approved as a pre- liminary at that time.. 14- Wyman's Southview 2nd Addition, Roy Peterson's Final Plat, was presented with recomn;endation for approval subject to an engineering check. This plat agreed with the preliminary. Motion was made by Lofgren, seconded by Jamme, to recommend approval subject to an engineering check. Recomrend;k- tion was made that plat be studied with regard to dedication for park ' property, street grades, school site plans, access to abutting property and that drainage be worked out. No action taken. 16- I°;r. Hyde asked Planning Commission how they felt about billboards and said he thought that especially along Highifay 169, they were too numerous and too large. Most of the members agreed that this condition was getting worse and asked lir. Hyde to study the ordinance regarding signs before the next meeting. 17- Fir. Hyde gave a report on a meeting; he had recently with Messrs. Resop and herrick regarding building setbacks in Arden Park Addition. Mir. Odell said that the building code calls for 30 foot setbacks and he felt that this should be adhered to and not made an exception, especially since these houses will all face 44th Street, which is a bus route. 18- Pair. Blucher's visit and his views on future planning and zoning were mentioned briefly and Mr. Hyde said that as soon as his speech has been edited and re -typed, copies would be available to members.
