Joseph Zikan, Village Engineer. 1- The proposal of Rvoy Peterson and Aar. Robert Hanson to rezone 225 acres of land West of Formandale Road, East of Cahill Road and North of the South boundary of the Village, was presented and pictures of similar projects were presented, After adjourn_ng to the conference room and after some discussion, Mr. Krafft -,moved that the -rojposai for an industrial park area be recommended for public hearing to the Edina Village Council„ Seconded by 111r. Lewis, motion carried. 2- The request of Southdale for an apartment development North of West 66th and West of Xerxes Avenin,, gas r-faestioned. 1Ir. Krafft moved that more specific in- formation be submitted on v:hat would be built immediately; what area would be provided for recreation; a.rd what sanitai r sewer capacities would be necessary to serve this project. Mx. Odell seconded. -rotion carried. 3-- Mr. Resop requested that a ship of the streetcar right of way located ;just North of the Interlachen golf Club be given to Hopkins so that this property could be developed for lots and public streets and utilities provided by Hopkins, since there is no access to, this property from Edina streets. Mr..Krafft moved that the Interlachen Club be contacted to be sure that they didn't want to pur- chase this land but if they did not have use for it and if N:r. Hyde felt that retaining this strip for the Village was not in the best interests of the Village a!1d if there were no legal difficulties, that it be recommended to the Council that Mr. Resop's request be. granted. Seconded by Mr. Odell. Motion carried. 4- The request of 11,1r. & airs. Joe Pewowaruk to construct two double bungalows on France Avenue in the 5300 block (West side) was disnussed. The Planning Commission on an inspection of the existing double bungalow built by Mr. Pewowaruk, found that the basement had been finished into two rooms on each side and that four different families are living there. After some discussion, Mr. Krafft moved that the request be denied. Seconded by Mr. Lewis. Motion carried. 5- The request of Mr. W. D. Gordon for information on what he can do with his property located East of Trunk Highway ##100 and North of 1,,est 49th Street because of high taxes was considered in the field. Mr. Odell proved that it be suggested that a road be projected in a northerly direction from West 49th Street and a turnaround be provided at the end with the roadway width of not less than 40 feet on the East side of Mr. Gordon's property be recommended and that Mr. Gordon submit a preliminary pl t with actual lot sizes shown. Seconded by Mr. Krafft, Motion carried, 6- The request of Fr. Thernell to build double bungalows on the East side of France Avenue South of West 60th Street was viei-md in the field. Because of the nice single family dwellings on France and Ewing Avenue in this area, Mr. Krafft recom- mended that the request be denied. Mr. Lewis seconded. Rowland. Recommend that Planning Commission members look at this property before approval is given. 3- Petition to detach territory - Walter Carlson. Recommend. detachment on basis proposed change would be efficacious from administrative standpoint for both Hopkins and Edina. 4- New. Prelima nary of Evans Addition, France Avenue -South of 62nd Street. This apparently ties in with proposed crosstolg i route. Question whether final plat approval should be given before defind+te decision on crosstown. 5-- Subdivision of Lot 1, Block 1, Parkwood Knolls III - T. R. Flemming. Deed restrictions? Too small. for neighborhood? Parkwood Knolls and Westwood Court's consent needed. 6- Preliminary of E. W. Hansen's Melody Knolls VI (56th to 58th, Hanson Road to .Code). Park donation in lieu of dedication - no previous dedication in all Melody Knolls plats. Requires storm sewer petition for larger area. 7- W. A. Bing's request to rezone Lots 14 and 15, Block 21, Fairfax Addition. (See March 7, 1956, Minutes = S.B. Stenson's request to rezones Lots 11, 12 and 13, Block 21, Fairfax, was denied). Recommend this request be denied also. Preliminary re --plat of Lot 14, Block 2, Fairfax. Just received today, 8- Final Plat of Hardacker°s Addition, Lots 19, 18, 17 and N. 301 of Lot 16, Norma.ndale II Addition. Since this is a re -plat, making 3 lets 60 feet wide out of three lots 50 feet wide and 30 feet of another., approval is recommended subject to hearing. 9- Final Plat of Loken's IV Addition, corner 60th and Zenith Avenue. This lot is below minimum requirements, being 60 x 135 feet, but since there is no alternative, approval is recommended subject to hearing and utility easement location. 10- Final. Plat of Jones Knolls, Tract A, Registered Land Survey No. 194• Since this agrees with the preliminary, approval is recommended subject to an engineer— ing check. U- Final Plat of Lot 1, Block 1, Rolling Green - Dr. Elmer 0. Dahl Is Replat of Lot 6. Should plat show 2 -pieces of original Lot 6? (See letter from Rolling Green Association). Otherwise satisfactory. 12m- Final Plat of Mrs. Trafzer's Subdivision in Peacedale Acres. This plat does not meet the conditions of preliminary approval:, namely: 60 foot roadway dedication and an easement for turnaround at the South end of the road. This plat shows a 30 foot road on Halifax, no turnaround, lacks signatures and seals, no street grades have been provided, and therefore, is not ready for approval. Planning Commission Agenda - page 2 13- Final Plat of Mallard Manor - Posselt's, on Brittany Road. Need Northern States Power Company easement. Approval is recommended subject to an engineering check. 14- Preliminary of A. L. Norton, Hanson Road, Benton to West 60th. Consider possibility of Dale Avenue being extended. Save 30 feet on East side, change lot sizes on West 60th? 15- South Garden Estates I Addition - Coffman Realty's Preliminary Plat. Park dedication? Recommend approval of this plat be held over until July for study of drainage, tie-in with adjoining areas, for whole plat. Preliminary approval can be given to the North portion outlined in red. Northern States Power clearance needed. 16- Final Plat of Rosendahl's Addition to Edina Highlands. Recommend approval subject to engineering check. 17- Final Plat of Roy Peterson's Hawkes Lake Addition, West of Tracy' South of Warden Acres. Recommend approval subject to an engineering check. 18-- Revised preliminary of Roy Peterson's, 66th to 68th, S.E. of Valley View, North of-LaBuena Vista, West of 9 Mile Creek. Note changes made on East to meet objections from other owner. Approval: recommended subject to street names. 19- Replat of Lot 4, Block 15, Normandal.e - Odegaard's Final Plat. Approval recommended subject to an engineering check. 20- N. P. Benson Addition Final Plat. Approval recommended subject to an engineering 'check. 21 Pure Oil Company's request to build station next to Biltmore Inn on Highway 100. Should Highway 100.have filling station? Highway department clearance needed =- cloverleaf not definitely decided upon yet. Recommend decision on this be held up until cloverleaf design is completed.
