Rowlands re -plat of Lots 4 and 51 Block 3, Brookside. Heights Addition, was presented .with a recommendation that Pla ring Cormni.ssion members look at this property. before approval is given, to compare setbacks on the South` side of Inter- laehen.' Motion was made by Lewis, seconded by Lofgren, to look at this property earl delay action until the next' regular meeting All in favor, motion carried. 3- 11r. Walter Carlson's`petition to detach territory, being the old street --car right ,.of way,which adjoins Hopkins, was presented and Mr. Hyde explained that at a meeting in..Hopkins to 3t night,' Hopkins -had agreed to accept but that Edina must approve and act on thy: petition first.-, Detachment was recommended.on:the basis that, the proposed change would be -efficacious from.an administrative standpoint for both' -Hopkins and Edina. Motion was made by.Lewis, seconded. by Lofgren, to recommend ddetabliment to the ` .Village. Council. 4-- New -Pa eliminary of Evans Addition, on :the East side of France Avenue, South of 62nd treet; was presented snd discussion was, had as to whether approval should be given before a definite decision is had on the crosstomna highway. Mr. Braddock agreed that until theactual construction pattern of the highway _is laid out, that it would be a: Ramble but said they were willing to take that risk... The fact that the cost of 'ptzr chasii'1g the right of way would be increased considerably.,if homes were built was brought up and Mr Hyde said it had not been determined as yet who would' purchase the property. Motion was then made by Mr. Lewis .to' accept the Preliminary subject to the design of the crosstown highway,' seconded ,by Mr. Jamin and carried; 5- Mr. T.'$:`Flemming Es Subdivision of Lot 1, Block 1, Parkwood Knolls III, was considered and Mr. Odell read a letter from Mr. .Flemming, 'stating that the new lot would be 121 feet deep, by l.lti wide. ' Mr. Hiatt stated he thought there should be an expression of opinion from. -Packwood Knolls and from Westwood .,Court on the size of the :lot before approval is given, and made a motion . to -that effect. Mot ion seconded by Mr. Krafft, all in favor, and carried. 6� Mi.' E. ''VT. Hansen's Preliminary Plat of Melody Knolls VI. 56th to 58th, Hanson Road -to. Code' Avenue; was ;presented. and Mr. Hansen was approached about ;park dedication:. Mr. Hyde .pointed out that no previous dedication for park purposes:,ha ' been given in all" of',the.' Melody Knolls-. plats. Mr. 'Hansen agreed to donate . 5%. of the value of -the-raw land for park purposes. Question of storm sewer was raised and Mr. Hansen said there was a petition in for storm sever covering property owned by the Hansens. Mr. Jamme moved to recommend approval of this plat subject to an engineer check:,; motion seconded and carried, 6n�6=5b 7- Mr. W. A. Bing? s request to rezone Lots 14 and 15, Block 21, Fairfax Addition, was cern: idered, and it was noted that in I -larch, 1956, Miss S. B. Stenson's re- quest to rezone lots 11r 12 and 13, Block 21, Fairfax, oras denied. After dis- cussion " is-cussion, Mr. Krafft moved to table this request for the present, motion seconded and carried, Mfr. Bing's Preliminary., ' a re --plat of Lot 14, Block 2, Peacedale, was studied and considered in connection with Ahnert's Addition. Motion was made by Mr. Krafft, seconded and carried to approve su'oject to an engineering check. 8- Mr. Hardacker's Final Plat of Lots 19, 18, 17 and the north 30 feet of Lot 16, Noxmandale TI Addition, %ss accepted as a re -plat, It was pointed out that this re -plat makes 3 lots 60 foot wide out of, three 50 :foot 1*ts and 30 feet of another lot. Motion was made, seconded and carried to recommend approval subject to a { hearing on the size of the. lots, 9- Final Plat of :token's Iii Addition, corner 60th and Zenith Avenue., was accepted. This lot is also below minimum. requirements, being 60 x 135 feet, but since there is no `alternative, spproval was recor_smende-d subject to a hearing and the utility ease;ent location.. Motion was made, seconded and c=rried to recommend approval subject to a hearing on the size. , 10- Final Plat of Jones Knolls, being Tract A, Registered Land Survey No. 194, was presented and approval recom ended subject to an engineering check. Motion made, seconded and carried to recommend approval` on this basis. F. 11- Dr. Elmer 0. Dahl's Final Plat of -dot 1, B1 -k 1-; Roning Green, being a re -plat of Lot 6., was considered and letter from Rolling. Green 4s ociation., assenting to proposal., was read. Motion made by Mr. Hiatt, seconded by Lofgren, to recom- mend approval. Carried. 12-- 11rs.' TrafzerIs Final Plat of Trafaer's Subdivision in Peacedale Acres was presented and, it was. noted that this ;plat does not meet the condit.pons of the preliminary approval; namely: 60 foot readway dedication and. an easement for turnaround at the , South -end of the . road o This :plat shows a 30 foot road on Halifax, no turnaround, lacks signatures and seals, no -street 'grades have been provided and therefore, -is not ready 'for approval0.Mx. Todd :jade a motion, which was seconded and carried, toftble this plat until recgirements are fulfilled. 13-- Mr. Posselt's Final Plat of Mallard Manor o:,1 Brittany Road was presented with a recommendation that it be approved subject to.an.engineering check and a utili- ties easement. .Motion made, seconded and carried to`recommend approval on this basis. 14- Mr. A. L.'Norton's'Preliminary plat of Hanson Road, Benton to West 60th, was accepted but subject to further study. < The possibility of extending Rale Avenue was considered, also the changing of lot sizes on West 60th in order to save 30' feet on t he East side. 15- Coffman's Preliminary Plat of South Garden Estates I Addition was again presented . and studied withregard to drainage, park dedication and. tie-in with "ad joining areas* Itwas noted that Northern States Power clearance is also.needed. Mr. Todd made a motion that approval of this plat be postponed until Messrs.Man and Law could study it further and come in with a recommendation. This motion was seconded and carried. At this ' point, Mtr. Jm 1_a. announced that he had to leave and said goodbye to everyone,, as he is moving to West Palm Beach, Florida. Mr. Todd made a motion to comment fir. Mr. Krafft made a motions seconded by Todd and carried, to recommend approval on this basis.. 20 -Final 'Leat of N. P. Benson Addition, which is between Normandale and Brittany Road, was presented with recomendation for approval subjedt to an engineering check. Motion made, seconded and carried to recommend approval on this basis. 21- Pure Oil Company?s request to build a station next to the Biltmore Inn on Highway_ 100 was presented by Mr. A. C. Godward, who asked that. Lots 8s 9, 10 & 31g -Block 7, Tingdale Bros.�Brookside, be rezoned Commeircial. A�r.:Odell stated that Planning Commission had; in 1952, recommended that all of this groperty be zoned `f©r coai�nunity, store development and asked if members wished to reaffirm this_reecmm�endation. Mr. Hiatt moved to reaffirm the expression.of.the Planning Commission given,in 1952 and Lofgren seconded. All in favor.except Mr.,Toddo Motion.carried. Mr.. Todd then moved to recommendtothe,Coun:cil that until such .time as the Highway Department decides where, specifically., the -cloverleaf will'go, no action be taken by the Council as to rezoning.of any property which is related to or which would'be effected by Highway separation or_cloverleaf change® ; No second to this motion. In tie absence of a seconds Mr. Todd then the Minutes show that such motion was made by him ,for the purpose requested that of directing attention to: the. Council of the indefiniteness of the future of this area'and the problems which might arise if the Higlniay should elect to maks: material changes in its plans. Mrs. Buckheit, who. owns one of the properties involved, reminded Planning commission that ata previous meeting, she and her neighbors were told that when they had a specific use for their property., the rezoning would-be considered.. Discussion was had as to whether this would be a good place for a filling station and most of the members agreed that It was, Planning Commission Minutes - page 4 6-6-56 Mr. Krafft asked if members would like to appoint a permanent chairman while he was still:a member, ' stating that this was his last meeting as he was resigningo Mr. Well made a motion to commend Mr. Krafft.on his many years of service as . chairman of , the Planning 'Commission since its inception in 194.30 Allmembers agreed ;arid extended. their thanks to him for his help and guidance during the yearsa Motion was then made, seconded and carried to -appoint Mr. Todd as chairman of the Planning Commission. Mr„ Todd graciously accepted. Since the"r-ext re, -,alar meeting of the Planning Commission would_`normally fall on July.'tth ' which is a holiday., it was decided to postpone the : meeting for one week and have it on July llth instead, members to be notified: to save. this date, Meeting adjourned at 9:30 PA' Respectfully submitted, Lillie M.
