INT THE EDINA VILLAGE HALL. Members Present. Ts L. Todd, Chairman, Leonard Odell, Rudy LoigrenR Harry Gusta-I'son, Bud Law, Planning Consultant; Warren C. Hyde, Village Manager; Joseph Zikan, Village Engineer, and Don Lofthus, Engineering Dept, 1- Motion made, seconded and. carried to disperse i�.,ith reacting of the minutes of Jully 11. 2 - Request of Folk..e Victorsen to re -name West 57 ch Street West of Highvay 100 to Nor— mandale Count, which was referred by Council, was considered and motion made by Odell, seconded by Lofgren, to recommend that it be granted. All in favor, carried. 3- Al. Huber's Ficial Plat, , a re -plat of Lots 1 and 2, Block 12, Normandale Addition, was ;presented with recoirmnendat ion for approval subject to Virginia Avenue being opened. Mr. Huber stated that Virginia Avenue is already opened, Lot 4 having been platted recently and was told that. it was still necessary to bring in a peti- tion for grading and graveling. Motion was then made, seconded and carried to recommend approval subject to petition for grading and graveling to be received, 1- Robert Rowland's re -plat of Lots 4 and 5, Block 3, Brookside Heights Addition, was again presented with a letter from his neighbors approving the re -platting, Mr. Rowland reported that he had made inquiries and the present house cannot be moved. If subdivided as Mr. R(xTland suggests, the lots would be 65 x 108 feet, below minimum requirements and too small for the type of house suggested, thereby jeopardising the neighborhood. Motion made by Mr. Odell, seconded and carried to deny this request, since it is not consistent with the immediate neighborhood. 5- Fred Child's Final Plat of Beverly Hills !I Addition, a re -plat of 5312 Interlachen, was presented with approval recor_^amended subject to an engineering check. Motion made, seconded and carried to recommend approval. 6p- Final Plat of South Garden Estates 11 Addition, ^offman's development, South of West 70th Street, West of Wooddale Avenue, was considered, with approval recommaended subject to an engineering ch(:ck, street names, grLding and graveling, final arrange- ments on park dedication, and sewer and water financing. Motion made by Odell, seconded and carried to recow...end approval in accordance.with the recommendation. 7- Final Plat of Wilrob, Coffman's development between Sherwood Avenue and Highway 100, South of West 65th Street, was presented with recommendation for approval subject to an engineering check. It was noted that the lot adjoining this sub- division is now below minimum size but since this is not awned by Coffman, or available, and since evidence was presented to Council that house now located on this lot is in accordance with present Zoning Ordinance restrictions, motion was made, seconded and carried to recommend approval of this Final PlAt. 8- Preliminary Plat of Lhad, Thernell Brothers' subdivision of property South of Edina Bel -=Air 6th Addition and East of Firing Avenue, was presented and studied, Plat does riot show extension of Ewing Avenue and no turnaround. Mx. Thernell was present, also 1a9s a Engelhart, who lives at 6155 France Avenue and owns the pro-' perty just west of the proposed plat. Mrs, Engelhart said tliat if the street goes thru and sewer and water are to be installed' they woiuld have to consider sub -dividing and :asked for advice as to sl..ze of lots, etc. Planning Commission Minutes of 8-8-56 page 2 8 (cont°d) - In view of the problem regarding access, raotion was made, seconded and carried to table this Preliminary plat until it is returned in proper form. o.. Preliminary Plat on Brittany Road -- Harold Olson - which was on. the =_genda, had not been received and Mr. Olson did not appear, therefore no action was taken. Tabled. lv' Final Plat of Evans Addition, Southdale Realty's subdivision F,a:st of France Avenue, North of proposed crosstaom highway, was reviewed and discussion had on turnaround, service lane, access to Chowen and Dodd Plaice. Mr. Braddock said they would dedicate an outlot for highway purposes. Motion was then made by Lofgren, seconded by Odell and carried, to approve this plat subject to an engineering check. 11- Miss S. B. Stenson again requested the rezoning to Commercial, Lots 11, 12, 13, Block 21, Fairfax Addition, on Wooddale Avenue between Valley View and 61st Street. She said she had talked to Dr. Allis, who owns the Pure Oil Station at the corner. of Valley View and 1,,00ddale, and he wants to build a Medical Clinic on her lots, if they can be rezoned. In view of the fact that there are three filling stations in the neighborhood now, and also that the property directly across the street from her los are now zoned Community Store, she feels that her problem deserves consideration. Mr. Hyde pointed out that N:r. Bing, who ov,rns Lots 14 and 15 in this same block, had also requested that his lots be rezoned Community Store and that the Strands and Shuldiess properties , on Valley View are up for consideration for rezoning at a hearing to be held August 13. in view of this, he suggested that the matter be postponed until after the hearing and also until the entire district can be studied by a zoning expert. Miss. Stenson agreed to this. Mr. Odell then recommended that the matter of rezoning be tabled until such time as this study has been completed. All in favor, carried. 12- Borants Preli:fflinar�T s=lat of Chapel H-33-1, located South of ,iailey View, West of LaBuena Vista, was presented and 1`-r. Boran introduced fir. K. K. Clark, Planning Consultant from 'r isconsin, who has made a study of his plat with regard to a small shopping center at valley View and Antrim. Discussion was had as to need for the shopping center, its effect on proposed schools, traffic, etc. Mr. Odell then recormended that this matter be tabled until there is an opportunity to study it in connection with the over --all problem in the Village. A11 in favor, carried. 13-V Mr. Hardaickeras request to face house on St. Johns Avenue instead of on Valley View Road was studied and motion made by Lofgren, seconded and carried to recommend approval if proper setbacks are maintained. 14- Final. Plat of Birch Lane, a small subdivision on Valley Vieu Road, being Tract C, Registered Land Survey ,327, was presented and approval recorfinended subject to an engineering check and signatures on the plata Mr. Sholes is out of,the city at present and therefore could not sign the plat before the meeting. Motion made by Lofgren; seconded and carried to recommend approval subject to an engineering check and signatures. Planning Commission Minutes of 8-8-56 page 3 15- Miss Catherine Pearce from Chicago, who owns about 22 acres of land on 66th Street adjoining Southdale, was present and asked consideration in having her property primarily the triangle left by Xerxes into 66th, zoned commercial, in view of the shopring center and also the double bungalows on Xerxes Avenue. Mr. Crabb was asked what the status on the property owned by Southdale which adjoins Miss Pearce's was, and stated that they are still planning to request apartment zoning. Mr. Law recommended that the policy that has already been established be adhered to until after the zoning problem of the entire Village has been studied in the near future. Miss Pearce agreed to this. 16- Proposal from Carl Gardner and Associates for services in making a study of the Village, especially the southern section, was read and discussed. Mr. Hyde said he had given the matter a lot of thought and believed this firm was very qualified to do a good job and did not think their price was too high, considering the impor-=tance of getting the proper answers. Mr. Lofgren made a motion to recommend the hiring of Carl Gardner and Associates to study and advise the Village of Edina on its zoning problems at a fee not to exceed $3800. Mr. Todd and 1,r. Gustafson-roted in accord with the recommendation. Mr. Odell had left the meeting but his vote was obtained by phone and he ratified the motion. 17- Morell a d Nichols' statement in the amount olf x:1226.33 for services rendered from November 1, 1955 thru July 31, 1956, was presented and motion made and seconded to approve. lair. Odell's ratification was, obtained by- phone. Carried. lg- On recommendation of Mr. Hyde, Mr. Law had prepared a budget for 1957 for Planning Commission work and this was studied with regard to new subdivision and platting regulations, an overall zoning map, a modern, adequate zoning ordinance and the cost of preparing them. After discussion, it was decided that Budget for 1957 in the amount of $4700 be presented for approval. Mr. Odell's ratification of this was obtained by phone also.
